Re:
Corporate Services – Interim Approval of 2019 Expenditures
Recommendation Resolved That the Council of the County of Frontenac receive the Corporate Services – Interim Approval of 2019 Expenditures report; And Further That Council direct the Treasurer to continue to pay 2019 accounts and payroll in accordance with the amounts approved for the 2018 budget until such time as the 2019 budget has been adopted. Background Under the Municipal Act, 2001, S.O. 2001, Chapter 25, as amended, Section 289(1) states that an upper-tier municipality shall in each year prepare and adopt a budget including estimates of all sums required during the year for the purposes of the uppertier municipality. Comment Given that the 2019 budget process will not be completed before the end of the year begins, it is reasonable to request authorization from Council to continue to pay salaries and general operating expenses in the same manner that these were budgeted for in 2018 until such time as the 2019 budget is passed, in addition to the expenses associated with approved activities and projects.
