2018-035 Frontenac Accessibility Advisory Committee Quarterly Update Report

Ms. Amini provided an overview of the report which was presented to the Committee for information purposes only. Councillor Dewey noted that with respect to the trail at Kennebec Shores, work had been done without Township Council approval and any further work has been halted pending the requirement of a business plan. b)

2018-011 Verona Trailhead Design Concept

The Committee was provided with drawings outlining 2 options of configuration for the site. Mr. Richard Allen provided a brief update of the work to date regarding this property, including cleanup of the site and public consultations for its future development. He noted of the 2 options for the design layout of the parking lot, Option 1 provides for greater safety and allows vehicles with trailers to pull straight through. Both options include a wayfinding kiosk, an accessible washroom, and a picnic area which will be developed in compliance with the Design of Public Spaces Standard. This location for the amenities was chosen as this is where natural trees, shade and shelter already exist and it keeps vehicles away from the corner of Bellrock Road and Highway 38, providing for better site lines. The purpose of this trailhead is to provide parking for access to the trail. This is in the draft design phase and staff are looking for direction from the Community Development Advisory Committee (CDAC), the Township of South Frontenac Public Works and the Accessibility Advisory Committee. To questions regarding the potential for additional access points, Mr. Richard Allen noted that staff will look for 2 or 3 access points, including one near the accessible washroom and one to the north of the property in addition to the centre one noted on the drawings. He also noted that the intent is, at some point, for this will be a paved parking lot. It was noted that at present, there are a number of vehicles using this lot as a carpool with no set parking, to which Mr. Richard Allen noted that at present, the space is open to interpretation; however the establishment of parking lines will set how vehicles park. Mr. Richard Allen provided an overview of the surrounding lands, which to the west are mainly wetlands and not usable. To the south is Depot Street which is an unopened road allowance that has 3 residential homes located on the street. From an accessibility standpoint, the site will have accessible parking spaces and it is the intent to have lighting on the site as well as hard surface access towards the trail

AGENDA ITEM #a) and picnic area. The additional access points are to provide safer access to the trail without the need to walk through a parking lot to access the trail. It was suggested that a light be placed on the corner at Bellrock Road as this is a heavy traffic area during commuter times; although Mr. Richard Allen advised that peak trail use times are not the same as peak commuter times. With respect to questions around timeframe, Mr Richard Allen noted that at present, there is no budget or funds associated for this site and staff are looking to have the design stage completed so that costs can be determined and budgeted for in the future. Staff are working with the Verona Community Association (VCA) who are interested in helping to manage and fund the space. It was suggested to close the southern entrance, and allow access to the site via Bellrock Road which would provide easier access onto Bellrock road and subsequently Highway 38. This can be discussed when staff meet with South Frontenac Public Works. Concerns were expressed that there is a lot of crowding in the area near the kiosk and the accessible washroom to which Mr. Richard Allen advised that depending on the size of the washroom, it may be set back further. This is the first public outdoor washroom for the County of Frontenac so this will be phased in, starting with a portable washroom. He also noted that although not identified on the drawings, benches have be procured for the site. There was a consensus that Option 1 was the better option; however both options will be taken to the South Frontenac public works as the County proceeds to a final design option. It was noted that option 1 also offers more accessible parking as it has 2 rows that offer end parking which allows accessible vehicles with side ramps to utilize those spaces. It was noted to Mr. Richard Allen that those with disabilities require much more space to get around so crowding an area as well as parking spaces makes it very difficult for those with disabilities. 8.

Ms. Knott asked if it were possible for staff to provide an information sheet that she could take to local businesses for their use as a checklist when looking at accessibility. Mr. Neil Allen felt that the Committee’s role would be more to refer businesses to a website or local municipal office. It was noted that many accessibility renovations are cost prohibitive for a lot of businesses given all of the requirements, including engineering drawings and engineer sign off, required under the Regulations.

