RESOLVED THAT the minutes of the Seniors Housing Task Force meeting held March 26, 2014 be amended to add Councillor McDougall as in attendance and as amended be adopted. CARRIED 5.

Deputations and/or presentations Presentation and Site Visit of the Mature Living Complex in Sharbot Lake. Ms. Jane Drew, Property Manager, provided a PowerPoint presentation of the Mature Living Complex in Sharbot Lake from the planning stage to its completion, a copy of which was attached to the agenda. In particular, she noted that the property required a severance as the land belonged to the North Frontenac Housing Corporation and as such, a new corporation had to be formed. This process required going through the Committee of Adjustment and the holding of a public meeting to advise surrounding property owners. As noted in the slide presentation, the project did require an Official Plan amendment which was challenged through an OMB appeal. This was not budgeted for and as such, financial support from County Council was requested to help support the OMB hearing of which it split the cost with the Township. This project required the installation of 2 water systems with one as a backup and each unit has 2 individual thermostats for heat. Other costs not budgeted for included $4,000 resulting from damage due to vandalism which also put the project back 2 weeks. Things to consider: ¾ Funding ¾ Potential OMB appeal if the property requires Zoning By-law or Official Plan amendments ¾ Any comments or required setbacks if located within CRCA protected wetlands ¾ MOE approvals (water and waste water) ¾ Will utilities be included in the rent and who takes ownership of that

With respect to timelines, the project received funding in May 2009 and was completed March/April 2011 with all units rented and a waitlist established. Of the 5 units, 3 units are affordable housing that are subsidized whose tenants come from the Kingston Frontenac Housing waitlist. The remaining 2 units are at affordable housing rent which is 80% of average rent. With respect to this project, there is no relationship with the Township, or Kingston Frontenac Housing; however there is a relationship with the City of Kingston as the Service Manager. With respect to questions from the public regarding potential tax savings if the building were considered a municipal capital facility, this information would come from the County Planning office and Planning staff will follow up with this and report back to the Committee. ÏAction Item Joe Gallivan, Manager, Sustainability Planning With respect to the role of the Service Manager, the Service Manager controls the funding for the affordable housing program. The Kingston Frontenac Housing Corporation is separate from this; however it could manage the facility. Community Service agencies have not interaction with the property as a whole; however do interact with tenants if those tenants are through their respective agencies. In terms of process, Ms. Drew suggested that all approvals be organized and in place first in order to expedite the process. She also suggested looking at how to place more than 5 units on 1 property in order to make the project more financially viable such as having two 5 unit buildings with separate septic systems on one site. Although this project was done through grant money, grant funding is no longer an option and alternative options such as a mortgage need to be considered. She also advised that a housing waitlist is important in order to show the need otherwise any potential funding is lost. The committee discussed the need to do surveys to determine the need in the community, including if the need lies with younger generations for housing and if seniors simply require some type of boarding house. There are a lot of statistics in the County Official Plan that is available on the County website. Committee broke to view a unit where the tenant provided input on the facility. 6.

The Committee felt that the discussion of a business plan should come up at the next Committee of the Whole meeting on reserve and reserve funds. There also needs to be a discussion of land and who is responsible to make that investment. 9.

Next meeting date

The next meeting of the Wolfe Island Seniors Housing Task Force is scheduled for May 26, 2014 at 10 a.m. at the Wolfe Island Township office. 10.
