That Section 7 – Regulations regarding motorized vehicle use on the K&P Trail be amended to add a new 7.3 as follows:
- No person shall permit any motorized vehicle noted in Section 5 i and ii, to enter upon or utilize the Trail unless that person is registered with an authorized partner organization as noted in Schedule 2; That Section 7 be re-numbered accordingly; That a new Schedule 2, Authorized Partner Organizations be added, to include the Frontenac ATV Club, the L&A Ridgerunners Snowmobile Club, and the Snow Road Snowmobile Club. And Further That the Warden and Clerk be authorized to complete a revised memorandum of understanding with the Frontenac ATV Club for non-exclusive use of the K&P Trail that outlines the following:
- The requirement for all motorized trail users to be licensed and insured.
- The 2025 minimum contribution commitment of $15,000 towards trail maintenance.
- The requirement for all motorized off-road recreational vehicles using the K&P Trail to have proof of membership, such as a permit or pass, with the Frontenac ATV Club or with another authorized partner organization. And Further That staff present a Memorandum of Understanding to the Eastern Ontario Trails Alliance (EOTA) for non-exclusive use of the K&P Trail that outlines the following:
- The requirement for all motorized trail users to be licensed and insured.
- The 2025 minimum contribution commitment of $15,000 towards trail maintenance.
- The requirement for all motorized off-road recreational vehicles using the K&P Trail to have proof of membership, such as a permit or pass, with the EOTA or with another authorized partner organization. Call for Support of EOWC Motion: Municipal Infrastructure Investment

Whereas Eastern Ontario’s small rural municipalities face insurmountable challenges to fund both new growth-related infrastructure and ongoing maintenance of their capital assets including local roads and bridges, clean water, wastewater, waste facilities, and municipally owned buildings including recreational facilities and libraries; and, Whereas the Federation of Canadian Municipalities has calculated that Municipal Governments across Canada are responsible for approximately 60 percent of public infrastructure that supports our economy and quality of life, but only receive 10 cents of every tax dollar; and, Whereas the Eastern Ontario Wardens’ Caucus (EOWC) region’s capital infrastructure deficit has increased by 58 percent since 2011 and is now at $6 billion, and growing; and, Whereas in 2018, the Ontario Government mandated all Ontario municipalities to develop and fully fund capital asset management plans by July 2025; and, Whereas the EOWC has released a regional Municipal Infrastructure Policy Paper showing key infrastructure data, opportunities and challenges in small rural municipalities across Eastern Ontario; and, Whereas Eastern Ontario is a growing economy that can grow more with sustainable, innovative infrastructure partnership and investment from the Federal and Ontario Governments; and, Whereas the infrastructure deficit for small rural municipalities cannot be adequately addressed through property tax revenue, restricted municipal borrowing capacity, and municipalities limited ability to generate revenue; and, Whereas small rural taxpayers cannot afford dramatic increases to pay for the current and future infrastructure;

Emergency Management and Civil Protection Act On December 9, the government introduced Bill 238, the Emergency Management Modernization Act, 2024 If passed, the proposed amendments would: • Support a unified understanding of emergency management across Ontario.

Municipal Act Ontario has introduced legislation that would, if passed, strengthen municipal governance and accountability If passed, the proposed changes will amend the municipal code of conduct and integrity commissioner framework to: • Allow for the creation of a standard code of conduct for all municipalities and require mandatory code of conduct training for members of council and certain local boards. • Create a regulation-making authority to set out the municipal integrity commissioner investigation processes, including a complaints mechanism and reporting requirements. • Provide a role for the Integrity Commissioner of Ontario to provide advice to municipalities and training to municipal integrity commissioners and review all reports from municipal integrity commissioners recommending that a member be considered for removal and disqualification, as well as conduct inquiries. • Establish a stronger penalty by establishing a mechanism for members of council and certain local boards to be removed and disqualified for four years for serious violations of the code of conduct.

