Minutes of a Special Meeting of Council regarding Amendments to the Council and Committee Procedural Policy for The Corporation of the Township of North Frontenac, held August 21, 2020 through the use of Electronic Participation due to the Covid-19 Pandemic. Present: Mayor Ron Higgins; Councillor Fred Perry – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor Inglis and Councillor Fred Fowler – Ward 3. Absent with Regrets: Councillor Wayne Good – Ward 1. Also Present: Tara Drechsler, Clerk/ Planning Manager. Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:04 a.m.
- Approval of Agenda Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #328-20 Be It Resolved That Council approves the Agenda for the Special Meeting of Council dated August 21, 2020, as circulated. Carried
- Disclosures of Pecuniary Interest and General Nature Thereof None.
- Business Arising
a) Resolution #316-20 – Amendments to the Council and Committee Procedural
Policy – Electronic Participation in Meetings.
Moved by Councillor Perry, Seconded by Councillor Fowler

Whereas Council passed Resolution #316-20 at their meeting on August 14, 2020,
receiving for information the Clerk/Planning Manager’s (CPM) Administrative Report
entitled “Amendments to the Policy – Electronic Participation in Council Meetings”; and
that Council will consider a By-law at the August 21, 2020, Special Meeting to amend
the Procedural Policy to include the recommended amendments for electronic
participation included in the CPM’s Report;
Therefore Be It Resolved That Council receives the marked-up copy of the proposed
amendments to permit meetings to be held in-person or by using electronic participation
for either Members or Staff and to require the Public to participate electronically during a
Declared Emergency or if required by Provincial Restrictions and will consider a By-law
later in the meeting to amend the Procedural Policy for Council, Committees and Task
Forces.

By-laws a) By-law #56-20 – Council and Committee Procedural Policy, Repeal By-laws 99-19; 30-20 and 34-20 to permit meetings to be held in-person or by using electronic participation for either Members, Staff and to require the Public to participate electronically during a Declared Emergency or if required by Provincial Restrictions (regardless of the number). Moved by Deputy Mayor Martin, Seconded by Councillor Hermer #330-20 Be It Resolved That leave be given the Mover to introduce the following By-laws that have been circulated to all members of Council and that these By-laws be read a first and second time: a) #56-20 – Council and Committee Procedural Policy, Repeal By-laws #99-19, 30- 20 and 34-20 to permit meetings to be held in-person or by using electronic participation for either Members or Staff and to require the Public to participate electronically during a Declared Emergency or if required by Provincial Restrictions (regardless of the number). Carried Moved by Councillor Inglis, Seconded by Deputy Mayor Martin #331-20 Be It Resolved That the following By-laws be read a third time, signed, sealed and finally passed: a) #56-20 – Council and Committee Procedural Policy, Repeal By-laws #99-19, 30- 20 and 34-20 to permit meetings to be held in-person or by using electronic participation for either Members, Staff and to require the Public to participate electronically during a Declared Emergency or if required by Provincial Restrictions (regardless of the number). Carried 4. Confirming By-law Moved by Councillor Hermer, Seconded by Councillor Perry
#332-20 Be It Resolved That By-law #57-20, being a By-law to confirm all actions and proceedings of Council for its Regular Meeting held August 21, 2020 be read a first and second time. Carried Moved by Councillor Inglis, Seconded by Councillor Fowler
#333-20 Be It Resolved That By-law #57-20 be read a third time and finally passed. Carried Adjournment Moved by Councillor Perry, Seconded by Councillor Hermer
