Adoption of the agenda Moved by Pat Barr Seconded by John McDougall THAT the Agenda for the February 16, 2016 Seniors Housing Task Force meeting be approved as amended. Carried.

Reports a) Overview of County initiative and Frontenac Islands proposal – none raised b) Next Steps c) Relevant Documents – Business Plan and Pilot Project d) Potential site  Could request an inventory of available vacant properties that are township owned  Option to consider repurposing recreational properties. This would require a review or rationalization of properties  County owned land behind United Church in Verona  Private property for sale - potential hardware site  Sydenham opportunities provide benefit of access to water  SFCS Site (would be Board managed)  Township rental property/Fire hall  Private property – Morgan subdivision  Private – Near Church St and Portland Ave  What are the requirements? Access to bank, grocery store, doctor’s office, churches, post office etc.? Is this correct and agreed to?  Fundamentally any site needs a good source of water and room for an adequate septic system

Governance – how important is the maintaining local flavour/control vs. Kingston Housing. Loughborough Housing – how does it impact local access?  Is the private sector an option? (Morgan/Kerr subdivisions)  A 5 pod unit won’t resolve the issue. Is a park model community an option? Where does the 5 unit size come from ►water and septic restrictions?  $350 K funding available from County, are there restrictions on its use? Land, studies, etc.  Upcoming Federal funding – 1st year focused on social infrastructure and urgent outstanding repairs. 2nd year is to be focused on new projects  Does the County model not envision donated land?  What is the financial contribution of the township? The County?  While there is a range of housing options, what is the objective of seniors housing? Social support, lack of isolation, subsidized or just available space  What are the legalities of restricting the project to seniors? Are there other considerations – site plan, zoning, landlord/tenant issues?  Could the County consultants come to a future meeting, once County staff have had the opportunity to review the questions raised.  Is another County appointee is required e) Public meeting. What would be the timing of this? Is its purpose to brainstorm solutions or to focus on what is needed, or where it is needed /to be? f) Potential Change to Business Plan… are there alternative to explore, is there flexibility g) Not for Profit/Profit… what options are before the group. 7. 8. 9. 10.
