The Committee discussed Stan Johnston’s resignation and the need to find a replacement member to represent the Township of North Frontenac. Several people were suggested who have strong ties to the area.

Action item:
Summary of Ideas to Date The committee commented that this summary could become a framework for developing working groups. The Chair thanked staff for compiling such a comprehensive summary. Mr. Vanden Hoek whether we are planning to begin to engage the community this fall or wait until 2014. He has spoken to Dr. Janine Handforth, President of the Kingston & District Agricultural Society regarding the Kingston Fall Fair. Space for a County booth is available if the committee is interested. The Committee discussed participating in some way at the County Plowing Match that will be held in September. Ms. Young mentioned that the County will be at the Wolfe Island Plowing Match talking about the Official Plan. When planning events (and planning to attend events), we need to commit early to avoid competition on dates.
Action item:
The Chair will approach Barbara Sproule about joining the Committee to represent North Frontenac Township.
Create a list of key individuals to begin forming the working groups; organize sub-groups to nurture the concept in each Township.
The Committee discussed developing a display booth to bring to Community events to promote the 150th leading up to and during 2015. The committee identified the need to engage additional people to begin working on assembling a display booth that reflects the County’s history. A display booth could include pop-up banners with County imagery, historical artifacts, publications, photos, newspapers, etc. A display booth should be prepared for 2014. Mr. Vanden Hoek suggested approaching historical societies in each municipality. They will need guidance, templates, and support. Any work done by individual groups must have a County perspective. Groups who help will also need to be recognized. Public recognition could help to attract groups to participate. The committee discussed developing a publication for the event. It was suggested that if a publication is to be created, rather than writing original stories, existing stories could be compiled into one package. One member cautioned that such projects are often financial losers, and perhaps an electronic publication might work well. The Chair presented a document from the Kingston Frontenac Public Library titled Celebrate Frontenac Heritage! Books of Local Interest. Published in 2007, an update is required but it is a good starting point.
Action item: Ms. Vandervelde to draft an invitation and framework guide for historical societies’ involvement and circulate to the committee for comment.
The committee discussed the need to involve community members and get them started in working groups. The committee briefly discussed grant and funding opportunities. Staff committed to continue researching further.
Action items: Ms. Young will research more funding options and add to the August meeting; Warden Gutowski will speak to Anne Goodfellow at Limestone District Board regarding the Scholarship/ Bursary.

Framework for a Grand Celebration The Committee discussed the framework, noting that while it is a good starting point, it needs to be linked into smaller community events throughout the year. Members noted it should be renamed Framework for a Central Celebration. A large-scale central event is important to bring people back to the County – a reunion of sorts; a culmination of events. The Warden suggested we could incorporate an idea from Leeds and Grenville where it recently celebrated “150 years and 150 km of trail”. Logo Contest Outline The logo design contest needs to be promoted to seasonal residents and schools. A progress report should be provided at the September County Council and members agreed to work together to frame a presentation. 2015 Calendar of Events The committee reviewed events, and asked staff to add the Wolfe Island Crime Writers Festival and the annual regatta. It was noted that Canada Day celebrations are important in all Townships. The committee suggested focusing on 2 main events from each Township. These are events could adopt a “150th Anniversary” theme in 2015.
Action item:
Ms. Vandervelde will edit calendar of events and will send updated calendar to the committee in an electronic word format.

Background The current year’s work plan was approved by Council providing a number of elements on which the Committee can report.
Comment Work Plan activities achieved to date:
- Determine the logistics of the event: Consider community engagement (survey for preference) Though this arises as a topic of conversation at many committee meetings, action has yet to be taken on this item. A discussion is required by the committee to confirm the intention and focus of the survey. Describe a main event and/or several smaller events At the June 27th meeting, Alison Vandervelde presented a Framework for Grand Celebration, which the committee recommended be renamed as a Framework for a Central Celebration. That Framework is attached here. Investigate location(s) The Committee has talked about a 70 acre parcel of land in the Harrowsmith area that could make a good location for a central event. Committee members have emphasized numerous times the need to spread the celebrations throughout the County. th

