Ms. Vandervelde reviewed the report and highlighted recent successes. b)
2017-011 Community Development Advisory Committee Economic Development Web Based Portal
Mr. Allen gave the Committee a tour through the portal. Suggestions included:
Adding information around environmental services/conservation authorities under Local Business; Adding North Frontenac Parklands under Trails & Recreation; Involving the community in building a strong photo collection through a photo contest; Strengthen the call to action regarding investment opportunities under Invest in Frontenac; Ensuring reference to environmental preservation (i.e., light pollution, natural shorelines, etc) is present throughout verbiage on the site, and perhaps adding a page specifically about the Frontenac sustainability mindset.
The committee was supportive of the web portal – clean, informative, easily accessible information. c)

2017-012 Community Development Advisory Committee Accommodation Study 2017-013 Community Development Advisory Committee Hastings County Economic Development Review
Mr. Allen and Mr. Pender highlighted key points from the report, and suggested that given the next steps in the Hastings report, Frontenac is doing lots of things right. The Committee was congratulatory about the amount of good work staff is able to do, given limited resources. Conversation suggested that we need to ensure proactive review of long-term plan for securing funding, especially those line items that are currently funded externally.

Community Development Advisory Committee – Highway 401 Area Profile Signage
Recommendation Due to the lack of quorum and subsequent cancellation of the March 9 meeting, this report went directly to the regular meeting of Council held March 15, 2017 and as such is now being presented to the Committee for information purposes only. Background During March and June 2015’s “Economic Development Days”, it was identified that a strong brand is required to raise Frontenac’s profile as a desirable region to live, visit and do business. That work, and the resulting application for funding emphasized the installation of signage throughout the region as an important medium for communicating the Frontenac brand to those unfamiliar with all our area has to offer. Within the Regional Signage Strategy, Highway 401 signage was identified as the top priority, due to the huge daily reach. The intention of these signs is not to drive people immediately off of the highway and into Frontenac, but rather to incite future visits by raising awareness of Frontenac’s geographical location and brand promise: “Experiences are endless. Explore the beautiful Canadian landscape, and pursue your own adventure.” Comments Canadian Tourism-Oriented Directional Signing (TODS) Limited is responsible for the installation of all Highway 401 Area Profile signs. TODS obtains all required approvals and permits regarding location and design from the Ministry of Transportation (MTO), and manufactures and installs the signs.

It is estimated that the AADT is significantly higher at Highway 15 because of local Kingston area traffic. Given that this is one of the main target audiences for marketing the Frontenac brand, staff recommend applying to install the westbound sign at Highway 15, rather than Highway 2. It is assumed that much of the traffic recorded at Highway 2 passes through Kingston, and so is likely included in the AADT for Highway 15. As a result of the cancellation of the March 9 meeting, the following resolution was adopted by County Council at its regular meeting held March 15, 2017: Be It Resolved That the Community Development Advisory Committee receive and accept this report; And Further That staff apply for Highway 401 Area Profile Signs to be located Eastbound at Exit 599 – Wilton Road, and Westbound at Exit 623 – Highway 15.

Sustainability Implications In all that we do in the name of economic development in the Frontenacs, we will live by a set of principles that balance the economy, environment, social, and cultural interest of our communities. Financial Implications The total cost of installing two Highway 401 Area Profile signs for a period of five years ranges from $16,450 to $17,750, and breaks down as follows:
One-time fee of $2,200 per sign covers manufacturing and installation (also applies to design changes) One-time $50 administration fee One-time fee of $650 per sign for optional information tabs Annual fee of $1,200 per sign, mandatory 5 years contract

Community Development Advisory Committee – Northern Frontenac Cycle Tourism
Recommendation This report is for information purposes only. Background Stephanie Hessel from Ontario’s Highlands Tourism Organization (RTO11) was in contact with staff several weeks ago to provide information about the cycle tourism destination development project being undertaken with Ontario By Bike and Transportation Options. Comments As part of the project there will be a series of cross regional Cycle Tourism Destination Development meetings in late March, early April. Contacts from North Frontenac and Central Frontenac will have an option to attend a meeting in person or by teleconference in Bancroft, Renfrew or Lanark County. The series of cross regional meetings are intended to assist regional partners with cycle tourism destination readiness to further develop and promote the growing cycle tourism product in their own areas, while connecting to the larger regional cycle tourism product being supported by Ontario’s Highlands Tourism Organization (RTO11). Meetings will provide key stakeholders with Ontario By Bike’s Cycle Tourism Community Destination Development Assessment tool, information on the Ontario By Bike Network for businesses and an opportunity to provide input on potential signature routes across the region. The tools and information will then be available for key stakeholders to share with additional contacts in their community.

Sustainability Implications The Frontenac County Integrated Community Sustainability Plan (ICSP) identifies recreation and leisure as a focus area. This is also reflected in the County Economic Development Charter as a key pillar and strength. As visitors seek adventures and recreational activities in Frontenac, a strong network of accommodation options and partners should be in place to ensure the long term viability of this tourism industry. Background Through the development of the Frontenac Brand Ambassador program, it has been identified that many locally owned businesses in Frontenac depend on the tourism market. Even those who don’t necessarily rely on visitors still benefit from the boost tourism brings to sales. It has also been identified that there is no single organization coordinating tourism promotion in Frontenac. As part of Frontenac Brand recognition efforts, Community and Economic Development staff will develop material that further explores the identity of Frontenac, increases the reach of the Frontenac Brand, and seeks to increase visitors to Frontenac County as a result of these efforts. As attraction, retention and expansion of tourism-related business is a core component of the 2015 Economic Development Charter and Implementation Plan, these efforts are aligned with goals established by County Council. Why: It has been identified that many locally owned businesses in Frontenac depend on the tourism market to survive. Even those who don’t necessarily rely on it greatly benefit from the boost it brings to sales. It has also been identified that there is no single organization coordinating tourism promotion in Frontenac. Frontenac is one part of four organizations that provide some focus on tourism in the area: Ontario Highlands Tourism Organization, the Great Waterway, Land O’ Lakes Tourist Association, the Frontenac Arch Biosphere Network. See Appendix 1 for a brief overview of these organizations and their current marketing activities. Frontenac will continue to grow our partnerships with these organizations, but they all cover areas that are geographically much larger than just Frontenac. It is important that Frontenac develop its own voice. The 2015 Economic Development Charter and Implementation Plan for Frontenac County sets out three pillars to concentrate economic development efforts:
- Trips and Trails
- Food and Beverage
- Recreational Lifestyle Businesses that work in these activities directly benefit from visitors to Frontenac. Given that the attraction, retention and expansion of tourism-related businesses is a core component of the 2015 Economic Development Charter and Implementation Plan, and the newly developed Frontenac brand lends itself so well to tourism marketing, it makes obvious sense for Frontenac County to coordinate the visitor attraction and measurement efforts for businesses located across the County. See Appendix 2 for a regional scan of tourism efforts in municipalities surrounding Frontenac.
Who Obviously, visitors already come to Frontenac. Many accommodation providers operate at full capacity during peak rental season, and often these are repeat customers who book a year in advance. Given the number of lakes in Frontenac, it is naturally a fishing paradise and serious anglers visit time and time again. Many of our marinas and rustic lodges report steady and growing visitation by American tourists. As our collection of solid trails infrastructure expands, our reputation as a snowmobile and ATV destination continues to grow. It has been identified that, with targeted efforts, there is potential to attract more and different visitors to Frontenac, to get them moving around Frontenac more, and to encourage visits in the shoulder seasons. To capitalize on that potential and augment our existing tourist market, we will focus on reaching those travellers who would consider visiting for a day or short overnight trip, those who already come to the area to visit friends and family, and those short-term cottagers who are looking for activities to augment their 1-2 week stay at a rental cottage in Frontenac. These people are most