Corporate Services – 2025 Tax Ratios and Tax Rate Reductions
Recommendation Resolved That the Council of the County of Frontenac accept the Corporate Services – 2025 Tax Ratios and Tax Rate Reductions report; And Further That Council consider a by-law, introduced later in the meeting, to confirm the 2025 tax ratios and tax rate. Background The Municipal Act, subsection 308 (2) requires the County to establish tax ratios. Tax ratios are defined in subsection 308 (3) as “the ratios that the tax rate for each property class must be to the tax rate for the residential property class where the residential property class tax ratio is 1.” The County is required under section 308 (5) of the Act to pass a by-law on or before April 30th each year to establish tax ratios for that year for the upper-tier municipality and its lower tiers. On September 25, 2024, the Ministry of Finance filed Ontario Regulation 370/24 to amend Ontario Regulation 282/92 establishing a new property class called the Aggregate Extraction property class. Impacted property owners will receive an updated Property Assessment Notice from MPAC as part of year-end Notice mailing for the 2025 tax year. Properties within the Aggregate Extraction property class previously belonged to the Industrial property class. Per O.Reg 509/24, the allowable range for municipal tax ratios for the property class is 0.6 to 1.1. Staff are recommending keeping these properties at the ratio of 1.0, at the same rate as the Industrial property class. Vacant commercial property is assessed at 70% of the commercial rate and vacant industrial property is taxed at 65% of the industrial as prescribed in the Act.

The tax ratio for the farm property class prescribed under the Assessment Act is 0.25 or such lower tax ratio as the upper-tier municipality or single-tier municipality may establish. The tax ratio for the managed forests property class prescribed under the Assessment Act is 0.25. Comment It is necessary to review the tax ratio by-law each year prior to the presentation of a new budget. It was agreed in 1998 during amalgamation that all assessment classes should be taxed equally, excluding those for which special consideration must be given according to legislation. Recommendation Resolved That the Council of the County of Frontenac accept the Corporate Services 2025 Tax Rate report; And Further That Council consider a by-law, introduced later in the meeting, to establish the 2025 tax rates. Background The Budget Policy adopted in October 2022, indicates that County Council will pass the budget prior to year-end in non-election years. To assist Townships with planning for their levy and budgets, staff will make best efforts to pass budgets following an election year as soon as practicable. The Municipal Property Assessment Corporation (MPAC) distributed the 2025 roll for the 2025 tax year on the week of November 25th, 2024. Comment There have been several postponements of the provincewide property assessment, with no commitment in place when the next assessment will occur. Property assessments continue to be based on data from the reassessments in 2016, fully phased-in as of 2020 for the 2025 tax year. •
In response to the COVID-19 pandemic, MPAC delayed their property reassessment in 2020 which was scheduled to be used for property valuations in the 2021 tax year.

As part of the 2021 Ontario Economic Outlook and Fiscal Review: Build Ontario, the Provincial government announced the continued postponement of the province-wide assessment update for the 2022 and 2023 tax years.

On August 16, 2023, the Ontario government filed a regulation to amend the Assessment Act, extending the postponement of a province-wide reassessment through the end of the 2021-2024 assessment cycle.
•
As part of the 2024 Ontario Economic Outlook and Fiscal Review, the Provincial government reaffirmed that it continues to review the property assessment and taxations system, and that “provincewide property tax reassessments will continue to be deferred until this work is complete”.
Weighted taxable assessment in the County has increased by 1.20% for the 2025 tax year. Budget Levy Increase County Council adopted the 2024 budget at the November Council meeting with an increase of 5.48% from the 2024 levy, representing an increase of $702,492. As indicated above, growth accounted for a 1.20% increase in weighted assessment, which represents $163,066 in dollars of new assessment. The levy increase, net of growth, represents a 4.22% increase in 2025. County Tax Rate: Each ratepayer in the County pays the same County rate within the same tax class. For example, a residential property holder in North Frontenac with a property valued at $250,000 will pay the same amount as a residential property holder in South Frontenac valued at $250,000 on their property tax bill for the County portion of the levy. The tax rate calculations are shown in Schedules A-C. The residential tax rate is 0.00221004, which will result in an additional $8.96 per $100,000 of residential assessment. •

