Fairmount Home – Update on Compliance with the Long-Term Care Homes Act

Background The Long-Term Care Homes Act (LTCHA) came into force on July 1, 2010. Prior to that date, the management of the home conducted an analysis of the home’s compliance with the legislation based upon the education that had been provided to homes by the Ministry of Health and Long-Term Care and the team members’ interpretation. As the “licensee” under the LTCHA, it is important that Council be aware of the anticipated gaps in compliance and the steps being taken to address them.

Comment As you will see from Appendix I, most of the work that still remains to be completed involves the development of new programs and the review, revision and development of policies. We have made progress since my last report to Council in January however given the magnitude of the work to be done we, still anticipate it will be year-end before we can expect to be compliant. An example of one of the required programs is attached as Appendix II. We have also drafted a timetable for all of the required written annual evaluations and staff training which I have attached as Appendix III. As we work through the required programs, we will be developing goals and measures in order to be able to conduct the annual program evaluations.

Financial Implications Non-compliance with the LTCHA can lead to penalties. Working toward full compliance is a priority at the home.

Sustainability Implications The Health and Social Services Vision Statement from Directions for Our Future reads: Residents (both permanent and seasonal) are able to access high quality health care and professional social services through a network of care facilities and programs in the Frontenacs. The County fosters the network of health care and social service providers through development, maintenance, attraction and retention programs. It also advocates for a strong health and social services system, supported through effective service delivery agreements. Compliance with the LTCHA will help assure a high quality of care is provided to our residents at Fairmount. Recommendation That Council of the County of Frontenac receive the Fairmount Home – Update on Compliance with the Long-Term Care Homes Act report for information only.
