Key Decisions at a Glance •

Meeting Summary Council met on Tuesday, January 27, 2026, to address a range of community, financial, and administrative matters. Mayor Smith shared that she was pleased to be back following her recovery from a broken ankle. Council also highlighted upcoming community events, including the Heritage Festival taking place over the Family Day weekend, with a brochure to be distributed in the local paper, and the District #4 Recreation Committee Chinese Dinner and Quarter Auction scheduled for February 7, 2026, at Oso Hall. Tickets for the event are selling quickly. Council approved the minutes from the January 13, 2026 Regular Meeting and adopted the agenda as amended. A pecuniary interest was declared by Councillor Gowdy related to the Accounts Payable Report. Council received a delegation regarding the Originative Energy Solutions Municipal Support Resolution. Council directed staff to send a letter to the Independent Electricity System Operator (IESO) requesting changes to the tender process, specifically to
eliminate the requirement for municipal support resolutions. Council also directed staff to develop a policy to guide how and when the Township provides municipal support resolutions. Council also received a delegation regarding concerns related to feral cats in Central Frontenac. The presentation was received for information, and additional details were requested to allow staff to review potential enforcement options or solutions. Council adopted the 2026 Final Tax Levy and Budget By-law, establishing a municipal levy of $11,285,509. Council also approved the 2026 Excluded Expenses Report, the 2026 Vendor of Record List, and MPAC apportionments for identified properties. The Accounts Payable Report in the amount of $2,416,508.09 was received for information. Council received monthly activity reports from Emergency Services/Fire, By-law Enforcement, and Planning for January 2026. Council declared four municipally owned properties surplus to the needs of the Township and authorized their sale through a licensed real estate agent, with public notice to be provided in accordance with legislation and Township by-law. Council authorized staff to issue Requests for Quotation for cemetery maintenance services using both Township-wide and district-based options for a three-year term ending December 31, 2028. Council authorized the release of an additional public survey related to the draft Sewage System Standards By-law to encourage broader community participation. Council authorized 2B Developments to submit a Build Canada Homes (BCH) funding application on behalf of the Township for the Sharbot Lake Project by the end of January 2026. Council received an update from attending members regarding the 2026 Rural Ontario Municipal Association (ROMA) Conference, focused on advocacy and engagement with provincial ministries. During closed session, Council approved the Organizational and Service Delivery Review – Implementation Plan and authorized the Mayor and CAO to proceed with implementation. Progress will be monitored and reported to Council. A Special Meeting of Council will be held on February 11, 2026, at 1:00 p.m. to discuss the Sharbot Lake School Site. The next Regular Meeting of Council is scheduled for Tuesday, February 10, 2026, at 6:00 p.m.
