Fairmount Home – Water Report
Background Fairmount Home identified the need to review its water treatment to ensure the system is optimal in all respects. A Request for Proposals for a water treatment engineering study was released on May 5, 2011 and Genivar was awarded the contract.
Comment A copy of Genivar’s final report has been circulated to Council members and a verbal summary of the report is scheduled to be provided by John St. Marseille, a representative of the company at this meeting. At the time of the writing of this report, we understood the recommendations to be:
- To ensure continued compliance with MOE requirements, the operational and maintenance requirements detailed in the report Engineering Evaluation Report – Water Treatment System Upgrades – Frontenac Management Board – Fairmount Home for the Aged (2006), must be followed.
- The Permit To Take Water, which expires on October 31, 2011, must be renewed within a timely basis. This will require MOE dialogue and evaluation of the water supply taking and possible impact(s) on other supplies.
- Well #1 (basement) and Well #2 (outside) demonstrated raw sodium concentrations in excess of the Health advisory (20 mg/L). If this occurs for the treated water, then the Medical Officer of Health must be notified.
- Well #1 must be decommissioned as per O.Reg. 903 and a new well designed, constructed and tested. The new well’s possible influence on the quality and quantity of the existing supply well #2 and Country Pine’s well (and possibly other nearby wells) must be determined. 5) The facility’s water budget should be updated to evaluate water consumption and conservation opportunities (e.g. lawn watering, filter backwash, etc.). 6) A common database (e.g. spreadsheet) of all water consumption and analysis data (laboratory chemical and bacteriological data plus grab sample readings (e.g. pH, chlorine, etc.)) should be utilized and updated on a regular basis. 7) The opportunity to blend softened water should be evaluated to optimize treated water hardness to impart some additional pipe corrosion protection near the chlorine injection points. Alternatively, the use of plastic piping should be considered (e.g. grades of PVC). While recommendations 1, 3 and 6 can be easily addressed through amendments to policies and procedures, the remaining will require financial resources to complete. We have consulted with the representative from Genivar and received a quotation of $5,800 plus taxes to complete and submit the Permit To Take Water. This quotation includes: preconsultation with the Ministry of Environment; review of water demand (past and future) and conservation opportunities; installation of water level sensors in accessible wells to monitor water level changes during normal well use – no pumping test is planned (i.e. they will use reports of past pumping tests to support impact evaluation augmented by recent water quality and (well) water level data); and interpretation as well as reporting. As stated earlier, the current Permit To Take Water expires on October 31, 2011. We have also consulted with the representative from Genivar and received a quotation of $10,050 for the following work:
- Review, design and coordinate (with contractor) decommissioning of well #1 (basement well) per O.Reg. 903 (Wells).
- Design and coordinate siting/construction of a new supply well (#3). They have not allowed for a budget for the well contractor or design of ancillary components (i.e. trench, waterline to building, connectivity to water supply/treatment, etc.) but can do so if requested.
- Coordinate and complete 24-hour pumping test and monitoring. This task includes: deployment of water level sensors in well #2, well #3, Country Pines well and 1-2 other private wells (with owner permission); water quality sampling at the pumping well (total of 3 tests over 24 hours); well head measurements (pH, temperature, conductivity, Cl2 residual and turbidity); data compilation, evaluation and reporting. Note that disbursements for a well contractor, pump rental, generator, etc. are not included.
- Prepare and assist with contractor procurement and administration for Tasks 1, 2 and 3. As the quotation does not include a budget for the well contractor and as we wanted to provide Council with an idea of the financial scope of this project, we did contact a local well drilling company to get a high level estimate on the cost of decommissioning well #1 and the drilling of a new well. We were also hoping to get a price per metre for trenching, etc. At the time of writing this report the well drilling company had not been on site. Upon the approval of Council, we anticipate that the design and siting of a new well will be completed before the spring of 2012. The new well will be drilled in 2012 with the decommissioning of well #1 taking place immediately thereafter. Council should note that as well #1 is situated underneath the County front entrance, the capital work budgeted for this area in 2011 has been put on hold until the well issue is understood and resolved. This front entrance work will be brought forward to 2012.

Sustainability Implications Acting upon the recommendations made by Genivar will ensure that the residents of Fairmount Home have access to clean water; conservation opportunities are identified and that water use is carefully monitored. Financial Implications As noted above, the estimate for the completion and submission of the Permit To Take Water is $5,800 plus taxes. The estimate for the review, design and overseeing of the decommissioning of well #1 and drilling of a new well is $10,080 plus taxes. While the costs for the actual decommissioning of well #1 and drilling and connection of the new well are not currently available, we do wish to move ahead with an RFQ for this work as it will need to be completed in early spring of 2012. The dollars would be included in the 2012 budget presentation. Any further costs associated with the recommendations will be included in the 2012 budget presentation. Recommendation RESOLVED THAT the Council of the County of Frontenac receive the Fairmount Home – Water Report for information; AND FURTHER THAT the Council of the County of Frontenac authorize the release of an RFQ for the decommissioning of well #1 and for the drilling and connection of a new well.
