Recommendation This report is for information only Background Report 2020-072 was presented at the regular meeting of the Community Advisory Committee held on August 13, 2020. The recommendation was deferred, as the committee wished to see additional questions added to the K&P Trail Stakeholder Survey. At that time, the committee also passed a motion to form a working group to evaluate the appropriate use of the Frontenac K&P Trail. Discussion During discussion the committee requested two questions be added to the survey. The first question was regarding whether ATV’s should continue to have access to the K&P Trail from Craig Road to the trailhead at Bellrock Road after the pilot project ends in 2020. Staff have included the following question: 23. As part of a pilot project in 2020, the County provided 4 km of additional motorized access between Craig Road and the Verona Trailhead at Bellrock Road to improve ATV access to local businesses and safe loading and unloading at the Trailhead location. In 2021, the County should:

□ Make ATV Access to the Verona Trailhead through Verona permanent □ Continue the pilot project for another year □ Return to the policy of ATV access beginning at Craig Road. The second question proposed by the committee was to ask if respondents are “in favour of motorized use” with respect to the entire Frontenac K&P Trail. While staff had initially indicated that inclusion of this question would be possible, further consideration has revealed that this question would imply that County Council wishes to reconsider the existing policy of allowing motorized use on the trail north of Verona, or potentially expanding motorized use south of Verona. At present, Council has only asked that the portion of trail between Craig Road and Bellrock Road be reported back on. For the Committees reference, the following motion was approved by County Council at its regular meeting held May 20, 2020 e)

Carried While the Community Development Advisory Committee terms of reference permit the committee to create a working group, the topics considered by CDAC and any working group fall within Council’s current direction. Any deviation from this direction must be approved by Council. In terms of background on the current policy for the K&P Trail approved by Council, in May, 2011, County Council established a Trails Advisory Committee whose mandate was to advise Council as the County started the process of developing the K&P Trail. This included representation from user groups, members of the public and adjacent land owners. It also included extensive public consultation and working with consultants as the County established its Trails Master Plan. As a result, Council authorized ATV use on certain portions of the K&P Trail. Since Council has not considered changing this direction, the Committee must first recommend to Council that the County begin to reevaluation of this policy. A staff report outlining this request will be brought to the regular meeting of County Council on September 16, 2020. Should this request be approved by County Council, the committee may develop an additional survey to evaluate the community support for a larger change to permitted uses along the Frontenac K&P Trail. Additional Survey Improvements In addition to the new survey question provided by the committee, staff made a number of minor changes to the tone, layout and language of most questions. It was also determined by staff that feedback with respect to the overall condition of the trail and the identification of potential improvements would be valuable information to capture as part of this exercise. The following questions have also been added: 25. In general, how do you feel about the overall condition of the Frontenac K&P Trail surface? 26. Are there any specific maintenance or infrastructure issues on the Frontenac K&P Trail that you feel the County should address? 27. Frontenac County would like to identify ideal spaces for benches and rest areas to support increased trail use for all ages and abilities. Is there a location that you feel would benefit from a bench or rest area? 28. Are there any other amenities or improvements that you would like to see the County make to the Frontenac K&P Trail? (Please feel free to be specific) Finally, additional demographic questions regarding ethnicity, spoken languages, and were added to support grant reporting requirements from the County’s funding partners. This survey will be launched on September 16, 2020 and remain open until November 30, 2020.

Strategic Priorities Priority 1.2: Refine and invest in efforts to accelerate economic development — to grow businesses, attract more visits and expand the tax base. The overarching strategic goal for the Frontenac K&P Trail Project is to create economic opportunities for local businesses through the locals and tourists who participate in the Trail experience. Recommendation Be It Resolved That staff, after consultation with the CDAC, report the results of the K&P Trail Stakeholder Survey, as amended through report 2020-076, to Council in Q1 of 2021 as part of the review of the pilot initiative to extend ATV use on the Frontenac K&P Trail from Craig Road south to the Verona Trailhead at Bellrock Road until November 30, 2020. Background In November 2019, the final connection between Kingston and Sharbot Lake was made on the Frontenac K&P Trail. Immediately, use began to rise as a result of this connection, and during the COVID-19 Pandemic the trail experienced explosive user growth as community members sought out outdoor activities that could be experienced at a safe distance from others. Discussion Staff have brought the draft survey attached to this report to the committee’s attention for input. This survey is meant to be conducted on an ongoing basis, and annually, in order to capture the best possible understanding of trail users and the related economic benefits. While capital trail development continues, staff have also begun to consider programs to engage with trail users in order to create economic opportunities for local businesses.

In addition, staff have identified a need to capture the sentiment of a variety of trail stakeholders, from local users to visitors and as well as to the businesses that may wish to benefit from trail activity. As such, staff propose long term online survey be created and activated until November 30, 2020.
