Minutes of a Public Meeting of Council regarding the Community Improvement Plan (CIP) for The Corporation of the Township of North Frontenac, held April 16, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario via Electronic Participation only. Present: Mayor Ron Higgins; Deputy Mayor Gerry Martin and Councillor Vernon Hermer– Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3. Absent with Regrets: Councillor Wayne Good and Councillor Fred Perry – Ward 1. Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC) and Kelly Watkins, Treasurer.

  1. Call to Order and Purpose of Meeting The Mayor called the Meeting to Order at 9:02 a.m. The purpose of the Meeting is to consider comments from the Public regarding the updated Community Improvement Plan (CIP).
  2. Chair’s Opening Remarks See attached.
  3. Approval of the Agenda Moved by Deputy Mayor Martin, Seconded by Councillor Hermer #170-21 Be It Resolved That Council approves the Agenda for the Public Meeting of Council regarding the updated Community Improvement Plan dated April 16, 2021, as circulated. Carried
  4. Disclosures of Pecuniary Interest and General Nature Thereof None declared. Note: Councillor Wayne Good attended the meeting at this time.
  5. Business Arising a) Resolution #138-21; b) Draft Community Improvement Plan (CIP) – Presentation by Sonya Bolton, Manager of Community Planning, County of Frontenac (to follow). Moved by Councillor Hermer, Seconded by Deputy Mayor Martin #171-21 Whereas at their meeting on March 19, 2021 Council passed Resolution #138-21 to schedule the public meeting for the Community Improvement Plan on April 16, 2021; Therefore Be It Resolved That Council receives for information the presentation from Sonya Bolton, Manager of Community Planning, County of Frontenac, and thanks her for her time spent today; And That Council will consider comments from the Public on the proposed Community Improvement Plan; Public Meeting re: Community Improvement Plan (CIP) April 16, 2021 Page 1 of 2 And That Council will consider a By-law during the Regular Meeting to adopt the Community Improvement Plan. Carried
  6. Council Comments Deputy Mayor Martin asked if a community group could apply for funding for a project on Township property. For example to put fencing around one of the pioneer cemeteries. Bolton advised this would be a decision of the Township. The CAO advised the CIP funding was set-up for businesses, not Township property; however, she will discuss this in detail with Corey Klatt, Dipl.M.A., Manager of Community Development (MCD) and he will provide an update to Council. Councillor Fowler asked if this could be used to expand a Maple Syrup business including purchasing equipment. Bolton advised it may be able to be used for a physical building expansion but not to purchase additional land; and she would refer equipment questions (i.e. tubing) to the Township. The CAO advised she will obtain clarification from the MCD on this as well.

  9. The Council of the Township of North Frontenac is conducting a Public Meeting under the Planning Act with respect to Proposed Updates to the Township of North Frontenac’s Community Improvement Plan.
  10. Any persons who wish to receive a copy of the minutes of the public meeting, a copy of the report(s) on the proposed Updates to the Township of North Frontenac’s Community Improvement Plan or notice of the passing of the proposed Update to the Township of North Frontenac’s Community Improvement Plan, should provide their full name, address, postal code, email address and contact numbers to the Clerk following the meeting. If a person or public body does not make oral submissions at the public meeting or make written submissions to the Township of North Frontenac before the proposed Township of North Frontenac’s Community Improvement Plan being approved the person or public body:  is not entitled to appeal the decision of the Township of North Frontenac to the Local Planning Appeal Tribunal; and  may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the tribunal, there are reasonable grounds to do so.”