Corporate Services – Provisional Appointment to the South East Board of Health
Recommendation Be It Resolved That By-law 2023-001, being a by-law to appoint Members of Council and Members of the Community to External Boards and Committees for the Term of Council be amended to add the South East Board of Health; And Further That Council appoint Councillor Greenwood-Speers to the South East Board of Health whose term expires November 15, 2026. Background In August 2023, the Ontario Ministry of Health offered one time funding, resources and supports to local public health agencies that decided to merge voluntarily, with the intent that the mergers take effect January 1, 2025. In response to the announcement, the KFL&A, HPE (Hastings Prince Edward) and LGL (Leeds Grenville Lanark) boards of health decided in December 2023 to move forward with the exploration of the impacts of a voluntary merger and engaged the consulting firm of Sense and Nous to prepare a feasibility study and a business case for a merger. At the regular meeting of County Council held March 20, 2024, Dr. Piotr Oglaza, Mr. Wess Garrod (Chair), and Councillor Nathan Townend (Member of the Tri-Board Merger Committee), provided County Council with an update on the progress of the discussions in exploring this voluntary merger. A Tri-Board Merger Committee was formed, comprising of representatives from each individual Board of Health, with the Medical Officers of Health for each agency serving as ex-officio, non-voting members of the committee. On March 28, 2024, the Kingston, Frontenac, Lennox & Addington board of health voted in favour of the intent to merge with Hastings Prince Edward Public Health (HPEPH) and Leeds, Grenville and Lanark District Health Unit (LGLDHU) to create the South East Health Unit. County staff received correspondence addressed to County Council from KFL&A Public Health on November 29, 2024, advising that at its meeting of November 27, 2024, the KFL&A Board of Health unanimously agreed to pursue provisional appointments to the new South East Board of Health. This is one of the critical components that must be finalized before the start date of these provisional appointments of Board members, to facilitate a smooth transition. A copy of the correspondence from the KFL&A Public Health board is attached to this report as Appendix A. Comments Bill 231, More Convenient Care Act, 2024, was introduced into the Ontario Legislature on December 2, 2024. First reading of the Act was passed that day. The Bill received second reading on December 3rd and is currently in debate. If passed, this will support the voluntary mergers of nine local public health agencies into four new organizations, one being the Hastings & Prince Edward Counties Health Unit, the Kingston, Frontenac and Lennox & Addington Health Unit and the Leeds, Grenville and Lanark District Health Unit which would become the South East Health Unit. As noted in the correspondence from the KFL&A Public Health Board, the new South East Board of Health will continue to include one Frontenac County Council member and to ensure a smooth transition and successful integration of the three legacy Boards, the KFL&A Board of Health is recommending the continued appointment of Councillor Greenwood-Speers, who has provided valuable contributions, particularly through insightful perspectives during the crucial voluntary merger discussions over the past year. Councillor Greenwood-Speers is currently appointed, through By-law 2023-001, as the Member from County Council to the KFL&A Public Health Board, whose term expires November 15, 2026.

Recommendation Resolved That the Council of the County of Frontenac receive this Corporate Services – 2024 Fairmount Home Accounts Receivable Write-Offs report; And Further That Council authorize the Treasurer to write off accounts totalling $46,828.11. Background The Ministry of Long-Term Care (MLTC) provides funding to long-term care homes and sets standard rates for resident accommodations. Residents are billed monthly for their share of the accommodation and any other miscellaneous expenditures that have occurred in that month. Overdue accounts are assessed regularly, and payment notices forwarded to residents and responsible family members. When amounts are overdue for a period exceeding three months, legal action is considered to recoup funds. Comment There are ten accounts for which collection is deemed unlikely, particularly two of the ten accounts that relate to deceased residents. An increasing number of residents are being admitted in a state of higher acuity, where the home is having to rely on the Public Guardian and Trustee (PG&T) for payment. While some of these cases have resulted in ongoing payments being made, there are significant delays and uncertainties as to whether arrear amounts will be collected. In addition, some resident charges such as capacity assessments are not funded by PG&T and are only partially recoverable from the MLTC.

