Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held April 8, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Mayor Ron Higgins; Councillor Wayne Good - Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer - Ward 2; Councillor Fred Fowler - Ward 3 Absent with Regret: Councillor Fred Perry - Ward1; and Councillor John Inglis

Call to Order The Mayor called the meeting to order at 9:20 a.m.

Approval of Agenda

a. April 8, 2022

Resolution #: 152-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the presentation from Stephanie Reeder, Senior Project Manager, Cambium – Annual Update re: Waste Disposal Sites; and thanks her for her time spent today;
And That Council authorizes the Public Works Manager to approve the draft Annual Reports; and upon approval authorizes Cambium to submit the 2021 Annual Reports to the Ministry of Environment and Climate Change on behalf of the Township; And That Council requests the Mayor provide a letter to the District Manager requesting they review the Township’s requests provided by Cambium in a timely manner.

Carried Note: The Public Works Administrative Assistant left the Meeting at this time.

b. Communications ‘B’ Section - Action Items

B1. Use of Floating Accommodations on Waterways

Resolution #: 155-22 Moved By: Seconded By: Councillor Good Deputy Mayor Martin Be It Resolved That Council receives the email from the Ministry of Northern Development, Mines, Natural Resource and Forestry dated March 3, 2022, seeking input about the use of floating accommodations on waterways over Ontario’s public lands; And That Council instructs the Clerk to respond to the Ministry advising the Township has received concerns from residents with respect to floating accommodations including excessive noise, consumption of alcohol, sewage disposal, environmental concerns, the size of the floating structure/boat and the inability to regulate these structures; And That Council requests the Ministry consider when reviewing these Regulations the following: • Regulated by the Ministry not municipalities. • Changing the 21 days in one location to 21 days on one lake for floating accommodations. • Environmental concerns including shoreline erosion, emissions and sewage disposal. • Size of the lake where these structures are permitted. • Setback from the shoreline of private or occupied land where the floating accommodation can be moored. • Increased enforcement by the Ministry. B2. Land O’Lakes Garden Club Request for Internet at the Barrie Township Hall

Resolution #: 156-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the email from the Land O’ Lakes Garden Club dated March 24, 2022 requesting internet be set-up at the Barrie Township Hall because the WiFi from the library does not fully service the hall; And That Council approves internet being installed at the Barrie Township Hall and instructs the Manager of Community Development to have the internet installed; And That Councils instructs the Treasurer to take the costs for the internet services at the Barrie Township Hall for 2022 from the Ward 1 Special Parks Reserve Fund, and in 2023 the cost of this service will be added to the budget as an annual expense for Council consideration. Carried

Resolution #: 157-22 Moved By: Seconded By: Councillor Good Deputy Mayor Martin Be It Resolved That Council receives for information the email dated April 5, 2022 from the Minister for Seniors and Accessibility, inviting the Township to submit a nomination for the 2022 Senior of the Year Award; And That this award gives our municipality the opportunity to honour one of our outstanding local seniors for the contributions they’ve made to enrich the social, cultural, and civic life of our community; And That Council nominates Brenda Martin as Senior of the Year; and instructs the Clerk to submit the application prior to the April 30, 2022 deadline. Carried

a. Clerk/Planning Manager: Section 45 of the Planning Act - 45 (1) Minor Variance and 45 (2) Permission

c. Clerk/Planning Manager: Refreshment Vehicle By-law Amendment and Set Fines

Resolution #: 160-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Refreshment Vehicle By-law Amendment and Set Fines”; And That Council approves amending the By-law to include:

  1. A provision in Section 4 being “One Refreshment Vehicle is permitted on a lot less than one acre. One additional Refreshment Vehicle is permitted on a lot one acre or greater.”
  2. Amend Section 5 from a) from “Every Licence Holder shall ensure” to “No person shall permit”.

Township of North Frontenac Regular Council Agenda Minutes April 8, 2022 3. Remove Section 5 a) v) “No Refreshment Vehicle shall operate or be located within 120 metres of a Restaurant. 4. Add “or placed into storage” to Section 5 a vii); Section 7 c) and add a definition of storage. 5. Remove Sections 7 d) and 7e) regarding the removal of a Refreshment Vehicle from a property as a means of enforcement;
And That Council approves the Set Fines and instructs the Clerk to submit them to the Ministry of the Attorney General for consideration; And That Council will consider a By-law later in the Meeting to amend the Refreshment Vehicle By-law. Carried

d. Clerk/Planning Manager: Use of Corporate Resources for Election Purposes Policy

Resolution #: 161-22 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be it Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Use of Corporate Resources for Election Purposes Policy”; And That Council will consider a By-law later in the Meeting to adopt a Use of Corporate Resources for Election Purposes Policy. Carried

e. Clerk/Planning Manager: Road Allowance Closure through Lot 22, Concession 3 – Morey

Resolution #: 162-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Road Allowance Closure through Lot 22, Concession 3 – Morey”; And That Council approves a 20 metre easement over a portion of Part 1 on Registered Plan 13R-22589 in favour of the owner of PIN 36203-0582 and in favour of PIN 36203-0255 and PIN 36203-0256 to provide access from Arcol Road. The survey is the responsibility of the Applicant and once the survey is provided, Council instructs the Clerk to have the easements registered prior to the Transfer of the Road Allowance; And That Council waives the Land Costs for the sale of the Road Allowance in lieu of acquiring Gordie Lane and the consideration in the By-law be set at $1.00; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of the Road Allowance. Carried

f. Director of Emergency Services/Fire Chief: Emergency Preparedness Week

Township of North Frontenac Regular Council Agenda Minutes April 8, 2022 Be It Resolved That Council receives for information the Community Emergency Management Coordinator’s (CEMC) Administrative Report entitled “Emergency Preparedness Week May 1-7, 2022”; And That Councilis joining with the Ontario Fire Marshall and Emergency Management to remind and educate local residents about the importance of being personally prepared; And That Council declares May 1-7, 2022 as Emergency Preparedness Week; And That Council approve the Mayor’s Declaration; And That Council instructs the CEMC to include a copy of the Mayoral Declaration on the Township’s website and social media and in the Frontenac News. And That Council instructs the CEMC to publish the quiz and approves the purchase of one (1) 2 Person 72 Hour Emergency Survival Kit with water as a draw prize; And That Council instructs the CEMC to post daily (Monday-Friday) bulletins on the Township’s website and social media regarding safety tips for Emergency Preparedness, the five (5) topics will include:

  1. Extreme Heat;
  2. Wild Fires;
  3. Severe Storms/Flooding;
  4. Power Outages;
  5. Pets during an Emergency. Carried

g. Director of Emergency Services/Fire Chief: North Frontenac Fire Department (NFFD) Annual Report - 2021

And That Council approves the 2022 Land Use Permit for operation of the North Frontenac Parklands. Carried

j. Public Works Manager: Invasive Plant Management Strategy Update

Resolution #: 167-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Public Works Manager’s Administrative Report entitled “Invasive Plant Management Strategy Update”; And That Council approves the documentation and mapping of invasive plant species, including Wild Parsnip, Giant Hogweed and Phragmites, on Township Road Allowances and Boat Launches; And That the Public Works Manager shall report the findings to Council at a future meeting. Carried
