Close the Public Meeting WHEREAS Council, at its Regular Meeting held February 10, 2026, directed staff to initiate the process required under the Municipal Elections Act, 1996 to place proposed question(s) on the ballot for the 2026 Municipal Election; AND WHEREAS Council is proposing the following questions be placed on the ballot:

  1. Are you in favour of the Township implementing a municipal garbage collection program beginning in 2028, to be funded through property taxes? Yes or No.

  2. Are you in favour of the Township continuing the septic reinspection program, to be funded through property taxes? Yes or No. AND WHEREAS Council is encouraging input from the public prior to making a final decision to pass a by-law authorizing the submission of the question(s) to the electors; NOW THEREFORE BE IT RESOLVED THAT Council receive the input from the Public Meeting held on February 27, 2026; AND FURTHER THAT staff bring forward the required by-law for Council’s consideration at the February 27, 2026, Special Meeting of Council.

THAT by-law 2026-09, being a by-law to authorize two(2) questions to be placed on the 2026 municipal election ballot be read a first, second and third time, and finally passed this 27th day of February, 2026. ***Items 5.2 and 5.3 are only to be considered if item 5.1 is defeated .

THE CORPORATION OF THE TOWNSHIP OF CENTRAL FRONTENAC BY-LAW NO. 2026-09 BEING A BY-LAW TO REQUEST A QUESTION ON THE BALLOT FOR THE 2026 MUNICIPAL ELECTION WHEREAS pursuant to Section 8(1)(b) and (c) of the Municipal Elections Act, 1996, S.O. 1996, c. 32, as amended, the Council of a municipality may pass a by-law to submit to its electors a question not otherwise authorized by law but within the Council’s jurisdiction; AND WHEREAS Council, at its Regular Meeting held February 10, 2026, directed staff to initiate the process required under the Municipal Elections Act, 1996 to place one or more questions on the ballot for the 2026 Municipal Election; AND WHEREAS a Public Meeting was held on February 27, 2026, to receive input from the public regarding the proposed questions; AND WHEREAS Council considers it desirable to obtain the opinion of the electors of the Township of Central Frontenac with respect to the following matters within its jurisdiction; NOW THEREFORE the Council of the Corporation of the Township of Central Frontenac enacts as follows:

  1. That the following questions shall be submitted to the electors of the Township of Central Frontenac at the Municipal Election to be held on October 26, 2026: (a) Are you in favour of the Township implementing a municipal garbage collection program beginning in 2028, to be funded through property taxes? Yes / No (b) Are you in favour of the Township continuing the septic re-inspection program, to be funded through property taxes? Yes / No
  2. That the Clerk is hereby authorized and directed to take all necessary actions to give effect to this By-law in accordance with the Municipal Elections Act, 1996, including submission of the question(s) to the Minister of Municipal Affairs and Housing for approval as required.

3. That this By-law shall come into force and take effect on the date of its final passing. Read a first, second and third time and finally passed this 27th day of February 2026.

THE CORPORATION OF THE TOWNSHIP OF CENTRAL FRONTENAC BY-LAW #2026-12 BEING A BY-LAW TO CONFIRM THE SPECIAL MEETING OF COUNCIL HELD ON FEBRUARY 27, 2026

The Council of the Corporation of the Township of Central Frontenac enacts as follows: The actions of the Council at the Special Council meeting held on the 27th day of February 2026 in respect of each report, motion, resolution, or other action passed and taken by the Council at its meeting, is hereby adopted, ratified, and confirmed. The Mayor and the proper officers of the Corporation are hereby authorized and directed to do all things necessary to give effect to the said action, to obtain approvals where required, and, except where otherwise provided, to execute all documents necessary on that behalf in accordance with the by-laws of Council relating thereto. Read a first, second, and third time and finally passed this 27th day of February 2026.
