ICSP Breakfast Satisfaction Survey Results (Alison Vandervelde) Ms. Vandervelde provided a brief summary of the survey results. Discussion ensued:       

People would know what to expect if the agenda were circulated beforehand and may have been more prepared. The Around-the-Room introductions took some time, but added great value to the session A 30 minute optional “Network Café” session could be added to the end of the breakfast Word around the SF community including members of Township council) was very positive A general recognition exists that sustainability issues are dealt with at the County and not at the Township level Whether the guest list should be shared to allow attendees to know who would be in attendance was discussed to increase networking opportunities and help generate interest and excitement (a photograph of each guest could also be displayed) Attendees could be asked for input on the invitation list for next year using an enewsletter format. The Chair concluded the discussion by observing that everyone in attendance appeared very animated and that it was a great session from which people were able to take away a lot. Chair’s Visit to Wolfe Island (Chair Sandiford) Details of his meeting/tour with Deputy Warden Doyle were shared. A number of project ideas were discussed including:

  

Big Sandy Bay to connect two areas with a pathway/boardwalk Medical Centre Old canal (put in during the 1800s) which bisects the island has become overrun with reeds and weeds that have grown in very densely in some areas o A 12 foot pipe under the road would address drainage concerns o A non-profit group might be prepared to do some of the work to open up a channel; the opportunity to create an active trail alongside the canal could be considered o Head room for canoes and kayaks could be achieved to go through and would keep the weeds down o An eco tourism opportunity for non-motorized use only; linkages with green energy tours, cycling and birding o Abutting landowners would have to be consulted o An environmental assessment would be required – the area has likely become an important habitat to endangered species o A feasibility study and business plan would be necessary o Note: the canal has been acknowledged as part of the Frontenac K&P Trail by County Council Bicycle path improvements, including better signage (these could integrate with County trails)

The Committee members recognized that these projects need to be raised through the Sustainability Workshop and gain support to be added to Sustainable Actions. The Committee could be supportive of these initiatives but would have no further role to play. SAC Meeting Minutes June 6, 2012

The Chair has sent a note to thank Deputy Warden Doyle. Action item County staff to research some history of the canal Indicators Review Update Mr. Hipfner posted a document to www.frontenactalk.ca forum for discussion. A general question was raised by Ms. Vandervelde about the members’ level of use of the forum. Action item Committee members to review the Indicators document for discussion at August meeting Ms. Vandervelde and Mr. Young will work on improvements the forum so that:  new posts can be easily identified  each member receives an email when a new post is created

New Leaf Link (NLL) Update There is a NLL Open House today, 11am-2pm Following-up on the Community Partnership Agreement: County staff has been working to help make connections between NLL and staff at the City of Kingston Greenhouse Gas Workshop follow up (Don Ross) The project will include the County of Frontenac, City of Kingston, County of Leeds and Grenville, Gananoque, Brockville and Prescott A data mining team has been confirmed with St. Lawrence College and Queen’s University to do the legwork Statistics Canada information is being used Both the County and City of Kingston have passed resolutions in support of FCM`s Partners for Climate Protection Agreement which has several milestones o The City has inventoried its greenhouse gases o Brockville is about to while Gananoque and Prescott are at similar beginning points o After going through the first two steps, a plan of action is developed Each municipality will have to document its energy use etc to calculate its GHG emissions Provincial legislation requires municipalities to document by July 2013 The challenge is for the County to get 1990 information (North Frontenac is looking for a student to pull its information together) No work is expected to proceed until September when the students are back FCM is interested if a template it could be developed Action items: Mr. Ross will send further information/data to staff Staff will add Mr. Ross to the June County Council agenda for a presentation Ms. Savill will email the Township CAOs and remind them of the deadlines and speak directly with NF about its funding application

