Deputations and/or Presentations Ms. Gail Young and Ms. Louise Moody, Frontenac Transportation Services

Ms. Young provided an update to the Accessibility Advisory Committee regarding the $10,000 in County funding that was provided to FTS for a one year pilot project for accessible transportation. She did note that FTS has advised the agencies that their clients work with as well as hospitals about this pilot project; however currently it is not advertising the project widely as she is reluctant to advertise something that may be taken away in the future. Ms. Young confirmed that to date, none of the funding provided by the County has been spent. The Committee expressed concerns that if residents are not aware of the pilot program, how will FTS be able to determine a true demand for an accessible service. Ms. Moody explained that FTS is aware of those who do not have rides; however committee members cautioned that many residents may seek out transportation themselves and not necessarily through an agency. The Committee understands the concerns expressed by FTS about promoting something that may be taken away; however this risk needs to be taken and the program needs to be advertised in order to reach the community at large. There are many in the community who require accessible transportation that hire drivers privately and are not associated with an agency. Questions were asked if FTS has reached out to the existing service agencies noted in its report to determine if subsidies are already being provided, and how FTS itself determines how it provides subsidies to which Ms. Moody felt that these agencies, specifically the VON, would provide subsidies based on the requirements of the LHIN Funding it would receive; however she will follow up on this. Ms. Young explained that FTS does not have a funding formula for determining subsidy eligibility. FTS simply asks what a person is able to pay and then try to work with the client and let the client advise what they can and cannot afford. Most work with an agency so FTS sends the bill directly to the agency

The Committee felt that there is an obligation to provide some form of accessibility information/coordination to help flow information to the community and questioned if there was an opportunity to financially support an agency to drive this as part of the Committees role is to help drive community success. Ms. Moody provided for the Committee an overview of the transportation survey that is currently underway. This does not address accessible transportation but this could be added. There are many accessible transportation services available and it is the cost that is the challenge. Some members felt frustration that the County supports FTS and provided this year an additional $10,000 in funding to find out who in the community cannot use the existing system and cannot believe that FTS will come back to the County to say no one required this program. This pilot project needs to be advertised and the funding used so that persons requiring accessible transportation pay the same as what anyone else would. The Committee suggested that FTS make brochures available in churches, doctors’ offices, etc with the communication line of “Do you need accessible transportation – call us” Ms. Moody confirmed that FTS already transports those who use collapsible wheelchairs. It is those who require the ramp that it cannot support. In terms of transportation services, the FTS model is a different model than that in Lanark County, which owns its own vehicles. 6.

Ms. Amini provided an overview of the report. She noted the work scheduled to be done at Fairmiount Home, including the use of the Accessibility Reserve which the Committee was if full support of. Councillor McDougall spoke to the hard work done by New Leaf Link for those with disabilities who seem to be left abandoned by government programs once they turn 21. He also noted the work done in the community by its director to garner support from the community. This initiative came from a need in the community and it really comes from the heart. 7.

Other Business

The Committee expressed serious concerns that the Accessible Transportation pilot project is being focused in North and Central Frontenac and from today’s presentation, the Committee is not convinced about the way that this is being handled. There needs to be more coordination with Southern Frontenac Community Services and more outreach to the general population beyond the internet, including outreach to individuals living independently and less outreach to agencies.

Frontenac Accessibility Advisory Committee – Quarterly Update Report – Q1

Recommendation This report is for information purposes only. Background The Accessibility Advisory Committee is mandated to assist County and Township Councils in the County of Frontenac in enabling persons with disabilities to have equal access to all opportunities within the County as well as work with Council and the community at large to identify and address the needs of persons with disabilities within the community. Comment The follow is a list of accessibility updates and activities that have occurred during Q3 of 2018:

  1. Community Accessibility Upgrades Accessible Transportation Pilot Program Survey – Frontenac Transportation Services As part of the 2018 budget, County Council approved the funding request from Frontenac Transportation Services of $10,000 for a one year pilot for Accessible transportation, with the intent to be monitored for success. As of December 31, 2018, none of the $10,000 was spent. As a result, the $10,000 was not provided to Frontenac Transportation Services. Frontenac Transportation Services attended the January 16, 2019 County Council meeting as part of the County’s public meeting held annually to permit citizens, businesses and other Frontenac stakeholders to come to Council to make representation on the annual budget. Its purpose was to request funding for 2019 to support its County Wide transportation service. The request did not include any funding for accessible transportation.

  1. Transportation Services for the County of Frontenac In 2012, Southern Frontenac Community Services Corporation (SFCSC) and Rural Frontenac Community Services (RFCS) came together to form a collaborative entity to provide rides for residents of Frontenac County through the Frontenac Transportation Service (FTS). Prior to this integration of service, both agencies provided transportation services to people residing within the boundaries of their respective Townships. Since its inception, the County of Frontenac has provided an annual funding contribution of $96,000 (2018 contribution); however in 2018, due to shortfalls and no plan moving forward to address those shortfalls, along with concerns over its sustainability, the County required that FTS develop a Business Plan in order to continue to receive funding. This partnership between RFCS and SFCSC was terminated in early 2018 when SFCSC withdrew from the collaboration, resulting in the County receiving two separate requests for portions of the $96,000 funding allocation. As a result, the County will be splitting the $96,000 equally among the two agencies through a 1 year contract.
  2. K&P Trail Updates In the 2019 budget, County Council approved funding in the amount of $250,000 to complete the K&P to Sharbot Lake. The trail from Kingston to Sharbot Lake includes 75 km of off road trail to Railway Heritage Park in Sharbot Lake. At present, 1.5 km remain. A paper map of the trail was completed in partnership with the City of Kingston and the trail itself includes accessible wayfinding signage designed consistent with the Kingston approach which is to be installed in spring of 2019. Council also approved in the budget repairs to the Elbow Creek Bridge, estimated at $25,000. In August of 2018, the deck of Fish Creek Bridge was replaced under warranty with the contractor responsible for the initial installation; however at this time, it was discovered that additional work is also required on to ensure stability and sustainability of the bridge. The Bridge work is set to be completed in 2019 to reduce risk associated with safety of the public using the trail and security of the County asset.
  3. Accessibility Training Under the AODA, all employees and volunteers of the County of Frontenac and the Townships must be trained on the Customer Service Standard, the Information and Communications Standard, the Employment Standard, the Transportation Standard and the Design of Public Spaces Standard as well as the Human Rights Code. This training includes members of Council. AODA training was provided to a number of new employees including 24 new Paramedic recruits. Sustainability Implications Creating barrier-free communities through accessibility planning will enhance the County’s goal of sustainability in both the social and economic pillars of the County’s sustainability plan. As stated in Directions for Our Future, social sustainability is based

It further states that economic development takes health, community, education, and environmental and social objectives into account. Could I please suggest some “new business” for the next FAAC meeting? This https://www.we.org/stories/creating-an-accessible-ontario/ is a link to a government-related accessibility initiative for students and schools. I’m not sure if the County or FAAC has ever interacted with regional schools, but it seems to me that urging our local schools to take up this material and perhaps do something in the community around accessibility might be a good move. Just a tiny further thought. They could perhaps be urged to help public / service sites, such as stores and the post office in Parham, to become accessible. (E.g., make portable ramps)
