Brian Teefy summarized the proposed recommendations by priority area: infrastructure and market housing; affordable housing; health care Noted AMO’s upcoming pre-election package. EOWC staff to review draft multi-ministry recommendations, which align with existing campaign asks. Infrastructure Bumping up OCIF to try to tackle infrastructure deficit Eastern Ontario. Instead, asking for funding separate from OCIF. Discussion on whether sharing a portion of provincial land transfer tax back to municipalities should be an advocacy point. There has been work done on this with a significant financial return to municipalities. Meredith adding that the EOWC submitted a letter to LAS re: water and wastewater feasibility study – perhaps we bring up MSC at multi ministry. Infrastructure - Market housing Staff asked to make it a separate recommendation but under infrastructure priority. Discussed recommendations here – focus on some funds other than BFF. E-permitting solutions with an opt-in approach and tied funding – not top down regulation. Advocated leveraging publicly owned land to support housing initiatives through services, sales, or partnerships. There were concerns about delays in processes for Crown land disposition. Proposed funding and policy support to address these challenges. Discussion on distinguishing between funding for capital projects and process delays in land acquisition – there is need for clarity in recommendations StrategyCorp to adjust 2 sub bullets to hit both points. Discussion on challenges with infrastructure loans – municipalities building provincial housing with provincial dollars and get charged interest back to province. This is a good

Affordable housing Recommendations are an add-on / rural supplement to housing programs that would go to service managers. Prevent homelessness from occurring, help people stay in housing, new builds, etc. Ontario Works is not updated and people are unfairly compensated. Alison Tutak expressed concerns about potential implications in public housing – that were not housing those in need because of rent and utility scales. It is essential not to violate housing waitlist and protocol standards. Maybe we include ODSP. Rent and scales are specific to that. Brian clarified that it is not about excluding OW or ODSP recipients but about the financial challenges of maintaining housing with less money. Agreed to rework the language for clarity. Alison highlighted that increases in shelter allowances would still penalize municipalities due to unchanged rent and utility scales. Health care Key focus is on community paramedicine. Discussion on the focus of doctors or primary care physicians Note to not focus on NPs or physicians – just state primary care so it can mean a lot of things. It blends the first 2 bullets – primary care professionals The ask should be “investing in local solutions for primary care”, emphasizing flexibility based on community needs (e.g., clinics, Nurse Practitioners). Ensure that recommendations reflect the language and priorities of elected officials and address localized healthcare gaps. Proposed including a thank-you to acknowledge the Province’s efforts in the health care portfolio (new nursing programs, providing LTC funding, etc.) Next steps The final version of the campaign will put this on the EOWC website. EOWC staff to develop handouts, graphics, etc. In preparation for the January AGM and ROMA 2025 Conference. [Gary left at 8:50 a.m.] • •

Multi-Ministry Request Discussion Meredith discussed the multi-ministry request to be
submitted. General focus is on being a partner, growing our economy, etc., and reinforcing messaging from the EOWC Infrastructure Policy Paper, reinforcing our deficit, shaping funding to fit small-urban and rural • MOI – ask 1 –feedback: o Noting that these asks are in line with AMO using a rural focus • Example: Mississippi Mills is at 93% capacity for wastewater, leading to moratoriums on new builds – Province wants growth, but some municipalities cannot keep up. • There is a lack of provincial support for municipalities in making informed decisions about infrastructure. Lessons from past projects, such as Westport’s system failure, underline the need for guidance and best practices. • MOI – ask 2 – feedback: • Municipal Service Corporations: 3 key points: o 2 different models – urban and rural model o Focus on economies of scale, and also needs to ensure that capital and operational responsibilities of MSCs are together in term of liability, cost, efficiency, etc. o Municipalities need to be part of the conversation moving forward as decisions are made o Feedback: Add in water/wastewater re: MSCs for context. • Include Ministry of Environment – individual municipalities are spending millions in EA studies to come up with the same answer. Not a main point but a smaller point • MMAH – asks – feedback: • Similarly referencing key data from Infrastructure Policy Paper – showcasing infrastructure and housing go together. • One point is in Eastern Ontario is that affordability is achievable, but municipalities need the support for that. • Ask 1: o Accelerate housing faster to meet the growing demand o Verbal explanation sounds different than how it is worded. Provincial investment does not have money for everyone – so recommend saying municipal land specifically. o Add capital funds for lands • Ask 2: o Marcia: do you think there’s money left in that MHICC? o Previous discussion on tying it to an existing program vs creating something new o Marcia: I think then it needs to be position then as continue to put money in to this program so rural can get it. We need money. There Is a rural stream. Some of

