RURAL-URBAN LIAISON ADVISORY COMMITTEE (RULAC) October 6, 2014 Meeting Notes City of Kingston Attendees:      

Councillor Jeff Scott Gerard Hunt, Chief Administrative Officer Sheldon Laidman, Director, Social Services & Housing Wendy McCafferty, Provincial Offences Court Administrator Susan Nicholson, City Solicitor Melanie Ryttersgaard, Executive Assistant to the CAO

Frontenac County Attendees:     

  1. Welcome: In the absence of Mayor Gerretsen, Councillor Scott delegated the role of the Chair to the City’s Chief Administrative Officer, Gerard Hunt, who welcomed all attendees.
  2. Adoption of Notes Motion: Councillor Scott moved that the RULAC meeting notes dated May 5, 2014 be approved as presented. Seconded by Warden Doyle. Carried.
  3. Communications: There were no communications.
  4. Local Service Realignment Services - Frontenac County Motion: It was moved by Councillor Scott and seconded by Warden Doyle that the reports from Frontenac County be accepted as presented. Carried.
  5. Local Service Realignment Services – City of Kingston Before reviewing the City of Kingston’s reports, the Chair noted that effective September 19, Community & Family Services was consolidated with Housing to form the new “Housing & Social Services” Department, with Sheldon Laidman as Director. No operations policies or protocols are impacted by this change. Mr. Laidman will attend future RULAC meetings representing LSR services.

Warden Doyle noted that the County is implementing plans to build seniors housing units throughout the County, as a supplement to the Housing programs under the LSR program. Discussion: Housing: 

Mr. Laidman noted that through the Investment in Municipal Housing Program, the province has allocated $900,000 for the next six years for municipal housing; the first year’s funding must be spent by March 2015. Due to the election and resulting new Council, these funds will need to be spent on an existing project, so will not be as inclusive as in future years. Beginning in March 2015, consultation with the County will be put in place for the remaining five years of the program.

Councillor McDougall noted that one of the County’s strategic planning goals is seniors housing and the County would value increased coordination with the City.

Councillor Scott indicated that the demand in the City’s rural area is similar to the demand in the County. In response to a request for a secondary suites program update, Mr. Laidman indicated that the program at this point is only run in select areas of the city of Kingston and does not include the County at this time. He added that the 10 year Municipal Housing Strategy directs involvement with the County relating to secondary suites. Discussion will be undertaken with the County’s Chief Administrative Officer on this initiative.

Provincial Offences: Uncollected fines after 120 days are increasing. Bill 34, if approved, will assist municipalities in collecting more of these arrears. Motion: It was moved by Councillor Scott and seconded by Councillor McDougall that the City’s reports be accepted as presented. Carried. A discussion occurred regarding powers under Bill 34 relating to unpaid fines.

Mr. Hunt responded that at present the Association of Municipalities of Ontario (AMO) has a strategy implemented that is being worked through so lobbying is not required. Motion: It was moved by Warden Doyle and seconded by Councillor McDougall that the City’s Legal Services Department provide an update on Bill 34 and actions that are taken and will be taken regarding outstanding fines. Carried. 7. Other Business Warden Doyle noted that the County has adopted three strategic goals, one of which is waste management. The County hopes to work on this important matter as a region and referenced the Region of Durham’s recent regional incinerator plan that would create electricity from waste. The plan requires 400,000-500,000 households to contribute waste to the project for it to be successful. Mr. Hunt added that recently a general discussion was undertaken by representatives of the City and the County on the future of solid waste. The discussion was facilitated by Kathy Wood. In attendance were Kelly Pender, Jim Keech, John Giles, Mark Segsworth and Gerard Hunt. It was suggested that at a future RULAC meeting, a facilitated discussion be held on waste strategies, with Jim Keech and John Giles present. Councillor Scott added that the private sector too is using waste as fuel and referenced a demonstration at Lafarge in October. Motion: It was moved by Warden Doyle and seconded by Councillor Scott that staff host a discussion at a future RULAC meeting on waste management strategy. Carried. 8. Confirmation of Next Meeting(s) Due to the upcoming election, no dates have been set for future meetings. The next RULAC meeting will be hosted by Frontenac County. 9. Adjournment
