MINUTES OF THE REGULAR MEETING OF COUNCIL June 17, 2020

A regular meeting of the Council of the County of Frontenac was held in the Frontenac Room of the County Administrative Office, 2069 Battersea Road, Glenburnie on Wednesday, June 17, 2020 at 9:30 AM

Present:

2020-061 Planning and Economic Development Communal Services Study Update and Next Steps and establishment of a Communal Service Governance/Operations Model Review Committee

Resolved That the Council of the County of Frontenac approve the next steps in implementing Communal Services in Frontenac County;

And Further That Procedural By-law 2013-0020, as amended, be further amended to add a new Schedule B-7 – Communal Service Governance/Operations Model Review Committee attached to this report as Appendix A, which specifically:-:

  1. Establishes a sub-committee of the Planning Advisory Committee to focus directly on working on the creation of a governance / operations model that can be used to manage communal service development across the region;
  2. Is comprised in part of the four Mayors of the Townships and members of the public who have expertise in financial management, communal servicing engineering and/or land development; And Further That the Council of the County of Frontenac direct staff to:
  3. Advertise for public positions on the subcommittee comprised of ‘experts’ in financial management, communal servicing engineering, and land development to assist and advise on the best approach;
  4. Invite staff from the Ministry of Municipal Affairs and Housing, and the Ministry of Environment Conservation and Parks to assist the sub-committee with respect to issues of governance and environmental approvals; and And Further That the Communal Service Governance/Operations Model Review Committee report back to Council through the Planning Advisory on the best approach to creating a communal service operation, with different options and approaches considered. Essential Workers Day - March 17

Whereas the Province of Ontario enacted a Declaration of Emergency on March 17th, 2020 in response to the COVID-19 Worldwide Pandemic; and, Whereas during the state of emergency certain services have been deemed essential services by the Government of Ontario; and, Whereas citizens are asked to isolate at home to reduce the spread of COVID-19 as essential workers continue to work and provide an essential service to their community; and, Whereas essential workers across the country are risking their lives; and,

Whereas some essential workers have been stricken with illness, suffered trauma or injury, or lost their lives as a result of providing an essential service; and, Whereas without this dedicated workforce, all essential services would fail to function; and, Whereas our community owes a profound debt of gratitude to every single essential worker who ensured our community could continue to operate; Now Therefore, the Council of The Corporation of the County of Frontenac Hereby supports the resolution by the City of Brantford and hereby resolves as follows:

  1. That March 17 Be Proclaimed by the Council for The Corporation of the County of Frontenac to be Essential Workers Day in the County of Frontenac; and
  2. That the Clerk Be Directed to provide a copy of this resolution, to MPP Ian Arthur, Kingston and the Islands, MPP Randy Hillier, Lanark-Frontenac-Kingston, and MP Mark Gerretsen, Kingston and the Islands, and MP Scott Reid, LanarkFrontenac-Kingston to respectfully request that the Government of Ontario and the Government of Canada formally declare March 17 to be Essential Workers Day to honour all of the essential workers who sacrificed so much during the COVID-19 pandemic; and
  3. That, and that a copy of this resolution be provided to the City of Brantford, AMO, LUMCO, FCM, and ROMA for that purpose. Carried

Councillor Doyle advised that he would may bring forward a motion at the July meeting regarding full producer responsibility regarding solid waste, given the Provinces recent siding with producers that would eliminate pick up in municipalities with populations under 5,000. Staff will bring forward a report to the July Council meeting.