Establish date(s) The Central event has been tentatively set for August 28, 29 and 30, 2015. A draft schedule of events has been started (see below). 2. Event Coordinating (enlist working groups) Develop a draft schedule of events At the June 27th meeting, Alison Vandervelde presented a draft schedule of community events. As the schedule becomes more complete, the committee will be able to make further plans for becoming involved in events throughout the County and throughout the year. The committee would like to identify a small number of large events in each Township that could be approached to adopt a 150th theme during 2015. The draft schedule of events is attached here. The committee identified the need for a “road show” booth that would be transportable to the various community events and serve to add a 150th “presence” at each. A small budget will be required to develop the “road show” booth. A budget of $2,000 is suggested. It can be developed as soon as the logo contest is complete. Consider speakers, invitees, entertainment At the June 27th meeting, a summary of ideas was presented to the committee. It included a number of ideas regarding speakers, invitees and entertainment for a central event. See the Framework for a Central Celebration for more on entertainment ideas. Early invitations could include: • Queen • Senator • Prime Minister • Past & Present County Council & Staff • Premier • Past & Present Township Council & Staff • MPs • Governor General & Lieutenant Governor • MPPs A list of celebrities with ties to the County was generated and includes: • Don Cherry • Abrams Brothers • Elvis Stojko • Rich Mercer • Dan Akroyd • Sarah Hale • Kirk Muller • Chris Brown • Doug Gilmour • The Tragically Hip • Oh Susanna Letters will be drafted for signature by both the Warden and Chair of the committee to begin building awareness of the County’s celebration for all of the above-noted individuals and any additional individuals as they are identified. The development of an Event Coordinating Working Group should be raised at this meeting. 3. Research (enlist working groups) Scrutinize books/articles; origins of the County; maps; etc. The Chair provided the committee with a four page document from the Kingston Frontenac Public Library called Celebrate Frontenac Heritage! Books of Local Interest The document was produced in 2007 and includes an extensive listing of historical books, records, plans, memoirs, and histories. A copy of the document is attached here. The committee decided at its June 27th meeting that approaching local Historical Societies should be the first step toward engaging the community in celebratory events. The committee instructed Alison Vandervelde, Communications Officer, to draft a request/guide for involvement. The cover letter to be signed by the Warden and Chair, along with the request and guide were circulated to the committee in July and are attached here for final approval. Upon final approval, the community members on the committee will distribute to historical societies in their Townships. Ask community for stories and items The Summary of Ideas presented at the June 27th meeting grouped elements into what could become the foundation for working groups. Though the committee has not directly asked the community for stories and items, the Summary of Ideas is the start of an action plan to involve more community members. The Summary of Ideas is attached here. Examine contributions in education, arts and music Though the committee has discussed this, action has yet to be taken on this item. The development of a Research Working Group should be raised at this meeting. 4. Marketing and Promotion (enlist working groups) Create a draft communications plan A formal communications plan will be drafted by staff and presented to the committee for its review. Assist in creating branding (logo) packages The Logo Design Contest was announced on August 1st. Full rules are attached here. The contest will close in November. Assuming a winning design is chosen, it will become the visual identifier for the 150th celebrations. In early September, staff will make an effort to reach out to local schools regarding the logo contest. The committee will ask to be added to the September County Council meeting agenda to share the status of the contest and to answer any questions councillors may have. Suggest merchandising materials/souvenirs The committee has had informal discussions on this item, but action has yet to be taken. The development of a Marketing and Promotion Working Group should be raised at this meeting. 5. Finance (enlist working groups) Explore sponsorship prospects At the June 27th meeting, Warden Janet Gutowski committed to speaking with Anne Goodfellow at the Limestone District School Board regarding a scholarship/bursary. Additional action has yet to be taken on this item. Investigate grant opportunities Anne Marie Young continues to explore grant opportunities and will provide an update at the September 5th meeting. The development of a Finance Working Group should be raised at this meeting.

Financial Implications Provisions for Advisory Committee activities have been included in the 2012 budget.
Committee Recommendation THAT the 150th Anniversary Planning Advisory Committee receive this 2012 Work Plan Update report; AND FURTHER recommend to Council of the County of Frontenac to authorize a budget of up to $2,000 for the development in-house of a “road show” booth for promotional purposes.

The County of Frontenac’s 150th Anniversary: An Invitation for Involvement The 150th Anniversary Planning Advisory Committee has been mandated by the Council of the County of Frontenac to assist County Council with the provision of suitable community-wide celebrations of the County’s 150th Anniversary. Within the context of the Values and Principles detailed in the County of Frontenac’s Integrated Community Sustainability Plan, the 150th Anniversary Planning Advisory Committee will be guided by the Culture and Heritage Vision Statement: The County celebrates the arts and local history, and demonstrates the value it places on its artifacts and built heritage. Residents are part of a vibrant community that enjoys a wide range of formal and informal festivals, programs, and opportunities to create and enjoy the arts. It fosters opportunities to showcase local cultures and the values of sustainability (reflecting an integration of social, cultural, economic and environmental values) throughout the Frontenacs. As a Committee, we recognize that it will require the involvement and participation of hundreds of people to properly prepare for celebrating 150 years of Frontenac history. Formed in 2011, our committee has taken approximately a year to assemble its members, research other County’s best practices and create a vision for the 2015 celebrations. We now begin the daunting task of bringing that vision to life, a feat that will only be realized with the help of many. This is where you come in: Historical Societies are the County’s greatest ties to its history and, we imagine, some of the best folks to compile a tangible history of the County. We would so appreciate your involvement and we hope that you will assist us in this endeavor. If you so graciously decide to become involved, we will ask that you: Work with members of other local Historical Societies in a Working Group to: o Collect artifacts, photographs, documents and stories that encapsulate pieces of the history of the County of Frontenac o Prepare this history in a way that will be presentable at a tradeshow-style booth for promotion of the 150th celebration at events throughout the County and area o Assist the Committee in arranging the historical aspects of a central large-scale event, and be present at such an event to bring to life the history of the County Report periodically on your progress to the 150th Anniversary Advisory Committee who will then report directly to County Council Commit time to the project as required through to the end of 2015