likely to come from the immediate surrounding areas: Kingston, Perth, Gananoque, Belleville, and the closest major urban centres: Ottawa and Toronto. Much research has been done in recent years to understand the demographics of traveller segments. The Ontario Tourism Marketing Partnership Corporation (OTMPC) conducted a Travel Intentions Survey in 2014 that introduces 12 such travel segments. Based on our values, geography, natural assets, and current businesses and amenities, Frontenac should target three (sometimes four) of these segments in particular:
- Connected Explorers This segment has a psychological need to take a break from the everyday and be exposed to new experiences and knowledge. They are committed to expanding their horizons through travel. Interestingly, the Internet and new technologies are key instruments in facilitating these travel interests and experiences. They research, book and share travel experiences through new technologies – before, during, and after trips.
- Outgoing Mature Couples Skewing strongly toward seniors and those in retirement, these travellers are driven by a desire to maintain their vitality and connection with the world. They are not particularly adventurous, rather they want to maintain their vitality often by interacting with new people (travellers and locals alike). It is important to them to feel competent and vital.
- Nature Lovers This is a consumer segment attracted to outdoor experiences aligned to Ontario’s quintessential parks & lakes offering. Camping and associated activities, e.g., hiking, canoeing, fishing are key interests for this group. The majority classify as “nature lovers”. Activities align with the recreational aspects of the outdoors and not necessarily the extreme aspects of the outdoors, e.g., avid angling or hunting. Not surprisingly, the travel style is basic with camping prevalent.
- Family Memory Builders Family Memory Builders This is a segment driven by families with children under 18 years old. They want a playful vacation that is centred on building family memories and strengthening the bonds. Activities such as theme parks allow the family to have fun and build these lasting memories.

What The Brand Promise: In Frontenac, the experiences are endless. You have the opportunity to explore our beautiful Canadian landscape and pursue your own adventure.
How: Frontenac “Adventure Starters” will take the form of four a la cart itineraries based on the geography, natural assets, current businesses and amenities in Frontenac. These Starters will be built around the themes in the Economic Development Charter and extend from the Frontenac brand:
- Trips & Trails
- Local Food & Beverage
- Arts and Heritage
- Island Lifestyle TIMING: Adventure Starters are being created now (see Appendix 3 for draft Starters) and will be pushed out to the target audience in 2017, with the understanding that they will evolve and become richer for 2018 and following years. Planning will begin in late summer 2017 to develop strong winter-based itineraries. The message will reach the audience at several interconnected touch points, through a variety of media channels:
- Printed Brochure A brochure will include a full map of Frontenac County, highlighted with Frontenac Adventure Starters. The brochure will:
Raise awareness of reasons to come to Frontenac Incite further research for future trips in the region Direct visitors to use the online interactive map Encourage visitors to use #inFrontenac when sharing on social media Be distributed to Brand Ambassadors, other convenient locations throughout Frontenac, and strategic locations outside of Frontenac (e.g., Kingston Visitor information Centre, hotels, restaurants, etc)

With feedback in the fall of 2017, the brochure will evolve and a new version will be printed in early spring of 2018. 2. Online Interactive Map The interactive map will include all Frontenac Adventure Starters and the “find me” tool will employ the user’s smartphone GPS to allow for easy navigation between stops and spontaneous discovery of conveniences, amenities, and hidden gems in the area.

TIMING: The launch of the map will coordinate with the release of the printed brochure in May. In-house GIS capabilities makes this an easily updated, constantly evolving component of the plan. 3. Regional Signage Frontenac’s vast, discontinuous geography presents unique challenges, but capitalizing on the hundreds of kilometers of roads with regional signage is an opportunity to communicate with an audience already in motion. Highway 401 and Highway 7 Area Profile Signage will serve to improve awareness of Frontenac, encouraging a huge daily audience toward future visits. Entry point signage will help to improve understanding of Frontenac’s geography, direct visitors to the online interactive map, and raise the profile of the brand and associated attributes. An Expression of Interest has been issued to find an expert sign installation company to work with our graphic designer and ensure the Frontenac brand is presented in the best possible way. Eventually, signage on secondary roads, in hamlets, and on trails will provide directional way-finding, encourage people to visit the online interactive map, and use the #inFrontenac hashtag on social media. Timing: Signs will be installed as soon as possible, with the 401 Area Profile signs as first priority. Highway 7 and entry point signs will also be installed in 2017, assuming no barriers in the location and design approvals process. We will begin to see the positive impact of signage in 2018. 4. Social Media Social media provides an incredibly flexible, inexpensive, and accessible opportunity to reach and engage with targeted audiences. As we have already seen, the #inFrontenac hashtag is effective for connecting content and reaching a wide audience. This makes it an ideal vehicle for use in Frontenac, given our vast and diverse geography. A plan outlining social media goals and strategies will guide a comprehensive approach. Although the social media price tag is very low, it does require human resources to implement properly. In order to make best use of these resources, and to ensure we don’t fracture our message too much, we will focus our efforts on three platforms: Facebook According to SproutSocial.com, 79% of internet users log into Facebook. Though waning in popularity with younger users, it is still the number one social media platform. Frontenac has a strong following on this platform – a relatively large and active audience appreciates valuable content that celebrates local successes and promotes otherwise under-shared news. Twitter Becoming a leader for social customer service, Twitter is fast-paced and high-volume. Users expect and are comfortable with any and all