We now have 28 likes, currently 6 are “talking about” our page, Alison is posting once a day to Facebook page Ambulance call volume numbers could be tweeted There is also an opportunity to link to the new FPS YouTube video Twitter can be used during emergencies FCM Conference Update (Ms. Savill) In Saskatoon from June 1-4, 2012 The tradeshow was extensive with a number of good contacts made including Energy Consultants who would like to assist with a greenhouse gas inventory project on the understanding that their compensation would be linked with savings achieved Support for Small Scale Community Sustainability Initiatives Update (Ms. Savill) A total of eight applications have been received

Background The current year’s work plan was approved by Council providing a number of elements on which the Committee can report. Comment The work plan included twelve proposed activities for 2012.

  1. Contribute to the development of a communications plan for the SAC including the strengthening of communications with all stakeholders. Although a plan is still under development, www.frontenactalk.ca has been created to offer a forum for members to share information and communicate with each other. Social media engagement has opened new opportunities to the County including Facebook and Twitter in addition to the regular e-newsletters that are being offered. Regular reports are being made to the Committee. For the current period: Facebook  35 Likes (up from 28 at June Meeting)  3 People “talking about” the page  Weekly Total Reach: As high as 331 in the week of July 10 – 16. Currently around 72. An informational brochure is being prepared and a draft is attached for comment by the Committee. SEE ATTACHED 2. Consider opportunities to further engage communities including: a. Community Sessions The Calendar of Community Events has been prepared and is being updated with a commitment to refresh the posted pdf on a weekly basis on the forum site. In addition, the Committee will be advised at each meeting of 2-3 upcoming events to determine whether anyone might be interested in attending. For consideration in the upcoming period:

b. Annual Breakfast The Breakfast was held on May 11, 2012 with 65 people in attendance. A follow up survey was distributed and 20 responses were received. The comments were generally very positive suggesting those in attendance were satisfied with the timing, venue, information shared and format of the session. c. Community Events County staff members have attended:

  1. Contribute to the web site evolution www.frontenactalk.ca has been established and the SAC has been the first of the County’s advisory committees to access it. Further comments are requested as we look to expand access to all other advisory committee members. The County’s main web site is being redeveloped. An RFP is currently open. Links will be maintained with www.directionsforourfuture.ca as well as www.frontenacmaps.ca. Suggestions for consideration can be forwarded through the forum page.
  2. Seek out opportunities to engage and liaise with other external groups The Committee has engaged directly with:
  1. Offer input into the development of a budget allocation considering all activities and educational opportunities The proposed draft 2013-14 Sustainability Program will be presented at the meeting for discussion by the Committee. In addition, reports will be made to the Committee to offer members insights into the progress being made on the sustainability activities support by Council in the 2012 budget:

  1. Assist with the preparation for the Annual Workshop The date for the Annual Workshop has been set for Friday, September 21. Input will be sought at the meeting focusing on:
  1. Review and assess the contributions made by the current indicators and consider additional/replacement indicators Indicators have been discussed. Work was done by Ms. Vandervelde and Mr. Young to attempt to rationalize the long list of indicators. Mr. Hipfner has also prepared a paper for further discussion, which has been posted on www.frontenactalk.ca. Committee members will be asked to bring comments on Mr. Hipfner’s paper at the meeting.
  2. Contribute to the development and presentation of the annual report to Council – Sustainable Actions 2012 Suggestions for the revision of the format for Sustainable Actions 2012 within the framework allowed by Directions for Our Future will be requested at the meeting.
  3. Seek opportunities to meet with Councils and community groups The Chair attended several County Council meetings, including budget sessions, to support the work of the Committee. County staff members have met with Councils as described above.
  4. Seek opportunities to gain insights into sustainability The Sustainability Conference was attended by the Chair, Mr. Hipfner, Ms. Savill and Ms. Young in February. Ms. Savill also attended FCM in June.