County of Frontenac 150th Anniversary Celebrations Logo Design Contest Rules In order to create a compelling and substantial visual identity for the County of Frontenac’s 150th Anniversary Celebrations in 2015, this contest seeks a logo representing the past, present and future of the County of Frontenac (“the County”), with thought given to the four pillars of sustainability – cultural, social, environmental and economic – as they impact the way of life in the County. (Information on sustainability in the County can be found at www.DirectionsforOurFuture.ca. You will find Directions for Our Future, the County’s Sustainability Plan, and other important information.)
- Purpose: The purpose of the contest is to solicit designs for a logo or identifier for the County’s 150th Anniversary Celebrations.
- Eligibility: Participants may compete as individuals or as a team. The contest is open to anyone interested except members of the 150th Anniversary Planning Advisory Committee and the Logo Contest Judges. No more than three entries may be submitted by any one participant.
- Submissions: All submissions must follow the following parameters: a. The logo design should incorporate the County’s wordmark (available as a digital file to all participants) and must include the words “150th Anniversary”. b. The logo design will not include any material (photograph, icon, symbol etc) that is copyright protected by any person or organization except to meet the requirements of item 3(a) above. c. The image should be submitted in both colour and monochrome versions. Flexibility is a key requirement, including the need to look good in both grayscale and colour. The final version of the logo will need to be suitable for high quality printing. The logo design should be versatile enough to be used on printed material, online and on souvenirs or promotional items (i.e., clothing, hats, bags, etc.) d. A short text explanation of the intent and features of the design consisting of no more than 200 words must be submitted with the graphic designs. e. The logo design should be submitted as a scalable vector graphic in EPS format, and also as a JPG. Files may be submitted in pdf if the master vector file is also available. f. The printed size of the graphic portion should be no more than 5” by 5”. The design should be clear and uncluttered when printed at the intended size. Designs which can be reduced to letterhead logo size will be given additional consideration. g. The logo design should be submitted in electronic format to the email address TalkToUs@frontenaccounty.ca. The email must include the name, age, postal address, phone number and email address of the entrant. The limit on attachment sizes for our email is 6.2Mb. If your submission exceeds this size, even after compression, please send the images individually and note clearly in your emails that you are doing so. h. The County of Frontenac will attempt to acknowledge all entries within one week of receipt; however, it cannot be responsible for entries or responses lost in email. i. There is no fee to enter the Contest.

- Prize: The winning logo design will be awarded a cash prize of CAD $1,000.00 and a certificate of appreciation. The County will make every reasonable effort to present the prize offered. If such prize is unavailable, an alternate prize of equivalent value will be substituted. If the winning design is a team submission, only one cash prize of CAD $1,000.00 will be awarded to the team leader. The County will not be responsible for distribution of prize money among team members.
- Intellectual Property Rights: The winning design submitted for this contest becomes the property of the County. By submitting the design, the participant warrants that the work is original and free of all copyright (with the exception of County identifiers) or other encumbrances that would prevent its use by the County for any of the intended purposes. The County offers no compensation for the use of the design other than the prize offered. The winning participant will be required to sign a release, releasing all rights of the design to the County.
- Judging: Submissions will be reviewed by a Panel of Logo Contest Judges. The Panel will be comprised of members representing diverse interests who, as a collective, can offer an objective and well-rounded perspective to the contest. Judging will be carried out according to the following criteria: • Visual appeal reflecting themes of “past, present, future” and the four pillars of sustainability (cultural, social, environmental and economic) in the County • Originality and creativity In the event that similar entries are submitted by multiple participants, the County reserves the right to select the prize winner based on the criteria listed above plus any other design features reflecting the County’s unique characteristics. The decisions of the Panel of Logo Contest Judges are final. If required, tie-breaking will be at the discretion of the 150th Anniversary Planning Advisory Committee. The County is not obligated to use the winning design and retains the right to alter it and use it in an altered form. The Panel of Logo Contest Judges reserves the right not to recommend a winner to County Council if, in its sole discretion, no suitable entries are received.
- Timing: The contest will be announced on August 1, 2012 via: (1) Media release to local media outlets (2) County’s monthly e-newsletter, Frontenac County Bytes (3) County’s social media presence (4) Detailed information on the County’s website Submissions must be made no later than 4:00 pm on Friday, November 2, 2012. Judging will be completed and the winners announced in a special presentation at the County Council meeting on November 21, 2012.
- Privacy and Personal Information: Submissions shall be confidential until the completion of judging and the announcement of the winner by County Council. Only the submissions of the winner will be disclosed and published. The designs and all personal information of all other submissions will be kept confidential, other than announcing the total number of submissions received.
- Agreement to Official Rules: By participating in the contest, participants agree to abide by the rules and conditions as established above, which can be amended at any time by the County as it deems necessary.