types of content. Frontenac has established a good following on this platform, and often uses it as a loudspeaker to point to other platforms for information that doesn’t fit in 140 characters. Instagram With more than 600 million active users, the photo and video heavy platform is more popular with younger users: 59% of 18-29 year olds use Instagram. Frontenac’s Instagram account is still very young and currently has only 152 followers. Given the photo-friendly tourism opportunities in Frontenac, this platform is seen as having huge potential as the #inFrontenac hashtag gains more popularity. Timing: Social media usage is ongoing, and will ramp up as the specific details of a formal campaign strategy are finalized. We will see more success through these platforms as the visuals and other content grows and becomes richer. 5. Photography and Video Given the highly visual nature of today’s marketing channels, the long-term success of our promotional efforts is closely related to the quality of visuals we use in our campaigns. To this end, a professional photographer is being contracted to capture the essence of the Frontenac brand. Photography will feature people doing things within the themes of Food and Beverage, Trips and Trails, and Recreation Lifestyle, in a style that is authentic and real. We will also commission a video project of similar look and feel. It is critical that the community be involved to ensure Frontenac’s authenticity is represented. To this end, Brand Ambassadors are asked to participate in the videos and photos, both personally as residents and professionally, representing their businesses. Timing: While some photographs will be used immediately, the overarching goal of this 2017 investment in professional photography and video is to create really compelling campaigns for the 2018-2019 tourism season. 6. Content Marketing Content Marketing involves the creation and sharing of high quality online material that does not explicitly promote a brand but is intended to stimulate interest. Essentially, this comes down to a great experience being told through words and photos in a way that is really compelling and sharable by lots and lots of people. A number of high-profile events lend themselves well to this purpose, and we will pursue opportunities to partner with Tourism Kingston for content marketing around Seed to Sausage’s Day of the Pig and the Wolfe Island Music Festival.

Hosting Familiarization Tours (“Fam” Tours) with regional influencers can produce such content as well, and we are planning to develop a Fam Tour to highlight Frontenac in 2017. To begin, content will live on Tourism Kingston’s website, and www.infrontenac.ca. It will also be pushed out to those other organizations that promote tourism in Frontenac: Land O’ Lakes Tourist Association, the Frontenac Arch Biosphere, Ontario Highlands Tourism Organization, and the Great Waterway. Timing: 2017 will be an investment year for content marketing. Taking this time now to develop rich content will translate into effective campaigns leading into the 2018 tourism season. 7. Future ideas Email marketing and contesting initiatives both have great merit, and can lead to measurable results. Success in these two areas is dependent on a long-term, comprehensive approach. Timing: Given the resource-intensive nature of this type of planning, it is realistic that campaigns could be ready for the fall or winter of 2017, and in full swing for the 2018 tourism season.

Appendix 1: Review of Other Organizations Promoting Tourism in Frontenac Regional Tourism Organizations (RTOs): The Ontario Ministry of Tourism, Culture and Sport has established 15 RTOs to strengthen tourism in the province. Frontenac belongs to two: the Ontario Highlands Tourism Organization (OHTO) encompasses Central and North Frontenac Townships and the Great Waterway encompasses South Frontenac and Frontenac Islands Townships. RTOs provide leadership and coordination to support competitive and sustainable tourism regions. They receive base funding from the province, and are eligible for additional funding proportional to performance and matching external partnership funding. OHTO launched their Come Wander marketing program in 2016, which leverages content marketing to create online engagement. They’ve created a “Wanderer” who experiences and shares the unique stories of Ontario’s Highlands through a blog, an “Unrehearsed Day” web video series, and social media. This campaign continues 2017, starting with sessions for stakeholders to learn how they can leverage the brand. The Great Waterway’s slogan is Close to Everywhere, Far From Ordinary. Its content marketing strategy leverages its most recognizable assets: Kingston Prince Edward County and the 1000 Islands. Their blog titled “Be a Local” features many themed lists highlighting activities and places to visit in the region. The Land O’ Lakes Tourism Association (LOLTA) Encompassing Lennox & Addington County, Frontenac County, and the Municipality of Tweed, LOLTA is the Destination Marketing Organization (DMO) for nine municipalities. Funded by contributions from these municipalities and through dues received from member businesses, LOLTA collectively markets and promotes tourism in the Land O’ Lakes region to the world. Annually, LOLTA prints 70,000 maps of the Land O’ Lakes and distributes them throughout the region. 2017 maps are being delivered in March and April. Information on new plans for 2017 will be added here when it becomes available. The Frontenac Arch Biosphere Network (FABN) The Frontenac Arch is the granite bride stretching from the Canadian Shield to the Adirondack Mountains. It became a UNESCO World Biosphere Reserve in 2010 and is primarily focused on sustainable community development. FABN receives funding from member municipalities, through donations and grants, and advertising revenue from local businesses. FABN promotes sustainable tourism through their Amazing Places and FAB Experiences initiatives. Amazing Places uses online mapping and social media to educate and inspire visitors about their natural surroundings, and encourage tourists to explore locations that can handle increased visitation. They print 30,000 copies of the 100 page FAB Experiences Guide every year. The guide is distributed to more than 250 tourism hotspots in eastern Ontario.

The County’s website features an explore tab, and they heavily promote cycling, motorcycle routes (www.LandARides.com), museums, star gazing, geocaching (www.LandAGeocaching.com), and events. A weekly e-newsletter titled “This Weekend in L&A County” highlights upcoming events. L&A is active on social media: Facebook (2,475 likes), Twitter (1,507 followers), Instagram (227 followers). They host an Annual “Discover L&A Ride” event including two wine tastings, local beer, and stops at points of interest. They attend tradeshows like the North American International Motorcycle Show and the Toronto International Bicycle Show.
Lanark County
A specific tourism-focused website: www.lanarkcountytourism.com offers an itinerary builder, features the “Seven Wonders of Lanark” driving tour, hosts an event calendar, and descriptions of its villages. Specific tourism accounts active on Facebook (1,885 likes) and Twitter (1,862 followers). An inactive Instagram account exists (183 followers). Benefits from Lanark’s reputation for maple syrup production.
The United Counties of Leeds & Grenville
The Visit section of the municipal website includes lots of information and a business directory-based itinerary builder. Active municipally-oriented Twitter account (733 followers), economic development-focused YouTube channel (“where lifestyle grows good business”).
Renfrew County
When talking tourism, Renfrew County is more commonly referred to as the Ottawa Valley, which has its own unique DMO, the Ottawa Valley Tourist Association (OVTA), or “Ottawa Valley Travel”. Their 2012-2015 Tourism Strategic Plan is posted online. The OVTA has an active Facebook page (2,028 likes), Twitter account (1,350 followers), and YouTube channel. An inactive Instagram account exists (77 followers).