If funds for these accounts are collected in a subsequent year, they will be shown as a recovery in the year they are received. The Ministry of Long-Term Care will reimburse 50% of the unpaid basic accommodation and third-party collection fees that do not exceed the total cumulative outstanding basic accommodation fees. Recommendation Resolved That the Council of the County of Frontenac accept the Corporate Services – 2024 Canada Community-Building Fund Distribution By-law report; And Further That the Clerk be directed to bring forward a by-law to authorize the distribution of the Canada Community-Building Fund allocation to the Townships for 2024. Background In 2013, County Council identified that regular Federal Gas Tax funds received in a year should be distributed to the Townships. These funds are distributed annually on the basis of weighted assessment by by-law. Prior to 2013, funds were distributed on a per project basis. Council gave direction to allocate $70,000 to assist with the implementation of Community Improvement Plans within the County. In addition, other Canada Community-Building Fund funds are forwarded to the Townships for Community Improvement Plans, Eco-tourism projects and Smaller Scale sustainability projects. As the total amounts of those distributions are not known until later in the year, the by-law must include those additional transfers. No additional transfers are included for 2024. Additionally, $13,181 was distributed from AMO to the County as “surplus administrative funds” in 2024, which has not been included in the allocations above. In the past, surplus funding has been retained by the County to address regional initiatives. Most recently, these funds have been allocated to K&P Trail development. Recommendation This report is for information purposes only. Background The County of Frontenac financial summary for the third quarter of 2024 is attached. Comment Most of the commentary below will relate to when a trend has been identified that may impact the remainder of the year’s financial performance relative to budget. Some timing differences are still present through nine months, as some expenses are either backloaded or front-loaded for the year. Further discussion on the variances to budget can be found below: Revenue The Year-to-Date operating revenue for the third quarter has exceeded budget totals by $2,316,577. •
User Charges: Revenue from Fairmount residents is $91,925 below what was budgeted through the third quarter of the year. Through programs that were initiated in response to COVID-19, some residents have private accommodations while paying basic rates, which will be topped-up by the Ministry at a later date. However, based on projections, it is likely that resident revenue will be less than what was budgeted for in 2024 based on the mix of rooms allocated and rate reductions in excess of what was expected.

Fairmount Home has additional funding from a number of new funding envelopes from the Ministry. Fairmount was successful with two grant applications with the first from the Local Priorities Fund in the amounts of $75,860 and $300 and the second grant from the Equipment and Training Fund in the amount of $36,673. In addition, Fairmount received $2,543 per bed in “One-Time Funding” to relieve financial pressures and address key priorities. The revenue received is unlikely to have any impact on the operating surplus of the County, as the revenue will either offset 2024 projects that were anticipated to be drawn from reserves. Frontenac Paramedics revenue for the Land Ambulance Service Grant for the province is overbudget by $620,643 through September. Frontenac Paramedics have also received $206,177 in 2024 due to cost recoveries for the Street Health Clinic. Frontenac Paramedics have contracts to provide staffing for this facility and the revenue received covers the expenses incurred to run this program. Investment Income is $195,299 ahead of what was budgeted year-to-date through September. The revenue for 2024 was front-loaded for the year in the budget based on interest rate projections decreasing throughout 2024. While it is difficult to predict exactly where interest rates and returns will go for the remainder of the year, investment income will exceed the amount budgeted. Community Paramedicine has received $0 year-to-date to run the CPLTC program. The funding to run the program has been drawn from previously advanced funds from prior years. The revenue for the year from deferred revenue will offset the expenses incurred in 2024. Fairmount Home continued to receive payments from the Ministry of Long-Term Care with respect to the development of its addition in 2003 which was fully paid off as of December 2022. There was a timing offset when the County began making debenture payments in 2003, and when the Ministry began paying its share once occupancy was achieved in 2004. In 2024, Fairmount Home received $101,615 which was not budgeted for. These recoveries will be cost shared in line with the agreement to operate Fairmount Home with the City of Kingston. User fee revenue has been impacted by reduced Ferry ticket sales, which are $14,408 underbudget for the County and are $20,191 lower than the same point in 2023. Revenue for both ferries are pooled and redistributed to match operating expenses at year end, so the reduction in funds collected on ticket sales will result in a reduction of the transfer from the County to the Township at year-end.
Expenses County expenses for 2024 are $315,636 over budget through the first nine months of the year. We are under budget in materials and salaries and benefits, but over budget in contracted services, which can be attributed to continued use of agency staff at Fairmount, with further context provided below.

