Advisory Committee Structure

Background At its meeting of March 9, 2015, the Sustainability Advisory Committee observed that the relationships between County Council’s Advisory Committees, and with community partners, are becoming interconnected to the point of a potential duplication of efforts and indistinguishable responsibilities. In addition to the ICSP, and the Official Plan which is expected to receive final approval this year, the next steps coming out of the Economic Development Days adds a layer of complexity to the collaborative implementation efforts. Taking into account long-term, regional implications, some committee members suggested that clarification of roles and responsibilities is required, and perhaps even a reorganization of Advisory Committees is in order. Staff suggested that this will likely come out of County Council’s discussion of the Economic Development Report at its April meeting. The committee agreed to park this discussion until after that meeting when Council’s direction will be more clearly defined. Comment County Council will consider a report on the March 4th & 5th Economic Development Days at its April 15th meeting. Staff will present the outcomes of that discussion to the committee on April 17th. While Council’s ensuing direction is unknown at this time, staff believe it is unlikely that Council will address the organization of the Advisory Committees as a result of this report. Given the SAC’s desire to discuss its role moving forward, staff developed the attached PowerPoint presentation that offers one possible scenario for reorganizing the County’s Advisory Committees. A decision of this nature is ultimately for County Council to make. This is staff’s preliminary response to the concerns expressed by a number of committee members. It is expected that after a thoughtful discussion, the Sustainability Advisory Committee might develop a recommendation for County Council regarding the future structure of its Advisory Committees.
