Minutes of the Chief Administrative Officer Selection Committee Meeting December 11, 2023 A meeting of the Chief Administrative Officer Selection Committee was held in the Township of South Frontenac Council Chamber, 4432 George Street, Sydenham, on Monday, December 11, 2023 at 10:00 AM Present: Deputy Warden Fran Smith, Chair Warden Ron Vandewal Councillor Judy Greenwood-Speers Councillor Gerry Lichty Staff Present: Jannette Amini, Manager of Legislative Services/Clerk (Recording Secretary) Brieanna McEathron, Executive Assistant Staff Present Virtually: Barb McCulloch, Director of Human Resources Also Present: Brenda Palmer, Palmer and Associates Allen Prowse, Palmer and Associates 1.

Review of Candidate qualifications and key leadership attributes

Ms. Palmer provided each member of the Committee to offer insight into what they would be looking for in a potential candidate. Key themes that emerged were: ➢ University degree or higher ➢ Experience in other key municipal positions such as clerk, hr, and financial ➢ political experience in dealing with ministries, integrity, history, health care and background in public administration. ➢ Fit within the organization ➢ prepared to work with the lower tiers The approach from Palmer and associates to find potential candidates is through social media, all media, reach out to people in the area who might know the individual , if there are any concerns about credentials, those are checked. Candidates will be reviewed before with a short list presented to Council. Ms. Palmer was provided with the key features of the County to help sell the area such as close to Kingston, but rural with lakes and trails. Kingston and area is phenomenal compared to other areas with arts culture, proximity to Ottawa and Toronto, housing costs are more realistic, and restaurants. Ms. Palmer also noted they have a spousal program that helps with resumes, making introductions, etc.. A candidate package will be developed which outlines the opportunity itself, and talks about candidates expectations Recent Success Some recent successes for the County that should be noted are: ➢ Successfully navigated Covid, ➢ The redevelopment of the County campus with a new administration building and paramedic base. ➢ K&P Trail, ➢ growth, ➢ Connections with the EOWC ➢ Great rapport outside of the County b)
Discussion on history and future challenges for the County
The following were identified as future challenges for the County: ➢ Budgets, ➢ filling the shoes of a popular CAO, ➢ decisions around Fairmount home moving forward as Council has opted to modernize the current site and add 32 beds, moving it to a 160 bed facility. ➢ would need to have a results oriented approach, ➢ Currently in interest arbitration and could end up back at the table in January ➢ Other contract negotiations in 2025

Preferred advertising strategies
The Committee discussed the following as preferred advertising strategies: ➢ ➢ ➢ ➢
Advertise Locally, as well as provincially, AMO AMCTO, Potentially ROMA
The position will be advertised the first week of January and closing the end of January. The draft advertisement was approved with the addition of a comma between government and agencies. Based on conversations today, Ms. Palmer is satisfied that the advertisement is sufficient. The key services such a Marine Services will be identified in the Candidates Briefing. It was also questioned if the Municipal Services Corporation be included in this. d)
Finalize desired hiring process, interview strategy and timelines
Ms. Palmer provided the committee with a draft advertisement which will be put out now that the Committee has approved it. The next step will be to present the committee with a list of potential candidates, including their resumes with the committee to narrow this list down to 3. Following that, interviews will be carried out, followed by recommendations to Council with the final candidate[s] providing a presentation to full Council. 7.