Recommendation That County Council continue to support a regional strategy towards trail development for active transportation and recreation by completing the Frontenac portion of the K&P Trail as the connecting spine through Frontenac; And Further That Council approve the following:
- That staff be directed to engage in discussions with Frontenac Townships, neighbouring municipalities and local trails groups to continue to promote the K&P Trail and Frontenac Trail network as it continues to grow;
- That the County work with neighbouring municipalities and trails groups for the inclusion of the K&P trail as part of the Algonquin to Adirondack trail.
- That the development of a fee structure associated with use of K&P Trail not be pursued at this time;
- That County Council confirm its decision to enter into an agreement with the Eastern Ontario Trails Alliance (EOTA) for management and promotion of the K&P Trail subject to a no fee basis.

Background Summary
Trails boost spending at local businesses. Communities along trails, often called trail towns, benefit from the influx of visitors going to restaurants, snack shops and other retail establishments. On longer trails, hotels, bed and breakfasts, and outdoor outfitters benefit.
Trails make communities more attractive places to live. When considering where to move, homebuyers rank walking and biking paths as one of the most important features of a new community.
Trails can influence business location and relocation decisions. Companies often choose to locate in communities that offer a high level of amenities to employees as a means of attracting and retaining top-level workers. Trails can make communities attractive to businesses looking to expand or relocate both because of the amenities they offer to employees and the opportunities they offer to cater to trail visitors.
Trails reduce medical costs by encouraging exercise and other healthy outdoor activities.
Trails revitalize depressed areas, creating a demand for space in what were once vacant buildings.
Trails provide low or no-cost recreation to families with low costs relative to other recreational services that could be provided by municipal government.
The costs of land acquisition for trails, trail construction and maintenance are outweighed by the economic benefits generated by trails.
Definitions The focus of trail development in Frontenac County has been off road trail systems, particularly the development of the K&P Trail to Sharbot Lake. However, for a connected trails network to serve a variety of activities, it requires a combination of off and on-road opportunities. Trail Trail refers to off-road facilities for use by walking, hiking, cycling, horseback riding, skiing, snowmobiling or using all-terrain vehicles. These off road facilities vary in their use based on the type of infrastructure or accepted use. Off Road Facilities (Trails) Depending on the level of use, these trails often can feel like an escape from busy arterial roads with vehicular traffic of all shapes and sizes. Construction costs can be less, as they have a lower weight requirement. of forms and be customized for a number of uses – from snowmobiling to hiking, cycling, mountain biking or cross country skiing to name a few. Some trails, such as the K&P, serve a number of uses, and are known as Multi-Use Trails. On Road Facilities (Active Transportation Infrastructure) Many cyclists visiting the County or commuting within the County prefer routes with a paved shoulder. Sydenham road is an example of an on road active transportation facility through part of South Frontenac Township with a paved shoulder and cycling facility. These facilities can form part of a larger transportation network. Farm operators also like paved shoulders on busy routes, as it makes it easier for their large equipment to be safely passed by automobile traffic. Route Refers to a route planned or followed for a particular purpose, such as a tourist trail that leads one to several key attractions along a set of roads, off-road trails or other facilities. This trail is well signed so that visitors can find their way from one destination to the next, and may have maps or other way-finding materials to provide information about the various experiences along the route. Global Context Trail development has benefitted many communities both small and large across North America and even globally. Multi use paths, hiking trails, and even on road infrastructure are spurring new community interactions and creating destinations for a variety of visitors who contribute significantly to local economies. Scotland Scotland’s West Highland Way brings 3.5 million pounds of economic impact on an annual basis, with 50k annual walkers and 168 jobs linked directly to serving the tourism industry generated by the walking trail. Europe Camino de Santiago is one of Europe’s most famous walking or pilgrimage routes, with the most popular route being “The French Way”, travelling hundreds of kilometres (778 km) from the French border to Santiago de Compostela, Spain. This trip is well known and is on many “bucket lists,” and is the setting of the motion picture starring Martin Sheen, called “The Way.” Quebec La Route Verte in Quebec estimates that athletic cyclotourists spend most (57%) of the money associated with the use of the Route verte, or a total of $54.6 million. People who live near the Route Verte also spend a considerable amount of money on Route-related activities — over $24.5 million.

Newfoundland The Newfoundland T’Railway is a converted railway bed that spans over 883 km across the island from St. John’s to Port aux Basques and is a multi-use trail welcoming hikers, cyclists, ATV users, cross-country skiers, horseback riders, and snowmobilers. This trail is the province’s contribution to the Trans Canada Trail and no user fees are charged except snowmobile permits in the winter. This trail is managed by a not-for-profit corporation with three employees, and it has recently set up a charitable organization to solicit private funding through donations for the maintenance and upkeep of the trail. The Great Allegheny Passage The Great Allegheny Passage (GAP) is a 241 kilometre non-motorized trail that passes through Maryland and Pennsylvania in the Eastern United States. The trail is built on a converted railroad bed, catering to activities such as bicycling and hiking, equestrian riding, cross-country skiing, and snow shoeing. The trail attracts an estimated 800,000 visitors annually, generating over $50 million dollars in direct annual spending attributed to trail use. The GAP has been named one of the best bike trails in the U.S., generating attention in national media outlets, including National Geographic Adventure, The New York Times, and USA Today. Regional Context The Frontenac K&P Trail is an important connection in the regional trails system for Eastern Ontario. Once completed, the K&P will provide a multi-use route connecting Frontenac to its neighbours through the Waterfront Trail, the Rideau Trail, the Cataraqui Trail, the Trans Canada Trail and improving the Algonquin to Adirondack route. In addition, as a North-South spine trail, it provides a link to future trails that may be developed across our communities. K&P Trail (Kingston) It is important not to underestimate the impact of the completion of the urban portion of the K&P Trail in Kingston, expected to be complete by June 2017. This investment improves the connection of the Frontenac Islands to the rest of the County by providing the ability for someone to step off the Wolfe Island ferry and onto the K&P Trail, traveling freely to Sharbot Lake and beyond using the off road trail route. The Waterfront Trail The Waterfront Trail (https://www.waterfronttrail.org/) is a popular cycle tourism route in Ontario, and it travels across the province along the Great Lakes and through the City of Kingston, connecting with the trailhead for the K&P Trail in Douglas Fluhrer Park. This connection is as valuable as the Trans Canada Trail as numerous adventurers passing through Kingston can be made aware of the northern connections to Frontenac. The Waterfront Trail already highlights the cycling connections to both Wolfe and Howe Islands, and provides another trail connection to link the Frontenac Islands to Kingston and Frontenac.

