Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held August 12, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Mayor, Ron Higgins; Councillor Wayne Good - Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer - Ward 2; Councillor John Inglis and Councillor Fred Fowler - Ward 3 Also Present: Corey Klatt, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Brooke Hawley, Manager of Community Development (MCD);Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC) and Kelly Watkins, Treasurer

Call to Order The Mayor called the meeting to order at 9:00 a.m.

Business Arising from the Minutes

a. County of Frontenac Resolution & Business Case Study re: Next Steps for Communal Services Draft Business Case Study

Resolution #: 313-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives the letter dated July 21, 2022 from the County of Frontenac regarding Communal Services – Public Meeting Report and next steps regarding the Draft Business Case Study advising County Council approved the Business Case Study based on the input from the Townships and Public and forwarded the Business Case Study to the member municipalities for their consideration prior to August 18, 2022; And That Council receives the WSP Report #2 – 2021 Communal Services Governance Model and the Frontenac Municipal Services Corporation Business Case Study Final Draft dated July 20, 2022; And That per Section 4.3 Financial Consideration of the Implementation and Return of the WSP Report #2 “an estimated undiscounted initial total contribution of $697,000 total, excluding any contingencies” is required for start-up; And That per the Financial Considerations section of the Business Case Study the partners endorsed the option of utilizing weighted tax assessment; And That per Table 6 of the WSP Report #2 North Frontenac’s share will be based on the weighted assessment at the time the Municipal Services Corporation (MSC) is established which based on the 2021 study it is estimated at 14% which equals $97,294; And That Council instructs the CAO to work with County Staff on drafting the agreements and documents for Council’s consideration; And That Council instructs the Treasurer to transfer $100,000 from the Contingency Reserve Fund to a new Communal Services Reserve Fund.

a. Clerk/Planning Manager – Declaration of Vacancy for Office of a Council Member

Resolution #: 315-22 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Loss of Councillor for Ward 1 – Declaration of Vacant Seat”; And That Council declares Fred Perry’s Ward 1 Council Member’s Office vacant, which will remain vacant due to the Municipal Election occurring on October 24, 2022; And That Council approves the continuation of the appointment of Councillor Inglis to the Personnel and Audit Committee and the appointment of Deputy Mayor Martin to the Lakelands Family Health Team Board; And That should requests from Councillor Perry’s former liaison committees/groups be received they will be provided to the Mayor to attend; or to contact other Council Members to attend.

Resolution #: 316-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Licence Agreements with Property Owners with Damaged Structures from the May 21, 2022 Wind Storm on Township Owned Shore Road Allowances”; And That Council approves entering into Licence Agreements with property owners who have damaged structures legally built on Township owned Shore Road Allowances due to the May 21, 2022 Wind Storm to permit them to apply for a Building Permit, provided they enter into a Licence Agreement, including conditions for insurance requirements and timelines; And That Council authorizes the CAO to sign the Licence Agreements on behalf of the Township; And That Council instructs staff not to charge the Licence Fee for these agreements. Carried

c. Clerk/Planning Manager – Traditional Land Acknowledgement

Resolution #: 319-22 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Three Shore Road Allowance Closures and Sale By-law – Campbell and Maltby”; And That, as required by By-law #22-15, • All That Part of the Shoreline Road Allowance in front of Lot 7 and Part of Lot 8, Registered Plan 699, geographic Township of Barrie, being Part 2 on Registered Plan 13R-10470 (Mazinaw Lake); • All That Part of the Shore Road Allowance adjoining Lot 29, Concessions 3 and 4, geographic Township of Clarendon, being Part 1 on Registered Plan 13R- 18922 (Mississippi River (Mud Lake)); • All That Part of the Shore Road Allowance adjoining Lot 29, Concessions 3, geographic Township of Clarendon, being Part 2 on Registered Plan 13R-18922 (Mississippi River (Mud Lake)). be declared as surplus and sold to the adjoining owners. Appraisals of these properties are not necessary as these are Shore Road Allowances; And That Council approves selling Parts 1 and 2 on Registered Plan 13R-18922 as two separate parcels to merge with the adjacent properties; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of these Shore Road Allowances.

f. Manager of Community Development – Short-Term Economic Development Focus

Resolution #: 320-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled ‘Short-Term Economic Development Focus’; And That Council identifies Direct Business Support; Promotion and Marketing; and Experience Development as short-term economic priorities until the next Strategic Plan is completed; And That Council approves $1,500 to cover expenses related to the coordinating of the North Frontenac Winter Festival in 2023 and directs the Treasurer to transfer the $1,500 from the Economic Development Reserve Fund; And That Council approves $500 for the purpose of printing of the North Frontenac Visitor Guide, from the Economic Development Advertising/Business Promotions approved Budget. Carried

g. Manager of Community Development – Potential Donation of Telescopes to North Frontenac Township Dark Sky Pad

Township of North Frontenac Regular Council Agenda Minutes August 12, 2022 Seconded By: Councillor Hermer Be It Resolved That Council receives for information the Manager of Community Development’s Administrative Report entitled “Potential Donation of Telescopes to North Frontenac Township Dark Sky Pad”; And That Council accepts the 1970’s Park Newtonian - manual 16” complete with a mount on wheels (valued at ~$6,000) and uses this at the Dark Sky Pad and stored in the 7’x7’ shed;
And That Council directs the MCD to send a thank you letter to the Ottawa Astronomer for the donation. Carried

h. Public Works Manager - Thompson Road Parking Lease Agreement

Resolution #: 322-22 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council receives for information the Public Works Manager’s Administrative Report entitled “Thompson Road Parking Lease Agreement”; And That Council approve the 2022 Lease Agreement with the adjacent property owner for a parking area at a cost of $2,000; And That Council approve renewing the Lease Agreement annually until alternate arrangements are made to accommodate parking; And That the Agreement be funded from the MNR Parks Reserve Fund as this is the only public access location at the west end of Gull Lake in the Township and it will enhance recreational opportunities for our residents and visitors; And That the Clerk/Planning Manager will prepare the required Agreement, to be signed on behalf of Council by the Chief Administrative Officer. Carried

i. Chief Administrative Officer - Accelerated High-Speed Internet Program - Enrolment in the Broadband One Window Platform

Resolution #: 323-22 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be It Resolved That Council receives for information the Chief Administrative Officer’s Administrative Report, entitled “Accelerated High-Speed Internet Program – Enrolment in the Broadband One Window Platform”;
And That Council instructs the CAO and Clerk to complete the Accelerated High-Speed Internet Program Readiness Questionnaire, enroll in the Broadband One Window Platform, and attend one of the August Training Webinars on behalf of the Township. Carried

Resolution #: 325-22 Moved By: Seconded By: Councillor Fowler Councillor Hermer Be It Resolved That Council receives for information the July 18, 2022 Notes of the Economic Development Task Force (EDTF); And That Council approves up to $1,500 being taken from the Economic Development Reserve Fund for the Star Gazing Festival in 2022; And That Council approves an exemption to By-law #33-22 To Licence a Refreshment Vehicle Section 5a) iii) states “No Person shall permit: A Refreshment Vehicle to operate between the hours of 10:00 pm and 6:00 am” to allow the Star Gazing Festival to have Refreshment Vehicles 24 hours a day September 23, 24 and 25. Carried
