Reports to the Accessibility Advisory Committee 2021-084 Frontenac Accessibility Advisory Committee Update Report

This report is for information purposes only. 2021-085 Accessibility Improvements on the Frontenac K&P Trail Moved By: Councillor MacDonald Seconded By: Mr. Schlievert That the Accessibility Advisory Committee endorse the accessibility improvements for the Frontenac K&P Trail outlined in this report. Carried Mr. Allen provided an overview of the reporting, noting that in mid-2019, the County applied for grants for accessibility upgrades to the trail to bring them up to AODA standards Mr. Allen noted three key areas of improvements, those being gate improvements, installation of benches for rest areas and the addition of edge protection. Benches will be focused where one might need a rest such as the top of hill to encourage more use by those with mobility issues and seniors. He noted the engage Frontenac project currently up for residents to provide feedback on bench locations. In terms of the gate improvements, Mr. Allen noted that currently, all gates leave the travelled portion of the trail to a ledge before re-entering the trail which poses a hazard to all users of the trail. They are also too narrow to accommodate a wheelchair so changes to the gates are part of the grant application. Gates are there to prevent

motorized vehicles from accessing the trail however they still seem to find a way in so the gates are now more of a deterrent than a barrier to accessing the trail. In terms of edge protection, there are many locations along the trail with steep drop offs and even with the grant, the County cannot provide protection for the entire length of the trail. As such a priority matrix will be developed. Concerns regarding accessibility of emergency vehicles getting through was raised and it was questioned if the County could look at removing the gates and putting an arm type gate that can swing up to allow emergency vehicles through. Mr. Allen advised that the County is working on this and the new gates are retrofitted so that if someone wanted to, they could open the gate by removing the locking mechanism. The new gating system is a deterrent as opposed to a barrier. In terms of timelines, Mr. Allen noted that the County does open the gates for snowmobiles so we will take them down at that time and have them retrofitted over the winter. Ms. Plumley asked if the County had considered allowing memorial plaques on the benches, including access award winners to which Mr. Allen noted that he anticipates a Memorial Bench program to be developed in the future. 7.

Township Updates a)

Township of North Frontenac Councillor Martin noted the Accessibly grant received to update accessible washrooms and ramps, widened door frames and hand rails at the Snow Road Community Hall. The Contractor has been hired with the hope of having the project completed by Christmas.

b)

Township of Central Frontenac New Ramp at the OSO Hall. Comments were being solicited from the Joint Accessibility Advisory Committee on the new ramp at Oso Hall in Sharbot Lake. It was noted by the members that wood can be a slippery surface, and a concern during the winter. It was suggested to use something that might be sprayed on to add grit to the surface and provide traction. It was also noted that there is danger on pressure treated wood when wet; however Councillor MacDonald noted that this will be a covered ramp so impact of snow and ice will be minimized. He also noted that the approach