us did get it. Ask 3: (bucket of asks): o Alison: question - in the specific ask – innovation homelessness prevention service – do we mean innovative affordable housing solutions? Maybe one bullet underneath then could be increased funding under HPP. o General question regarding if at some point are we talking about uploading all homelessness. If meeting with opposition parties…? MRA – ask – feedback: o Focused on rural economic development. The “ask” is more of an agreement, support, we need a rural lens across municipalities, etc. o Increase size and scope. o If we have this ask for MRA, we need some examples – cutting red tape examples. It could be a good idea to talk about it if they are going to announce something. With RED, they’ve expanded the scope to include RED in last round of housing. o They have to consider housing and infrastructure, they’re key econ drivers in all communities, and need to recognize that in future funding. RED has been smaller (tens of thousands), they need to expand that MOF – no ask – feedback: o Add an ask - more OCIF funding and a formula that’s transparent based on population. o Note: They’re changing the formula next year o No need to ask for increased flexibility. o Note: this is one where municipalities may get punished for good fiscal management. So being consulted with on any rollout of new formula

The Eastern Ontario Regional Network is administering the Expression of Interest (EOI) on behalf of the Eastern Ontario Wardens’ Caucus and its’ member municipalities
Information
Background The County of Peterborough is issuing this Request for Expression of Interest on behalf of the Eastern Ontario Regional Network, who is administering the Expression of Interest (EOI) on behalf of the Eastern Ontario Wardens’ Caucus and its’ member municipalities. Eastern Ontario is facing a housing crisis characterized by rising demand, limited supply, and infrastructure gaps. The Eastern Ontario Wardens’ Caucus (EOWC) - representing 103 municipalities over 50,000 square kilometres - offers an opportunity to lead a regional, coordinated response. By leveraging the EOWC’s collaborative governance model, municipalities can work with private home builders and the Ontario Government to build housing faster through scalable solutions.
A Regional Model for Action Our municipalities are committed to doing their part by using all available policy tools to meet Ontario’s housing goals. In partnership with the Eastern Ontario Regional Network (EORN), the EOWC is launching a regional Expression of Interest (EOI) process to identify private sector partners interested in delivering housing on ‘ready-to-go’ municipal land. Our municipalities have identified municipally owned sites that could be considered for the development of housing solutions to address Ontario’s needs for housing at all levels. Why a Regional Approach Makes Sense
- Economies of scale and shared resources: A regional approach enables municipalities to pool resources, streamline planning, and coordinate infrastructure investments. Bulk procurement, shared services, and joint funding applications increase efficiency and reduce cost, duplication and delays.
- Coordinated infrastructure planning: Housing growth directly depends on infrastructure capacity. Through the EOWC, municipalities can work collectively to align water, wastewater, and transportation projects—ensuring readiness for new builds and improving access to provincial and federal funding.

- Policy alignment and advocacy power: The EOWC provides a unified voice to advocate for policy changes and funding. A regionally coordinated plan strengthens the case for targeted investment in Eastern Ontario and ensures that rural needs are not overshadowed by urban-centric policies.
- Tailored solutions for diverse needs: Eastern Ontario includes both growing small cities and rural areas. A regional lens allows for strategies that reflect local contexts, such as modular housing, rural servicing innovations, and incentives for workforce and seniors' housing.
Regional Expression of Interest: Phase 1 Sites
This Phase 1 map identifies five priority properties across municipalities as part of this first issued EOWC REOI. It is anticipated that additional properties will be put forward as part of later phases as part of a ‘rolling process’. Further information regarding the properties can be found in Appendix A. 2