Regular Earnings, which measures the wages worked and paid at regular time, are under budget by $729,486. The difference is primarily absence driven and offset by other expense lines overbudget such as Overtime, which is overbudget by $829,815. Fairmount wage costs are over budget by $308,997 (including the cost of overtime and agency staff), as staffing shortages have resulted in increased overtime costs and continued reliance on agency staffing, which pushes budgeted hours from Salaries and Benefits to Contracted Services. Costs for agency staffing do not show up in Salaries and Benefits, as they are included within the Contracted Services category and are $1,025,113 through September. During the vacation period of June – August, there was an increase in overtime and agency staffing in order to provide staff with their legislated vacation. It is anticipated the costs of overtime and agency staffing will decrease in the fourth quarter. Frontenac Paramedics have seen WSIB-related salary costs of $837,534 through the first nine months of the year. These costs will be offset through a reserve transfer at year end. Other factors increasing salaries and benefits are increased training costs (+$214,142) and additional overtime incurred (+$214,778). The County of Frontenac has also undergone an actuarial valuation of its liability with regards to its WSIB benefits. There was a slight improvement based on experience with regards to Administration and Marine Services, but a significant increase in liabilities with regards to Paramedic Services. The adjustments to these liabilities are non-cash items but will need to be recorded in the 2024 financial statements and will reduce any operating surplus which may occur.
Materials • •
Materials are largely tracking on budget from a unit and cost perspective. Differences in relation to budget can be mostly attributed to timing differences. The primary difference in materials is related to the Community Paramedicine program (-$367,098). Materials were entered into the budget in line with what was initially requested to the Ministry. As the program matures, it has been discovered that the program is lighter on materials than initially projected, with more costs going towards Salaries and Benefits instead. As indicated above, any costs incurred or saved through the Community Paramedicine program will be revenue neutral and offset through funding for the program.
Contracted Services •

Fairmount Home incurred $1,025,113 in agency labour costs through the first nine months of the year. The ongoing agency costs are needed to cover staffing shortages that will assist with meeting the Ministry’s target of a system-wide average of four hours of care per resident per day. In addition, agency costs are incurred to provide staff with their legislated vacation during the period of June – August as mentioned above. Insurance costs are $32,938 under budget for 2024. The budgeted annual increase was set at 15% based on recent increases, as well as industry trends. The annual increase for the County for 2024 compared to 2023 was 11.4%.