The Rideau Trail The Rideau Trail (http://www.rideautrail.org/) is a backcountry hiking trail that travels from Kingston to Frontenac Park in South Frontenac Township before it heads west of Buck Lake towards the Rideau Lakes and Westport. This trail route runs all of the way from Kingston to Ottawa, and is a well-known path for nature lovers. Cataraqui Trail The Cat Trail (http://cataraquitrail.ca/) is a major east-west route through the Frontenac Region, one that is well known by snowmobile users across Ontario. Using the Cataraqui Trail, trail users can move enter our region from both east or west, connect with the K&P and head north to Sharbot Lake and the TransCanada Trail or continue north the multi-use trail networks in North Frontenac, Lanark, Renfrew and the Addington Highlands. The Trans Canada Trail The Trans Canada Trail (https://thegreattrail.ca/) is celebrating the 150th Anniversary of Confederation in 2017 with the substantial completion of the first pan-Canada trail route. The completion of the K&P Trail from Tichborne to Sharbot Lake is one of the last outstanding trail links, as it enters Frontenac from the west, passing through Arden before it connects to Sharbot Lake, and heads south to depart Frontenac via the Cataraqui Trail just north of Lake Opinicon. Eastern Ontario Trails Alliance The EOTA (www.thetrail.ca) is a collection of regional trails managed and promoted under the auspices of a central governing body. Their objective is to promote trails and tourism throughout eastern Ontario. Federal Investment in the Trans Canada Trail (2017 - 2022) The federal government recognizes the contribution of the Trans Canada Trail to Canadian communities. The K&P Trail from Sharbot Lake to Harrowsmith forms part of the Trans Canada Trail route through Frontenac. The federal commitment is below: Canadians are fortunate to live in a country where we can enjoy its natural beauty while pursuing healthy, outdoor activities. The Trans Canada Trail is one of the world’s longest networks of multi-use recreational trails, comprising land and water routes across urban, rural and wilderness landscapes. When completed, it will be the longest recreational trail in the world, stretching nearly 24,000 kilometres from the Atlantic to the Pacific to the Arctic Oceans. The Trail connects people across the country, touching every provincial and territorial capital, and linking together 15,000 communities. Its vast network also makes it accessible—the Trail will be within 30 minutes of about 29 million Canadians. To complete, enhance and maintain the Trans Canada Trail, in partnership with the provinces and individual Canadians, Budget 2017 proposes to invest $30 million

over five years, starting in 2017–18, to be delivered through the Parks Canada Agency.1 Algonquin to Adirondack (U.S.) The Algonquin to Adirondack collaborative seeks to conserve the ecological landscape and connectivity through the region that links these two iconic parks in Ontario and New York State. As part of this initiative, a trail is envisioned crossing between the two parks. The completed K&P Trail could provide a clear, connected route through Cape Vincent, NY across Wolfe Island to Kingston, then travelling up the K&P through Sharbot Lake to Snow Road Station and beyond. This project has the potential to be of national and international significance as a trails destination. The County and City will be well positioned to advocate for the use of the K&P trail as the international border connection. North Frontenac Over 500 km of trails already exist within North Frontenac, used for ATV, Snowmobile, and hiking primarily. The K&P Trail travels north from Sharbot Lake through Central Frontenac to connect with these numerous trails. Frontenac Park Frontenac Park has approximately 160km of hiking trails within its boundary, consisting primarily of 11 main routes or loops for hiking. Island Trails Wolfe Island will play a critical role in connecting the Algonquin to Adirondack trail through Cape Vincent to the K&P Trailhead in downtown Kingston. A number of loops will be possible and it can begin with a signed on-road route. On Wolfe Island there are a number of tourist routes that have been created for adventures by foot, bicycle or otherwise. In addition, the islands are home to the Big Sandy Bay conservation area and the Howe Island Trail. Both are off-road trail experiences that are of interest to locals and tourists alike. Additionally, the trails master plan identifies the potential to incorporate the Wolfe Island canal into the trails network. Either through a rehabilitation of the canal and/or as a nonmotorized corridor. Existing Policy Since 2007, Frontenac County has set consistent direction towards development of a multi-use trail system by investing in the K&P Trail as the connecting spine, reaching from the Wolfe Island Ferry Dock in the City of Kingston north to Calabogie and beyond in Renfrew County.

Directions for Our Future (2009) The Integrated Community Sustainability Plan sets out a vision for our future which refers to “an extensive network of trails” that “weaves between lively communities, productive farmland, unspoiled forests and beautiful lakes.”2 This vision also refers to the growth of visitors in Frontenac: “Tourism is a prominent industry in the County and over half a million visitors each year take in the Frontenacs’ rich history, vibrant community life, gracious hospitality and unparalleled natural beauty.”3 This plan also sets out the generation of tourism related businesses, total multi-use trail kilometers developed, number of trail users and number of community facilities for recreational use as measures of success. County of Frontenac Trails Master Plan (2009) The County of Frontenac Trails Master Plan lays out a vision developed by the Trails Planning Committee and received by Council in 2009: “Trails in the County of Frontenac promote sustainable and healthy communities by encouraging residents and visitors to get active while appreciating the natural beauty and rich heritage of Frontenac County.”4 The Trails Master Plan identifies the national, provincial and regional contexts in which trail development has emerged, noting the $25 M federal investment in trails to grow jobs and recreational opportunities for Canadians and the Ontario Trails Strategy which sets out a framework to develop a system of world class, diversified trails in Ontario that are environmentally responsible and enhance quality of life. The Trails Master Plan also points The Master plan also notes that neighbouring townships and Counties have continuously invested in trails. A visit to the interactive map on the Eastern Ontario Trails Alliance website confirms a lack of trails connections in Frontenac County specifically. In 2019, staff anticipate an update to the Trails Master Plan in collaboration with Frontenac Townships. This would update the plan to include the completion of the K&P Trail spine through Frontenac, and support township trail loop development. This plan update would recognize completed work, including updates to municipal policies concerning fences, maintenance, and fees. The update would re-examine the inventory of trails across the County (both Township and County) and it would also anticipate next steps for trails promotion and development at the County level.