REOI Intent
This Request for Expression of Interest (REOI) is intended to identify development partner(s) to support the creation of additional affordable housing supply. This REOI identifies municipally owned properties that are:
Zoned residential Services are present (water and wastewater) Shovel ready and shovel worthy
This is not a Request for Proposal, and any information submitted or compiled is non-binding on EORN, EOWC or the participating municipalities.
Objective
The REOI is intended to provide the information necessary for developers to consider the property for affordable housing development and is intended for the developer to identify:
Any barrier to development; Any requested financial or other contribution needed for the development (outside of what is already available); The estimated number and type (1 bedroom, 2 bedroom) of housing that could be developed; Any other opportunities, threats or ideas that the developer may identify for each site (e.g., modular housing). Your timeline for commencement of the development and the period unit completion and occupancy of all units; The scope of affordability (i.e. how many units of the overall development will be affordable, and what level of affordability will be provided.) How will affordability be delivered? 0% mortgage?; Your proposed form of development, the total number of units, and the built form (i.e. single detached, semi, tri-plex, multi-unit, multi-story, etc.); Whether or not modular building will be utilized; Respondents shall clearly set out and attach to their EOI Submission all due diligence self-satisfaction conditions that the Potential Purchaser would with respect to the Property of Interest, and which (if any) types of documents would be requested by a proposed purchaser in the event of a potential sale; Any anticipated in-kind or procedural support anticipated of the corporation as a part of the development, such as fee relief, zoning change facilitation, land severance; and Estimated costs. 3

Respondents are encouraged to provide detailed information about, at a minimum, their organization, corporate and social values, previous experience in this space, details about the proposed project team and confirmation of available resourcing (financial and otherwise) that would be required to implement their proposal. We acknowledge that a partnership could take many different forms, including but not limited to shared or full private ownership models, a municipal role in the operation, however all proposal elements must within the realm of possibility, from a legal or any other perspective, to be implemented by a municipal entity in partnership with a private sector or not-for-profit entity The submitted Expressions will be reviewed by the EOWC, EORN and applicable municipal property owner (see Appendix A - Property Information). EORN, EOWC is in no way bound to advance with the development/disposition of the property. EORN/EOWC is in no way responsible for any costs a party incurs to respond to this REOI or any subsequent negotiations, be they successful or unsuccessful. All information supplied in concert with this document is done in good faith and to the best of the respondent’s knowledge. Where a Respondent has interest in more than one property, the Respondent is to submit a separate Expression of Interest (EOI) Submission for each property and, within each submission identify on the EOI Mandatory Response Form (to be included in Appendix) if multiple submissions are being made. Where a Respondent has interest in more than on property for the purpose of development of a multi-unit residential building the Respondent should clearly indicate this information on the EOI. The Eastern Ontario Wardens’ Caucus (EOWC) and the Eastern Ontario Regional Network (EORN), together with the Prince Edward County Affordable Housing Corporation (PECAHC), is inviting firms and individuals to submit expressions of interest in partnering with the PECAHC to develop one (1) surplus property located within the Town of Wellington for the purposes of developing affordable housing. The property is as follows: 230 Niles Street, Wellington, Ontario, PEC The EOWC, EORN and the Prince Edward County Affordable Housing Corporation welcomes expressions of interest which would realize a development that would be and/or include affordable housing units and maximize the long-term value of the property to the municipality and/or the community. In accordance with Prince Edward County’s Municipal Capital Housing Project Facilities By-Law, “Affordable Housing” means: (a) In the case of home ownership, the least expensive of: i. The EOWC is launching a regional Expression of Interest (EOI) process to identify interested partners and the parameters needed to deliver housing on ‘ready-to-go’ municipal land.
Why a Regional Approach Makes Sense
Economies of scale and shared resources A regional approach enables municipalities to pool resources, streamline planning, and coordinate infrastructure investments. Bulk procurement, shared services, and joint funding applications increase efficiency and reduce cost, duplication and delays.
Coordinated infrastructure planning Housing growth directly depends on infrastructure capacity. Through the EOWC, municipalities can work collectively to align water, wastewater, and transportation projects—ensuring readiness for new builds and improving access to federal and provincial funding.
The Problem: Eastern Ontario is facing a housing crisis characterized by rising demand, limited supply, and infrastructure gaps. The Eastern Ontario Wardens’ Caucus (EOWC) representing 103 municipalities over 50,000 square kilometres - offers an opportunity to lead a regional, coordinated response. By leveraging the EOWC’s collaborative governance model, municipalities can work with home builders and the Ontario Government to build housing faster through scalable solutions.
Policy alignment and advocacy power The EOWC provides a unified voice to advocate for policy changes and funding. A regionally coordinated plan strengthens the case for targeted investment in Eastern Ontario and ensures that rural needs are not overshadowed by urban-centric policies.
Tailored solutions for diverse needs Eastern Ontario includes both growing small cities and rural areas. A regional lens allows for strategies that reflect local contexts, such as modular housing, rural servicing innovations, and incentives for workforce and seniors’ housing.
Data-driven decision making A centralized, region-wide approach supports consistent data collection and forecasting. The EOWC can use shared analytics to identify housing needs, monitor progress, and ensure accountability across jurisdiction.
Private Lands Streamlining The EOWC aligns with the Province’s approach by identifying private lands and fostering strong publicprivate partnerships. This enhances the land review process and supports proactive planning for future development across Eastern Ontario.