The remainder of the variance is attributable to timing differences. Pricing and usage of contracted services continue to track towards budget.
Net Capital Expense • •
Capital purchases are incurring at the rate anticipated through the nine months of 2024. Looking forward, two projects budgeted for completion in 2023 will have expenses incurred in 2024 for completion. Both the Admin Building Redevelopment project, and the Paramedic Base at Battersea Road will have expenses in 2024. The Paramedic Base will be funded by a combination of revenue from the City of Kingston and reserve transfer from the County of Frontenac. The reserve transfer for the first 50% of the Admin Building was taken in 2023; the remainder will be funded through the $3,000,000 debenture that was issued on February 1, 2024, to fund a portion of the 2023 construction, and the construction to occur in 2024.
Strategic Plan Implications The mission of Frontenac County is to ensure “the effective, efficient and sustainable delivery of services to citizens”. By publishing the quarterly financial report, the County ensures that Council and the public are aware of the costs incurred by the County in relation to the budget throughout the year. This ensures that the County is accountable to the ratepayer for its revenues and expenditures for the services it provides. By-Law No. 2024-043 Of The Corporation of the County of Frontenac being a by-law to authorize the Corporation of the County of Frontenac to distribute the Canada Community Building Fund amongst its four lower-tier municipalities Whereas the Corporation of the County of Frontenac (the Recipient) adopted By-law 2024-0023 to execute an amended agreement with AMO regarding the Canada Community-Building Fund; And Whereas Section 5.3 of the Agreement permits the Recipient to allocate funds to another Eligible Municipality; And Whereas Council wishes to authorize the distribution of Canada Community Building Fund allocation amongst the County’s four lower tier municipalities for 2024; Now Therefore Be It Resolved That the Council of the Corporation of the County of Frontenac hereby orders and enacts: 1.

By-Law No. 2024-044 of The Corporation of the County of Frontenac Being a by-law to set tax ratios and tax rate reductions for prescribed property subclasses for County of Frontenac purposes and Local Municipal purposes for the taxation year 2025.
Whereas the County of Frontenac deems it expedient for the County, pursuant to Section 308 of the Municipal Act, 2001, S.O. 2001, c.25, as amended, (“Municipal Act”) to establish the tax ratios for 2023 for the County of Frontenac and the Townships of Frontenac Islands, South Frontenac, Central Frontenac and North Frontenac; and, Whereas the tax ratios establish the relative amount of taxation to be borne by each property class; and, Whereas the property classes have been prescribed by the Minister of Finance pursuant to Section 7 of the Assessment Act, R.S.O. 1990, Chapter A.31 and amendments thereto (“Assessment Act”); and, Whereas the County of Frontenac after consultation with the elected representatives of the four Townships, in order to achieve real property tax reform, deems it expedient to establish tax ratios that are within the “range of fairness” prescribed by the Minister of Finance under Ontario Regulation 386/98 as amended by Ontario Regulation 212/05 for purposes of subsection (8) of Section 308 of the Municipal Act; and, Whereas it is necessary for the County of Frontenac, pursuant to Section 362 of the Municipal Act, to establish tax reductions for prescribed subclasses for 2024 for County of Frontenac and Local Municipal purposes; and Whereas the property subclasses for which tax reductions are to be established are in accordance with Section 8 of the Assessment Act; and, Whereas the tax rate reductions reduce the tax rates that would otherwise be levied for municipal purposes; Now Therefore Be It Resolved That the Council for the Corporation of the County of Frontenac hereby enacts as follows:

Whereas all property assessment rolls on which the 2025 taxes are to be levied have been returned and revised pursuant to the provisions of the Assessment Act, R.S.O. 1990, Chapter A.31 and amendments thereto, subject to appeals at present before the Assessment Review Board, the Ontario Municipal Board and the District Court; And Whereas the “Residential/Farm Assessment”, “Multi-Residential Assessment”, “Commercial Assessment”, “Industrial Assessment”, “Aggregate Extraction Assessment”, “Pipe Line Assessment”, “Farmlands Assessment” and “Managed Forests Assessment” and the applicable subclasses pursuant to Section 7 of the Assessment Act have been determined on the basis of the aforementioned property assessment rolls; And Whereas pursuant to Section 311(2) of the Municipal Act, for purposes of raising the general upper-tier levy, the sums required by taxation in the year 2025 are to be levied by separate rates by the Townships for the estimated current annual expenditures for County of Frontenac purposes after deduction of other revenue as directed by County of Frontenac by-law; And Whereas the tax ratios and tax rate reductions for prescribed property subclasses on the aforementioned property for the 2025 taxation year have been set out in County of Frontenac By-law Number 2024-040 passed by Council on the 20th day of November, 2023; And Whereas the tax rates on the aforementioned “Residential/Farm Assessment”, “Multi-Residential Assessment”, “Commercial Assessment”, “Industrial Assessment”, “Pipe Line Assessment” (where applicable), “Aggregate Extraction Assessment”, “Farmlands Assessment” and “Managed Forests Assessment” and the applicable subclasses have been calculated pursuant to the provisions of the Municipal Act, in the manner set out herein; Now Therefore Be It Resolved That the Council of the Corporation of the County of Frontenac enacts as follows: 1.
That having duly adopted the gross estimates set out in By-law 2024-040 the County of Frontenac hereby adopts the sum of $13,530,849 as its estimate of the Property Tax Levy required during the year 2025 for the purposes of the County of Frontenac.
That for the year 2025 in the area coming under the jurisdiction of the County of Frontenac, the Townships of Frontenac Islands, South Frontenac, Central