A series of webinars was attended by staff addressing the Green Energy Act requirements. A seminar hosted by LAS was also attended by staff and County Council members. A report is included with this meeting’s agenda dealing with the Green Energy Act and the obligations being placed on municipalities. It links well with the proposed academic work introduced to the Committee by Mr. Ross and to be further discussed as part of the meeting’s agenda. 11. Review the Townships’ Strategic Plans to stimulate relationships and synergies Plans are being compiled. Those received have been posted on www.frontenactalk.ca. 12. Review the list of projects to identify collaborative opportunities The list was reviewed early in the year. It should be reviewed at this meeting in preparation for the Workshop in September.

Financial Implications The work of the Committee may place financial demands on the County. To date, it has been limited to members’ attendance at the February conference hosted by FCM in Ottawa in February. The 2013 sustainability budget put forward by staff will anticipate County support for a number of initiatives important to the Committee. Sustainability Explained The terms sustainability, sustainable, and sustainable development are used to describe innovative and holistic approaches towards planning and decision making. 2012 Work Plan Update

Monitoring Our Success How do we track how sustainable and positive our actions are in the Frontenacs? If we undertake a project or initiative which contributes to a healthier community, how do we measure its success? In other words, we need some indication of what we are striving for within each of the four pillars. Strong public policy and a commitment to accountability are necessary to keep sustainable planning current and fresh in the Frontenacs. Sustainability indicators are a useful tool to monitor and track progress. They go beyond traditional measures and indices to incorporate factors which contribute to community capacity and development. Appropriate sustainability indicators should be based on the four pillars to capture the close relationship between the core sustainability principles selected by residents of the Frontenacs and the 13 Focus Areas.

Sustainability Advisory Committee – Green Energy Act Review

Background Ontario Regulation 397/11 of the Green Energy Act, 2009 requires public agencies to prepare energy conservation and demand management plans. These plans are required to consist of two parts: 1) A summary of the public agency’s annual energy consumption and greenhouse gas emissions of its operations and, 2) a description of previous, current and proposed measures for conserving, managing and reducing the amount of energy consumed, as well as forecasts of the expected results of the measures currently used and proposed. Further to this requirement, on or before July 1, 2013, every public agency is required to submit to the Minister of Energy an “Energy Consumption and Greenhouse Gas Emissions Template” that will detail the type and amount of energy used by all of the public agency’s operations. The Template submitted by July 1, 2013, must cover operations in 2011 and 2012, and is subsequently updated on an annual basis. The Template must also be made available of the public agency’s website and be held in printed form at the agency’s head office. Comment County staff is reviewing the County’s obligations under O. Reg. 397/11, and are preparing a work plan for completing the Energy Consumption and Greenhouse Gas Emission Template ahead of the July 1, 2013 deadline. Initial tasks shall include compiling a database of the County’s operations and the past utility invoices that apply to each. Previous energy audit exercises have been completed by the County in recent years, and may feed into this process. Regulation 397/11 permits the joint completion of conservation and demand management plans by two or more public agencies. Collaboration between the County and the Townships in meeting the requirements of this regulation is therefore a possibility.

Solar Power Production – Sydenham and Palace Road Ambulance Bases

Background At its July 21, 2010 meeting, County Council approved the County’s participation in a Countyled microFIT project initiative to install at least one roof-top MicroFIT project in each participating Township and one in the County. Construction began in late 2010 on a ground-mounted solar project at the new Sydenham Road ambulance base in South Frontenac, with completion in April 2011. A roof-mounted solar project was constructed in 2011 on the roof of the Palace Road ambulance base in Kingston. The contract for the Sydenham base was awarded to Isolara Solar Power with a bid of $79,689. The contract for the Palace Road base was awarded to Evergreen Power Ltd. with a bid of $58,950. The total cost for both projects was $138,639. Comment To the end of June 2012, the County has been paid $20,722 for the energy produced by these two projects, or approximately 15% of the total project cost. Combined, the projects have produced 32,100 kWh. Please note that all dollar amounts in this report exclude HST.