This Phase 1 map identifies priority properties across municipalities as part of the EOWC EOI launching in Summer of 2025. It is anticipated that additional properties will be put forward as part of later phases as part of a ‘rolling process’.

Municipal long-term care homes across Eastern Ontario are already facing challenges attracting and retaining staff. Introducing this individual offence in Bill 14 will worsen the existing health human resources crisis at all levels, impacting front-line staff, volunteers, leadership, licensees, officers and directors, and members of boards and committees of management. The workforce in other healthcare settings do not face potential liability for a regulatory offence relating to the care they provide. With persistent staffing shortages, this provision could mean that that leadership, including both the administration and Boards of governance in the home or municipality, would be failing to take steps to prevent abuse or neglect if a resident does not receive d t th h l k ft i t t ff

Some municipalities are already questioning their involvement with long-term care beyond the requirements of the Act. Municipal Asset Management Plan (AMP) status, next steps, and sustainable funding for small-urban and rural communities to ensure the AMPs can be delivered. The AMPs allow provincial funding to flow to projects in the most efficient way possible.

The EOWC’s small-urban and rural municipalities – compared to larger cities - lack the tax base to raise funds that will adequately address what is needed to maintain municipal infrastructure assets, let alone builds new ones. This is demonstrated throughout the EOWC’s “Mind The Gap” Municipal Infrastructure Policy Paper. Municipal Councils are working hard to meet the July 2025 deadline to finance Municipal Asset Management Plans, required under the Infrastructure for Jobs and Prosperity Act, 2015. While the development of these provincially-mandated Asset Management Plans was arduous, it will be equally hard to ask our residents to accept tax increases to fund these plans, especially so close to a municipal election. The EOWC will bring forward regional data around member municipalities AMPs and looks forward to partnership and discussion to ensure municipal assets can be maintained and new assets can be built across our region.

The EOWC initially discussed during our meeting with the Premier and Minister flack on May 13, 2025, and was directed to bring back further updates following its release and further consultation with the housing development sector.

The AMO conference is organized annually by the Association of Municipalities of Ontario. Small-urban and rural municipalities are struggling to meet Asset Management Plan (AMP) requirements due to significant funding gaps and limited fiscal capacity compared to urban areas. Sustainable provincial funding support is needed to ensure projects get built and completed as part of the AMPs

Many communities face aging infrastructure deteriorating faster than it can be addressed, putting essential local services at risk. Small-urban and rural municipalities struggle to meet AMP requirements due to significant funding gaps, limited fiscal capacity, and challenges such as lower population densities, longer distances between communities, and less diversified economic development. Municipalities are streamlining planning to support our shared goal of building housing faster.. In order to get shovels in the ground for housing projects, provincial capital funding is required in small-urban and rural communities with smaller tax bases

Specifically, there is a need to target HEWSF investments to areas with fewer units that have a high impact potential in small-urban and rural communities. The EOWC will look to share and discuss housing starts across the region, which could be further expedited with provincial investment in capital.
