Fairmount Home – Accreditation 2012

Background Fairmount has participated in the Accreditation Canada accreditation program for many years, most recently being awarded a three-year accreditation which expires in February 2012. The current Accreditation program called Qmentum includes updated standards and focuses on Required Organizational Practices (ROPs) which look specifically to resident safety. There are also requirements for the use of various instruments built into the Accreditation Canada portal and a Quality Roadmap function which is to identify areas of improvement based on the results of the instruments. Of particular interest to Council are the Sustainable Governance standards. Comment The Sustainable Governance standards focus specifically on the governance of the Home by County Council. As set out in the accreditation documentation, “the aim of the standards is to help governing bodies meet the growing demand for excellence in governance practice in Canadian health care organizations. They are a response to system-wide changes in structures for health care delivery, and the increasing need for public accountability. They are built on five key functions of governance: developing the mission, vision and values; collecting and using knowledge and information; developing the organization; building relationships with stakeholders’; and demonstrating accountability”. There is an Accreditation Canada required instrument in the Sustainable Governance standards that is called the Governance Functioning Tool which must be administered at least once every three years. This is an on-line questionnaire that addresses the governing body’s structure, membership, roles and responsibilities, meetings and decision-making processes and process of evaluation. Using your responses Accreditation Canada will develop a Sustainable Governance Quality Roadmap which will provide Council areas on which it can focus improvements. Please be advised that as per Accreditation Canada, if there are any questions in the questionnaire referencing the CEO the reference is actually to the Administrator of the Home. All members of the governing body are required to complete the questionnaire. A link to the questionnaire will be provided by the Home along with the password via email. We have set the questionnaire to be open from July 7 to July 21 and have been advised that it will take approximately 20 minutes to complete. We understand from Accreditation Canada that the questionnaires are confidential and will not be seen by the surveyors. Sustainability Implications The Health and Social Services Vision Statement from the Directions for Our Future document states:

Residents (both permanent and seasonal) are able to access high quality health care and professional social services through a network of care facilities and programs in the Frontenacs. The County fosters the network of health care and social service providers through development, maintenance, attraction and retention programs. It also advocates for a strong health and social services system, supported through effective service delivery agreements. By participating in the accreditation process, Council can be assured that an external organization has assessed the quality of services provided by Fairmount based on standards of excellence. Financial Implications Accredited homes receive $0.33 per resident per day which for Fairmount is $15,418 annually. There is an annual accreditation and survey fee paid by the home which is approximately $4,500. Recommendation That Council of the County of Frontenac receive the Fairmount Home – Accreditation 2012 report; And further, Council members acknowledge and accept their individual responsibilities to complete the on-line questionnaire, anticipated to take approximately 20 minutes, required to be completed by Accreditation Canada during the period July 7 to July 21 as part of Fairmount’s Accreditation process.