The Frontenac K&P Trail Implementation Plan (2009) In 2009, the Council of the County of Frontenac approved The Frontenac K&P Trail Implementation Plan which complies with the County of Frontenac’s Trails Master Plan. This plan identified the infrastructure investment and phased plan to build out over 40km of trail from Orser Rd to Tichborne. The K&P Trail Implementation Plan was approved by Council in September of 2009. K&P Trail Implementation Plan Phase 2: Tichborne to Sharbot Lake (2013) In 2013, County Council approved the final phase plan to complete the development of the Frontenac portion of the K&P Trail. This plan is currently under way, with staff working on coordinating land acquisition, construction and development of this final phase for the K&P trail in Frontenac. Subsequently, the City of Kingston followed this lead by committing to the completion of the urban section of the K&P and providing an additional community link to the Trans Canada Trail network. This project also establishes a new physical link between the Frontenac Islands and the rest of the County, as a new trailhead will be located in proximity to the Wolfe Island Ferry. Additional support and encouragement to complete this phase of the K&P Trail comes from the Trans Canada Trail, which seeks to open a complete ‘sea to sea’ trail route for Canada’s 150th birthday celebration in July of 2017. County of Frontenac Official Plan (2016) Section 4.1.4 of the Frontenac County Official Plan recognizes that trails (both for walking and cycling) can provide significant health, transportation, environmental, and economic benefits, including the following:
Active transportation modes use no fossil fuels and emit no gas emissions;
Cycling and walking provide an enjoyable, convenient, and affordable means of travel;
Physical activity improves cardiovascular and mental health, and is linked to the prevention of a number of diseases; and
Cycle tourism can benefit the economy of businesses across the Frontenacs.
This section of the plan also states that the County’s goal is to establish a wellconnected system of trails throughout the Frontenacs that will provide residents and visitors the opportunity to engage in active healthy lifestyles, to travel to key destinations, and experience the vistas provided by the County’s natural features and cultural resources.

Frontenac Brand (2016) The Frontenac brand highlights the qualities that make our region unique, among them the key theme of Recreation: Recreation: Frontenac embodies and promotes a recreational lifestyle, a Frontenac lifestyle. Frontenac provides the amenities and opportunity unbound by urban limits to access nature on your doorstep through trails, lakes and parks.5 This is complemented by qualities that celebrate the adventures to be had in Frontenac along with respect for the pristine, rural and heritage elements that contribute to a Frontenac experience. Economic Development Charter (2016) Two of the five pillars of the Community Economic Development Charter approved by County Council in 2016 prioritize the development of trails and recreational opportunities in Frontenac. Community infrastructure such as trails provides recreational assets for the community to access and use year round, improves property values, and increases opportunities for business retention, expansion or development with a focus on food, drink, recreation and supplies. In 2016 the Economic Development Charter was adopted by council pursuing a balance of economic strategies associated with the strengths of Frontenac’s rural assets. One of the three key pillars in this charter includes the “Trips and Trails” theme and another pillar highlights the recreational lifestyle as a driver for growth. “Trips” is taken to mean routes through the County, that include visits to lakes, shops, attractions or other assets located in Frontenac. “Trails” refers to the unique on and off road experiences for those who choose to travel for the purpose of using snowmobiles, skis, ATV’s, bicycles, or for the purpose of hiking and exploring by foot. Trails for Transportation Directions for Our Future sets out goals for increasing both trails and cycle-lanes as we respond to the community need for multi-modal transportation options that fit the needs of rural communities. Cycle lanes along Road 38 would be difficult to implement considering the high volume of motorized vehicle traffic that regularly makes use of the road. The K&P Trail passes through many of the same hamlets as road 38 and provides an active connection for walkers, joggers, cyclists, skiers and for personal recreational vehicles such as snowmobiles.

Staff are aware that the K&P corridor between Verona and Harrowsmith has seen increased use by students and families that seek an alternative to driving between each community when visiting friends and family. A comprehensive network of trails provides safe, active links, and options for transportation for people of all ages. Quality of Life As rural communities look to compete with urban environments, one of the key attractors is recreational opportunities within proximity to the homes and businesses of that community. There is clear evidence of a growing demand for facilities that support active forms of transportation and recreation. In order to make use of these facilities, the need to be planned and constructed to be integrated into a person’s day or activity for both recreation and utility. Increased investment and use of AT infrastructure can provide a means of appreciating and assisting in the protection of natural and cultural heritage resources.
Similar to the transportation benefits, by decreasing the number of people on the road, communities may be able to increase the lifespan of their community assets.
By engaging members of the community in the design and development of AT related infrastructure (including trails), it can bring together community residents.
When residents become passionate and committed to an initiative there can be an increase in community spirit.
When the design standard increases for community facilities it can, in some cases, spur on stewardship from local groups or engaged individuals.
Increased investment in cycling and trail infrastructure can increase local tourism and investment. Cyclists are more willing to spend time and money in communities which clearly support cycling.
As routes and infrastructure are developed there is also an increasing demand for supportive amenities. Communities may wish to invest in a local bike shop or tourism booth to promote trail routes and other activities. In these cases, there are job opportunities and increased local investment which may occur.
Tourism Tourism injects outside dollars into our economy every year, but in order to sustain or grow that economic benefit there needs to be community investment in infrastructure that supports tourism based activities. Trail development has been shown in multiple cases across the US and Canada to provide a community benefit that also supports activity from visitors to the area. The Visit Kingston tourism attraction website highlights trail activities in Frontenac as part of the marketing package to attract visitors to Kingston itself. This includes an on road cycling route between Battersea and Sunbury in South Frontenac Township. Rock Dunder, located along the Rideau System in the Township of Rideau Lakes, has become a popular day trip experience for tourists, university students, seniors, and families. It is a favourite location for selfies and Instagram photos. Establishing new trails and promoting existing trails can increase traffic from runners, hikers, cyclists, snowmobile clubs and other users in all communities across Frontenac. Wolfe Island for example, can be made into a day trip from a visitor to the City of Kingston when a successful trail experience is be highlighted. County Role
K&P Trail Spine
Development and maintenance of one (1) Trailhead in each Township along the K&P Trail
Regional promotion and visitor attraction to trails and trail opportunities.
The County is the authority that manages the arterial of our trail network, primarily consisting of the K&P Trail. Maintenance and problem solving for this section of trail is coordinated by the County with support from Township staff and dedicated volunteers across the community. The County will work to provide regional linkages with neighbouring municipalities and trail networks to increase access and use of our trails by a variety of user groups. This includes the development of one (1) trail access point, or trailhead, in each township to facilitate a convenient, user friendly experience for trail users. In addition, the County will lead in trail promotion across the County and provide support to Township trail network promotion and visitor attraction. This can include supporting businesses located along various trails seeking to connect further with local trail users and trail visitors alike. Township and Community Role

