Highlights of County of Frontenac Reports – September 2014 to May 2015

This report provides RULAC members with highlights of the reports between September 2014 to May 2015. The summary below provides information and links to the County Council reports. Staff will be available at the meeting to provide further information.

  1. Fairmount Home Fairmount Home Highlights 2015 1st quarter financial review - Fairmount is slightly under budget overall in salaries and benefits, but it should be noted that overtime exceeds budget by $7,600 at the end of the first quarter. Management is reviewing and looking at strategies to mitigate this over expenditure during the rest of the year. Ms. Emily Shoniker was appointed as Director of Care, replacing Mary Lake who retired in February 2015. Mr. Steven Silver is the Interim Administrator in the absence of Julie Shillington. An arbitrators award was received for CUPE 2209 (Fairmount) for 2013 (1.75%) and 2014 (1.5%). Next round of negotiations with CUPE commence on June 23, 2015.

Local Service Realignment Services 2. Emergency Services (Frontenac Paramedic Services) Highlights Emergency Services Highlights 2015 1st Quarter financial review - Land Ambulance continues to incur additional expense related to Ebola training and implementation, Phase 2. Frontenac Paramedic Service (FPS) is a “designated service” under the Chief Medical Officer of Health’s Directive #2, re Ebola, for Paramedic Services. It should be noted that the County applied to the Province for funding to offset the costs it incurred in 2014, but no funding has yet been confirmed.

In 2005 a report completed by IBI Consulting identified current and future needs for Urban Station location within the City of Kingston. The report is being reviewed and update to look at a ten year plan for Urban Station locations. Identified needs in the 2005 report included the Rideau Heights area has longer response times than the other areas of the city. The west end of the city would require two (2) station locations to maintain response times with volume increases and growth of population. Chief Paul Charbonneau will provide RULAC members with an overview of the issue and the timelines for the review.
