2020-072 Community Development Advisory Committee K&P Trail Stakeholder Survey
Moved By: Seconded By: Be It Resolved That staff, after consultation with the CDAC, report the results of the K&P Trail Stakeholder Survey to Council in Q1 of 2021 as part of the review of the pilot initiative to extend ATV use on the Frontenac K&P Trail from Craig Road south to the Verona Trailhead at Bellrock Road until November 30, 2020. Be it Resolved That the Community Development Advisory Committee form a working group to examine the appropriate use of the K&P trail. Carried Ms. Hunter entered at 10:13 a.m. With respect to the K&P Stakeholder Survey it was the conclusion of the committee that the survey needs an additional review before being released to the public for feedback. It was noted that the current questions listed in the survey do not reflect the feelings of mixed use on the trail and that there needs to be more questions to understand how residents and trail users feel about this issue. Councillor Revill noted that he will drop out of using the trail if it continues to be a mixed use trail. Ms. Hunter questioned the length of the survey and stated that there should be a separate survey for the business sector. She also noted that she does not agree with the income section of the survey and believes this will deter residents from answering the survey. Councillor Revill noted that he agrees that the income section needs to be removed from the survey. Mr. Allen confirmed that the survey is structured so that all the questions are not mandatory and that based on the answers provided this will dictate the flow of the questions that the resident and businesses will be required to answer. Mr. Gilbert noted that he wants to include the question “Are you in favour of motorized vehicle use on the trail?” on the survey. He also noted that this survey does not recognize the disturbance to wildlife on the trail. Mr. Allen noted that he will include this question on the survey. Ms. Kloosterman asked for clarification from the council members in attendance regarding the importance of the recommendations and reports that come out of this committee meeting. Councillor Doyle confirmed that the purpose of this committee is to send information and recommendations to council. He stated that council looks forward to the committees input. Ms. Kloosterman noted that there is multiple complex issues when it comes to mixed use of the trail. She believes that there needs to be committee members looking into issues such as construction, wildlife, ecological impact and stakeholder input. that the survey is only one moving part in a larger issue and wants to ensure that the other issues are factored into the decision of the extended use of mixed use on the trail. Mr. Gilbert noted that ATVs cause destruction of the trails and there is also a social issue with ATVs that will effect a lot of users. Councillor Doyle exited meeting at 10:45 a.m. b)
2020-073 Community Development Advisory Committee Launch of Visit Frontenac Website and Social Media
This report is for information only. Mr. Allan provided an overview and screen share of the new Visit Frontenac Website. Ms. Hunter wanted to confirm that it is on all platforms. Mr. Allen confirmed the website is published on all platforms. Ms. Hunter wanted to know if we have all County attractions listed on the website. Mr. Allen noted that the County continues to add additional information on the website and if local vendors send in requests we can highlight their events. d)

2020-076 Community Development Advisory Committee Revised K&P Trail Stakeholder Survey
This report is for information only. Councillor Doyle questioned the appropriateness of Question 30, background and race, being included and what useful information it would provide, to which Mr. Allen clarified that this information is required for Federal and Provincial funding. The government is looking for an increase in people of colour having access to public infrastructure and is asking for the County to report on these types of statistics. For example the Community infrastructure program fund requires an increase in indigenous use of the local infrastructure. He stressed that it is not a requirement for those completing the survey to fill out this information. Councillor Doyle is concerned some may take offence to this question. He questioned if there is a way to get this survey up to North Frontenac where there is more of an indigenous community. Mr. Allen noted that he will be providing this survey to as many people as possible across the County and will work with all of our County partners to do so. Mr. Gilbert wanted clarification on why the survey is geared more towards businesses and less towards people that use the trail. He asked where this survey will be located. Ms. Vandervelde clarified that the survey is structured in a way that will populate questions based on the responses given. She noted that the survey will be located on the County website. Councillor Doyle requested clarification from the committee regarding the removal of ATV use on the entire trail as he never got the impression that this was the direction of the Committee. He was under the impression that the only issue was the use of ATVs from Bellrock Road to Craig Road. Ms. Kloosterman indicated that if the committee wants to examine the use of ATVs in general we need to go back to Council so, she agrees that at this time, we only look at

ATV use in Verona She feels there are issues with ATV use on the trail, however is not certain if the Committee is ready to do that large of an overview of the use of the trail. Mr. Gilbert feels the committee is very poorly advised on the impacts of ATVs. This isn’t just an opinion and preference in a specific area there is a large issue. Although, for now he agrees that the Committee should only look at the section running through Verona. The Committee questioned the criteria around grant funding from Trails Canada and if a requirement of the funding was that no motorized vehicles be allowed on portions of the trail that utilized this grant funding. It also questioned if Council were aware of the criteria around the use of Trans Canada Trails funding. Mr. Allen clarified that County Council will be discussing the proposed working group to evaluate ATV use on the trail in general as requested by the committee at the last meeting. ATV use in Verona will be back in front of County Council after we complete the survey and after we bring the survey and the information to this committee later this year or early next year for input. He will have parts of the Trans Canada Trails agreement for information as well as any comments from Trans Canada trail at that time. In terms of the working group, it was staff’s understanding from the last meeting that the Committee wanted to look at two issues, the portion in Verona from Bellrock Road to Craig Road as directed by Council and the entire trail in terms of appropriate uses. Recommendation This report is for information purposes only. Background On the September 16 County Council agenda, Report 2020-087 included background information on the intent and scope of the Economic Development Service Review. Blackline Consulting has since made significant progress on the first stage of the review, compiling and reviewing relevant documents, and completing many interviews with stakeholders and the selected group of comparator municipalities. Comment On October 8, Ian Shelley, Engagement Lead for Blackline Consulting, will facilitate a conversation with the Community Development Advisory Committee as part of the Economic Development Service Review. Committee members are encouraged to review the following questions in advance of the meeting:
- How well is the Economic Development department achieving the priorities related to economic development as outlined in the Frontenac County Strategic Plan?

Financial Implications The costs associated with the Economic Development Review will be supported 100% by a grant through the Municipal Modernization Fund.