AGENDA ITEM #a) Mr. Richard Allen noted that through the County Economic Development Office, the County does not advertise which businesses are accessible. Mr. Neil Allen cautioned that there are levels of accessibility and although a business may have made accessibility improvements, it doesn’t always mean that the business is accessible. He reiterated comments made at the last meeting about a mobile app for android devices that makes it possible to describe accessibility features at local sites so people know what the level of accessibility of a site is. The app is free of charge. Ms. Knott noted a local business on Wolfe Island, the General Wolfe Hotel , which came under new ownership last year and that the new owners are rebuilding the entire front area, including the patio. They did have a building permit for the work and yet the patio was not accessible. She was able to speak with the new owners around accessibility and was advised that this information was not conveyed to him by the building inspector. She is happy to advise that since that meeting, the owners have incorporated accessibility into the design and the patio is now accessible. 10.

Next Meeting

The Committee set meetings dates as the 2nd Tuesday in January, April, July and October of each year. The next meeting of the Frontenac Accessibility Advisory Committee is scheduled for Tuesday, April 10, 2018. 11.

Frontenac Accessibility Advisory Committee – Quarterly Update Report

Recommendation This report is for information purposes only. Background The Accessibility Advisory Committee is mandated to assist County and Township Councils in the County of Frontenac in enabling persons with disabilities to have equal access to all opportunities within the County as well as work with Council and the community at large to identify and address the needs of persons with disabilities within the community. Comment The follow is a list of accessibility updates and activities that have occurred during Q4 of 2017 and Q1 of 2018:

  1. Updates from the Accessibility Directorate of Ontario Requests for innovative accessibility pictures Alf Spencer, Director Accessibility Outreach, Education and Referral Branch sends a request yearly looking for photos that the Directorate can use while promoting accessibility in communities throughout Ontario. Photos are being sought that demonstrate the Accessibility for Ontarians with Disabilities Act’s (AODA) five standards in action throughout your municipality. Some examples could include: • • • • •

Design of space- accessible bathrooms, parking spaces, parks Customer service- places providing accessible services Transportation- accessible public transit Information and communication- optional information formats Employment- opportunities for all individuals

The County of Frontenac, being an upper tier, does not have facilities or buildings that might be frequented by the public and as such, would not have the types of photos being requested. That being said, arrangements will be made this summer to have photos taken of the K&P Trail once the accessible signage has been installed and the new phase from Tichborne to Sharbot Lake has been completed. Any additional photos of the examples provided may be submitted by the Townships. Employment standards review: public feedback wanted The Accessible Employment Standards Development Committee has submitted its Initial Recommendation Report to the Honourable Tracy MacCharles, Minister Responsible for Accessibility. The Committee is now seeking public comment, prior to finalizing its recommendations to government. The report has been posted on the ministry’s website for public review and feedback. A survey is also available on this page for the public to provide feedback on the recommendations which will be available until May 5, 2018. Feedback will assist the Committee to draft its final recommendations which will be submitted to the Minister Responsible for Accessibility. 2. Accessibility Training Arrangements have been made with Justin Bromberg from EOWC to have eSolutions organize an accessibility conference for the benefit of all Eastern Ontario municipalities. This training is being hosted by the County of Frontenac. This would be held over one day, in the fall (September or October), and will be organized by eSolutions. The target audience is anyone working with public documents (Council reports, websites, etc.) that need to be made “digitally accessible” to meet the upcoming Provincial requirements, effective in 2021. 3. K&P Trail Updates Verona Trailhead The basic design of the proposed site as reviewed by the committee has been confirmed by the Township of South Frontenac Public Works and the Verona Community Association. The detailed design work is set to begin soon. Wayfinding Signage The detailed design work for wayfinding signage is in full swing (each sign has its own map) and the RFQ for production and installation of the signs has gone out to tender with the goal for installation being June 30, 2018. Trail Construction New sections of K&P Trail are still under construction as work has slowed due to the season and the need for detailed engineering work.

  1. Updates from the Townships To ensure that information is flowing to the Committee regarding accessibility improvements/compliance, a request is sent to the Townships 2 weeks prior to the meeting requesting any updates to be provided for inclusion on the agenda. Given that this is a joint AAC committee, a new heading for updates from each of the Townships has been added to the agenda as the work that the Townships are doing has never really been captured at the AAC meetings. Those Townships that provided information is now included under their respective subheadings. Sustainability Implications Creating barrier-free communities through accessibility planning will enhance the County’s goal of sustainability in both the social and economic pillars of the County’s sustainability plan. As stated in Directions for Our Future, social sustainability is based on equity, diversity, connectivity, democracy and a good quality of life. It further states that economic development takes health, community, education, and environmental and social objectives into account.