The Townships, hamlets and other communities located throughout Frontenac are responsible for the prioritization and development of local trail networks that are on and off road in and near to their communities. In addition, townships and local community groups should promote and seek opportunities to encourage businesses, attractions or other experiences along their trail assets. As Township Public Works department are responsible for the construction and maintenance of public roadways, any on-road route development should be led by Township Councils and staff. Economic Impacts of Trail Systems Numerous reports from trail groups across North America indicated increased assessment growth in proximity to completed trail systems. Trails can be used to address all three facets of typical economic development strategies: expansion, retention and attraction of businesses. Trails are particularly useful because they provide a free or low-cost recreational amenity while creating many opportunities to expose the advantages your community offers as a business location to people. Furthermore, trails reinforce your community’s desirability as a place to live and work to current residents and employees.6 In a 2004 report on the Economic Impacts of the Trans Canada Trail, it was noted that public investments in trail construction are typically repaid in less than 4 years through increased assessment values, increased sales tax revenues, and improved income taxes earned at businesses capitalizing on the trail connections.7 The Ontario Trails Council estimates that trail related activity contributes two billion dollars to the provincial economy every year. The economic impact of local trail users is often underestimated by officials due to the fact they spend less per person per day, but year round they generate the lion’s share of economic activity for businesses trails.8 The Great Allegheny Passage, open only to active transportation use, conducted a user and business survey in 2015. The results indicated that roughly 62% of trail users were planning an overnight stay with an overnight spending average of $124.58. This has increased by $26 since the 2008 trail user survey. The average day user spends roughly $18. Business surveys were collected online and the majority of these businesses that reported were from lodging, eateries, and retail. Businesses reported an overall increase in trail user traffic from 34% in 2013 to 41% in 2014. Their reported international traffic was 6%, up 1% from last year. 40% of the businesses planned to expand and of those reported to expand 67% attributed their expansion to the impact from the trail. Trails can be considered economic drivers as they attract new money to local businesses, which is reinvested in the local economy. Walkers/Hikers An economic analysis of the Bruce Trail revealed that 70% of all trail users spent money on non-durable goods during their visit to the region. Of those, the average expenditure was $60.99, most of which was spent within a 10km corridor on either side of the trail. Each group of visitors had an average of 3.12 persons.9 All-Terrain Vehicles (ATV) Quebec’s ATV sector generates over $700 million annually across the province, directly and indirectly.10

Snowmobiles Snowmobile user groups are known to have the highest economic impact of trail users. In Quebec, visitors from outside the province inject almost $18M in the provincial economy each person spending an average of $871 per trip.11 Cycling The number of trips on La Route Verte in Quebec was over 2.5 M, each person spending approximately $7-$8 per trip, resulting in total local spending of $17-$20 Million. Trail users spend money while away from home and also spend on various modes of transportation they use on the trails. The direct and indirect effects of trails use on rural economies are notable, and many communities that make up the network of EOTA trails benefit in the same way. Investment in the K&P Trail City of Kingston The City of Kingston recognized the opportunity to connect their downtown with the K&P Trail and to the Trans Canada Trail as part of the sesiquintennial celebrations for 2017. Kingston City Council directed staff to invest $3.4M into land acquisition and construction of 3 meter wide paved trail connecting the urban K&P to the established rural K&P connection at Binnington Crt. The City of Kingston will be hosting an opening event for the Trail on June 10, 2017 to mark the completion of the city’s section of the trail. Frontenac County Through effective use of grants, gas tax programs, and partnerships with local businesses and trails organisations, The County of Frontenac has invested almost $3.5M in the construction of the K&P Trail. Most of this funding was provided through grants or use of federal gas tax, as demonstrated in the table below. (next page)

User Fees At the November 23, 2016 Committee of the Whole budget meeting, the Committee of the Whole had a discussion around the amount of funding that the County is spending on Trails and that the Trail should start being self-sustainable. It was questioned if the County should start looking at charging a user fee as most other recreational areas such as Big Sandy Bay and other Trails charge a user fee. Subsequently, an action item was requested to have the Community Development Advisory Committee review the Trails Master Plan to look at including user fees. At the September 21, 2016 meeting of County Council the following motion was considered and approved: That the Council of the County of Frontenac accept the recommendation of the Community Development Advisory Committee, namely: That the Community Development Advisory Committee recommend that County Council enter into an agreement with Eastern Ontario Trails Alliance to maintain the Frontenac K&P Trail at $400 per kilometer subject to a no fee basis from Orser Road to Sharbot Lake. And That the recommendation be subject to the following:
- Negotiation of a Licence of Occupation with the Eastern Ontario Trails Alliance that reflects the “no fees” condition of the Committee recommendation;
- Council confirming that the procurement of EOTA meets the test of the County’s Procurement Policy, Article 5.13, in particular, the second last bullet “specialized experience, knowledge or expertise”;
- Consideration of a by-law to adopt the agreement be extended over two meetings in order to provide transparency;
- That public notice of the above be provided on the County’s website and social media channels. Should the recommendations in this report be accepted, a by-law to formalize the management agreement under the terms above will be brought forward to Council at its April 18th meeting for first and second reading. Upon adoption of first and second reading, public notification will be undertaken advising of Council’s intent to pass the subject by-law at its May 17th, 2017 meeting. Should any public complaints or concerns be expressed, a report will be brought forward to Council in May prior to third reading of the by-law. Challenges with User Fees As the K&P Trail between Orser Rd. and Tichborne intersects with many different roads and trail systems, with a total of 26 access points including trailheads in Harrowsmith, Verona, Tichborne and Sharbot Lake. intersections and access points would require significant human resources to enforce a user fee. Protected green spaces such as provincial parks and conservation areas have limited access through one or two gates or entry points making the logistics of enforcing a user fee much easier. This is well used at the Big Sandy Bay Conservation Area and Frontenac Park, however the nature of the K&P Trail is open and it is connected in the heart of many Frontenac communities. In addition, a large subsection of users will visit Frontenac County by following the trail from the City of Kingston, via the Cataraqui Trail, or by travelling the Trans Canada Trail. If a fee were implemented along the Frontenac County sections of the trail network, it is likely that it could dissuade trail users from continuing into Frontenac and the economic benefits associated with their activity would not be experienced in the communities located along the K&P Trail spine. Current Situation Prior to hiring the current Manager of Economic Development, the incumbent was responsible for all trails management, supervision and inspection. Council has previously expressed concern over the amount of time required to address trails needs. Staff have recommended previously that the potential EOTA agreement will relieve much of this burden. EOTA also provides a vital marketing component that will assist with promotion of the trail to EOTA clientele, increasing visitors to communities in our region who seek trails as part or all of their adventure in Frontenac. Currently, spring, summer and fall maintenance related work is contracted to South Frontenac Township public works within their boundary and with private contractors in the Central Frontenac portion. No written agreements exist for this service. Winter maintenance from Orser Rd to Tichborne is taken care of by the L&A Ridgerunners Snowmobile Club who manage the gates along the trail, clear brush and groom the trail for use by snowmobiles, skis, or other uses. The Ridgerunners also patrol the trail to ensure users are operating safely and have snowmobile permits affixed to their vehicles. This includes installation of provincially mandated signage. Snowmobile permits can be purchased directly from the Ridgerunners or online from the Ontario Federation of Snowmobile Clubs. The CAO, with the support of the Manager and the GIS Technician, is taking the lead in supporting the trails acquisition required in the Tichborne to Sharbot Lake section. Local support continues to be provided by Marcel Giroux and Wayne Robinson. Their efforts have been instrumental in working with local land owners and in routing the trail. Due to the complexity and cost of enforcement, the possibility of turning away visitors and local trail users, and staff does not recommend implementation of a user fee on the K&P Trail.

