Minutes of a Public Meeting of Council regarding Amendments to the Fees and Charges By-law for The Corporation of the Township of North Frontenac, held April 16, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario via Electronic Participation only. Present: Mayor Ron Higgins; Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3. Absent with Regrets: Councillor Fred Perry – Ward 1. Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC) and Kelly Watkins, Treasurer.
- Call to Order and Purpose of Meeting The Mayor called the Meeting to Order at 9:20 a.m. The purpose of the Meeting is to consider comments from the Public regarding the proposed Fees and Charges with respect to Refreshment Vehicles.

- Approval of the Agenda Moved by Deputy Mayor Martin, Seconded by Councillor Inglis #173-21 Be It Resolved That Council approves the Agenda for the Public Meeting of Council regarding Amendments to the Fees and Charges By-laws to include fees for Refreshment Vehicles dated April 16, 2021, as circulated. Carried

- Business Arising a) Resolution #148-21; b) Clerk/Planning Manager’s Administrative Report re: Refreshment Vehicle Draft By-law; c) Draft Schedule ‘R’ – Tariff of Fees for Refreshment Vehicle Licence. Moved by Councillor Inglis, Seconded by Councillor Hermer #174-21 Whereas at their meeting on March 19, 2021 Council passed Resolution #148-21 receiving for information the Clerk/Planning Manager’s Administrative Report entitled “Refreshment Vehicle Draft By-law”; and that Council approved in principle the proposed fees and instructed the Clerk to provide Notice of a Public Meeting with respect to the proposed fees; Therefore Be It Resolved That Council receives for information proposed Schedule ‘R’ – Tariff of Fees for Refreshment Vehicle Licence; Public Meeting re: Fees and Charges By-law – Refreshment Vehicle Licence April 16, 2021 Page 1 of 2 6648 Road 506, Plevna, Ontario K0H 2M0 Tel: (613) 479-2231 or 1-800-234-3953, Fax: (613) 479-2352 www.northfrontenac.com April 16, 2021 Mayor’s Opening Remarks Fees and Charges Bylaw Public Meeting Good morning Today’s Public Meeting is to review the Fees and Charges By-law to consider adding fees with respect to Refreshment Vehicles as presented on today’s agenda. Council will consider the by-law at the Regular Meeting later today, following the Public Meeting being held at this time. I will ask the clerk to read the resolution and then invite Council and then the Public in attendance to provide their comments on the proposed by-law amendment.
