Seniors Housing Needs for Central Frontenac
Mr. Ken Foulds and Mr. Ed Starr of Re/fact Consulting and SHS Consulting respectively assisted the Seniors Housing Task Force - Central Frontenac in determining the seniors housing needs for Central Frontenac and walked the committee through the process on the development of a business plan for both Frontenac Islands and South Frontenac. Councillor Smith provided an overview of steps taken by the Township of Central Frontenac to date, including the purchase of two schools which would be ideal for the development of housing. The Township has been assured that the building in Sharbot Lake would need to be demolished but the services are available in the ground. The property behind the cenotaph in Arden was also noted as there are amenities such as the Legion that has activities taking place throughout the week. An inventory of what is currently in Central Frontenac that already provides seniors accommodation should be done as this may determine where the Township decides to locate the project. Mr. Starr noted that in terms of private ownership, a 5 unit project is the breakpoint as 6 or more units requires onerous testing requirements under the Water Protection Act. With respect to communal services, once complete, the responsibility falls back on the municipality if the system fails. There is a trigger point of what flows into the bed and

then you are dealing the Ministry. It can influence the size of the lot, technology etc. and can be an influence on the type of project considered. Frontenac Islands was purposely done on a pod of 5 and can be expanded in the future by pods of 5 under one well. Mr. Starr also noted the option of Occupancy Agreements where those with equity are able to purchase an occupancy agreement for the cost of the unit and they are able to pass this agreement on should they wish to sell their unit. The consultants also talked about the Abbeyfield model which is more of a cooperative type group home. The first step is to determine a needs assessment and get feedback from the community. Mr. Foulds provided the following road map for the Committee:
- Setting context and parameters of what we are doing in order to stay on track (what’s on the table and what’s off);
- Establish project needs and socio economic profiling;
- Demand side of the equation and the supply side;
- What will the project concept look like? This includes technical considerations (septic, well, zoning) and what type of building and the degree of affordability. This will also be part of the funding equation;
- Amenities and services (i.e. laundry and common room, communal space that the community can take advantage of) noting that there is a cost per square foot to build and maintain. Can then look at partnerships to see what resources are available;
- Development considerations (sites, constraints, opportunities, land use approvals, sustainability ie. Walkability);
- Financial testing to understand what will work and what it will take to make it work;
- Understanding how the governance will operate;
- We then take all of this information and turn it into an action plan and implementation plan. The consultants will take back what they have heard today, frame it and bring it back to committee at its next meeting. In addition, the County has engaged them to do the work so they will need to discuss with the County on the scope of the project. b)

Discussion Items from Initial Meeting with Task Force Wednesday March 8th, 2017 @ 1:30 a.m.
Fire Hall at 1020 Wagner Road, Sharbot Lake At the initial meeting there was a general discussion about the proposed project and the work done by the local task force to date. Highlights included: Affordability is desirable but does not need to drive the project - desire is to increase the stock of rental housing Would also consider other forms of tenure/mixing if it made sense Co-location with child care, support services or a private entity may also be another option if the right ‘fit’ could be found Thinking is that more than 5 units are required, perhaps 10 but subject to needs justification and location Limited data on the nature and scale of demand in the Township, need to do surveying to get a better handle on this Septic system and well water requirements (i.e. private servicing) will influence size and configuration of development: o pods of 5 units like Frontenac Islands probable for new construction o may be able to utilize existing infrastructure of buildings that are repurposed (e.g. Sharbot Lake school) The recent IAH build of 5 units (Clementine Road) was a real “learning experience” and has lessons for what does/does not work There is federal funding available/upcoming that may be of assistance – capital dollars are provided in exchange for affordable units for a minimum of 20 years There were also a number of potential properties/locations that were identified and that could be considered throughout the Township. No specific site was identified as preferred – rather there are many options that would need to be evaluated. Some of these include: Sharbot Lake school site (Twsp. owned) Parham school site (Twsp. owned) Arden (near the cenotaph) Existing buildings/homes that could be converted To help move the process forward, the consultants committed to setting out a framework for undertaking the feasibility study as well as the short term, priority items necessary to help get things rolling (see next page).