Donations Once created, many trail systems make use of not-for-profit organizations with charitable status to raise funds for trail improvements and investment through voluntary donations. The Great Allegheny Passage is managed by a third party charitable group (Great Allegheny Alliance) and operates on donations rather than a fee for use basis. Many Trans Canada Trail partners direct donations through the Trans Canada Trail for trail related support. Sustainability Implications Seeking the best possible trail marketing and maintenance options for the K&P trail will help ensure the Frontenac trails get maximum exposure and use. Participation in trail networks in collaboration with trail user groups is an important aspect to growing the opportunities associated with trail use. Financial Implications The cost to enter into a Licence of Occupation with the EOTA is estimated to be$16,800. This will require 50% of the current trails maintenance budget. This may make it difficult to accommodate some large in year expenses such as a large washout or a bridge repair not covered by the EOTA agreement. Recommendation This report is for information purposes only. Background In 2016 the County of Frontenac launched the “Advancing Economic Development Through Collaboration” strategy in partnership with each of the four townships along with financial support from the Ontario Ministry of Farms, Agriculture and Rural Affairs through the Rural Economic Development (RED) program. This regional strategy at the County level supports several grassroots economic development initiatives through the new Frontenac brand. One of the initiatives included as part of this strategy is the completion of an Accommodation Study with the purpose of identifying strategies to sustainably grow the number of accommodation opportunities across Frontenac County. After completing a competitive RFP process, the submission from MDB Insight received the highest ranking while also having the lowest proposed cost to Frontenac County. In early March, staff met with the consultant team to discuss scope and next steps in the study.

Comments Project Progress After launching the project, staff worked with the consultant team to arrange interviews with County Council members and provided relevant information regarding local assets. (Exhibit A). Staff requests input from CDAC Members regarding the accuracy of these lists. Next Steps Members of the consultant team will be following the steps laid out in the Project Charter (Exhibit B). This includes direct consultation with a range of tourism sector stakeholders and Frontenac Brand Ambassadors. Municipal Workshops have tentatively been scheduled and members of CDAC are encouraged to participate. Planning & Economic Development – Federal Budget Analysis
Recommendation This report is for information purposes only. Background On March 23, 2017 the federal government of Canada released its 2017 Budget to the public. The full budget can be found at the following link: Federal Budget Analysis regarding infrastructure, housing, and gas tax can also be found from both the Association of Municipalities in Ontario (AMO) and the Federation of Canadian Municipalities (FCM). Comment A few of the programs and funds announced may provide opportunity or require a response from Frontenac County, especially when viewed through a Community and Economic Development perspective including: Investment in Skills Training The federal government committed $2.7 billion over six years for labour market transfer agreements with the provinces and territories to modernize training and job supports, to help those looking for work to upgrade skills, gain experience, start a business or get employment counselling. In addition, $287.2 million has been budgeted over three years, starting in 2018-19, for a pilot project to facilitate adult-student access to student loans and grants. In addition, $395.5 million over three years was earmarked for the

youth employment strategy – something that communities may be interested in to prevent rural flight. Innovation It was noted by many commentators that “innovation” and its related words appear 364 time throughout the budget – highlighting the federal government’s desire to spark growth in the economy. The “innovation and skills plan” is intended to foster high-tech growth in six sectors:
Advanced manufacturing Agri-food, Clean technology, Digital industries, Health/bio-sciences Clean resources
Frontenac can benefit from several of these initiatives, primarily agri-food and clean technology. This can be done by supporting opportunities for research and development of new processes and industries in our region in partnership with postsecondary institutions and other organizations engaged in this research. Other innovation related budget announcements include:
A goal to double the number of high growth companies in Canada, particularly in digital, clean, technology sectors.
The government will provide a streamlined tool to attract and support new high quality business investments that accelerate areas of economic strength and expand the role of Canadian firms in global and regional supply chains.
$14 million will be invested over two years in Futurpreneur Canada – matched through government and private sector partners.
$400 million over three years through the Business Development Bank of Canada for a “venture capital catalyst initiative” to make more venture capital available to Canadian entrepreneurs.
Procurement The federal budget proposes to provide up to 50 million to launch a procurement program modeled after the successful US Small Business innovation Research program. It is expected that this program would be scalable for other jurisdictions to have the ability to participate in over time. Climate Change There was climate change focus in the budget including investment in projects focused on communities that seek to reduce emissions and adapt to new extreme weather conditions. Housing The budget dedicates $11.2 billion to cities and provinces for affordable housing over 10 years as part of the second wave of the government’s infrastructure program, $5 billion of which is to encourage housing providers to pool their resources with private partners to pay for new projects. Rural Growth Plan The budget confirms $2-billion dedicated to unique priorities of rural, northern and remote communities. This includes improving transportation opportunities and providing more reliable broadband. Gender Statement The government is proposing key investments in areas where they have determined a gender imbalance exists.