Frontenac and North Frontenac shall levy upon the Residential/Farm Assessment, Multi-Residential Assessment, Commercial Assessment, Industrial Assessment, Landfill Assessment, Pipe Line Assessment (if applicable), Aggregate Extraction Assessment, Farmlands Assessment and Managed Forests Assessment and applicable subclasses, the tax rates for County of Frontenac purposes as determined in accordance with Schedule A to this by-law. 3.
That the County of Frontenac hereby directs the County’s portion of Payments in Lieu of Taxation be paid to the Treasurer of the County of Frontenac as set out in Schedule B to this by-law.

By-Law No. 2024-046 Of The Corporation of the County of Frontenac being a by-law to amend By-law No. 2023-001 (appoint Members of Council and Members of the Community to External Boards and Committees for the Term of Council) by adding the South East Board of Health Whereas Section 5 of the Municipal Act provides that a municipal power, including a municipality’s capacity, rights, powers and privileges, shall be exercised by its council and by by-law, unless the municipality is specifically authorized to do otherwise; And Whereas the Council of the Corporation passed By-law No. 2023-001, being a by-law to appoint Members of Council and Members of the Community to External Boards and Committees for the Term of Council on January 18, 2023; And Whereas the Council of the County of Frontenac deems it expedient to amend by-law 2023-001; Now Therefore, The Council of the Corporation of the County of Frontenac hereby enacts as follows:
- That Council add under the Boards/Committee column the South East Board of Health, and 1 Member from County Council be added to the Number of Appointees column;
- That Councillor Judy Greenwood-Speers be appointed to the South East Board of Health for the remainder of the term of Council:

Whereas Section 8 of the Municipal Act, S.O. 2001, c.25 and amendments thereto provides that a municipality has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under the Municipal Act or any other Act; and; Whereas Subsection 2 of Section 11 of the Municipal Act, S.O. 2001, c.25 and amendments thereto provides that a lower-tier municipality and an upper-tier municipality may pass by-laws respecting matters within the spheres of jurisdiction described in the Table to Subsection 2 subject to certain provisions, and; Whereas Section 5 of the Municipal Act, S.O. 2001, c. 25 and amendments thereto provides that a municipal power, including a municipality’s capacity, rights, powers and privileges under Section 8 shall be exercised by its council and by by-law unless the municipality is specifically authorized to do otherwise; and; Whereas the Council of the County of Frontenac deems it expedient to confirm its actions and proceedings; Now Therefore Be It Resolved That the Council of the Corporation of the County of Frontenac hereby enacts as follows:
- That all actions and proceedings of the Council of the County of Frontenac taken at its regular meeting held on December 18, 2024, be confirmed as actions for which the municipality has the capacity, rights, powers and privileges of a natural person.
- That all actions and proceedings of the Council of the County of Frontenac taken at its regular meeting held on December 18, 2024, be confirmed as being matters within the spheres of jurisdiction described in Subsection 2 of Section 11 of the Municipal Act, S.O. 2001, c.25 and amendments thereto.
- That all actions and proceedings of the Council of the Corporation of the County of Frontenac taken at its regular meeting held on December 18, 2024, except those taken by by-law and those required by by-law to be done by resolution are hereby sanctioned, ratified and confirmed as though set out within and forming part of this by-law.
