Sustainability Advisory Committee, the Frontenac Stewardship Foundation and the Lake Associations. Mr. Rodgers provided some background information on the Frontenac Stewardship Foundation (“Foundation”) and an overview of the Foundation’s 2014-2016 Workplan (attached to the record in the Clerk’s Office for reference). No longer having ties to the Ministry of Natural Resources (MNR) means the Foundation has no stable source of funding, but it can now pursue issues that were once outside of its scope and can begin to cross political borders (for example, into the City of Kingston), though the County remains its core focus. Suggestion for potential collaboration opportunities:

and lake planning. The 2014 theme is Lake Communities in Action and the conference will focus on the implementation of lake plans. 6.

Reports/Topics for Discussion 2014-125 Sustainability Advisory Committee – 2014 Work Plan Update

Council’s Strategic Goals The Committee discussed County Council’s Strategic Goals and the SAC’s role in achieving those goals. Deputy Warden Doyle advised the committee to continue looking at the big picture and making recommendations to Council to help guide its decision making, whether or not the issues seem directly related to the Strategic Goals. Councillor McDougall mentioned that County Council is still committed to the four pillars of sustainability and though these Strategic Goals help provide focus, they are not meant to dismiss or exclude other important topics. It was suggested that in order to determine the Committee’s priorities, a simple risk analysis should be performed, taking into consideration impact, likelihood and the County’s scope of influence. Updates from Mr. Joe Gallivan, Manager of Sustainability Planning Public Works Managers are collaborating on roads and waste management throughout the County. The group plans to present its research to the County starting in early 2015. The Rural Transportation Forum in June was informative. A valuable report, Towards Coordinated Rural Transportation: A Resource Document is available through ruralontarioinstitute.ca. Staff will send the link to committee members. Mr. Gallivan highlighted that the forum went beyond rural transportation for seniors, and also emphasized the importance to youth, low income, families and even employers. Frontenac County’s Draft Official Plan: County Council will hold a special meeting on August 21 to consider staff response to comments from the Ministry of Municipal Affairs and Housing and a revised draft OP. A public meeting will be held in September. The Seniors Housing Task Force meets this Thursday with the consultants retained to develop a Senior’s Housing Business Plan for the Township of Frontenac Islands. Speaker Series The Committee discussed next steps for the Speaker Series. Consensus was reached that a session focused on Lake Management would apply to all Townships. Staff will work with Mr. Rodgers and the Frontenac Stewardship Foundation to develop an appropriate program for the SAC’s review at its next meeting. Deputy Warden Doyle suggested that Mark Mattson, Founder and President of Lake Ontario WaterKeeper be contacted for involvement as well.

As the topic of Energy Retrofits was also popular in the Townships of South Frontenac and Frontenac Islands, staff will revisit the session that was prepared previously. Hearthmakers was involved in preparing that session, and is likely still interested. ICSP Workshop Ms. Vandervelde reviewed the plans for the ICSP Workshop. The committee supported the approach and the suggestions for the community partnership program. 7.

Communications Correspondence from Barrie Gilbert regarding Enbridge Line 9 Reversal

Mr. Gilbert Reviewed the Draft Report for Protection of Frontenac Water Sources from Pipeline Breaks and Spills (attached to the record in the Clerk’s Office for reference). The committee discussed recommending that County Council support the positions taken by other local organizations (Conservation Authorities, City of Kingston, etc), while also adopting its own stance on the matter. Mr. Gilbert clarified that although there is crude oil flowing through this pipeline now, the proposal from Enbridge includes reversing the flow, increasing the pressure and putting new – and potentially more corrosive – materials in the pipeline. With one of the weakest sections of pipe passing through our region (though not directly through the County), the possibility for breakage is high, and the consequences of a break would be disastrous for the County of Frontenac. Staff will work with Mr. Gilbert to prepare a draft letter for County Council’s consideration at its September meeting. The letter will be circulated to the SAC members by email for their review prior to submission to County Council. Moved By: Seconded By:

  1. Maintain expertise in sustainability to ensure valuable guidance can be offered for current and future municipal decision making (strategically support webinars, workshops and conferences). Peter Young, Community Planner, will provide a verbal update of his research regarding the feasibility of a scoped PAPER/Cheerio pilot project in the County of Frontenac.
  2. Enhance awareness of community sustainability and encourage the adoption of more sustainable choices through venues such as: a. Community Sessions and Events As per direction at the August committee meeting, staff have made preliminary contact with the Frontenac Stewardship Foundation regarding the Speaker Series. Planning efforts will be renewed with progress to be reported at the December committee meeting. b. Annual Breakfast No updates. c. Awards Events The County of Frontenac, in partnership with the Frontenac Accessibility Advisory Committee (FAAC), created the International Day of Persons with Disabilities Access Award in 2013 to recognize persons, groups or organizations that have made or are making a significant contribution beyond legislated requirements, towards improving access for persons with disabilities in the County of Frontenac. In 2013, the award was presented to the Verona Lions Club for its renovations to the infrastructure of the Verona Lions Club Hall including; washrooms, storage areas, a fully accessible change room, electronic door openers, concrete sidewalks and pavilion, as well doors and hallways. Accessibility is a key piece of the Social Pillar of sustainability and plays an important role in the long-term sustainability of the County. As active members of their communities, committee members should be aware that nominations for the 2014 award will open in September. Eligibility and selection factors are listed on the County’s website, and nomination forms will be available next month. 3. Liaise with other like-minded groups to gain insights and share expertise Committee members will provide verbal updates as available. 4. Stimulate relationships and synergies with the Townships by presenting at Council meetings and through other meeting opportunities No updates. 5. Assist with the preparations for the Annual Workshop The results of the Satisfaction Survey are below as Appendix A. 6. Contribute to the development and presentation of the 2014 Sustainable Actions report to Council. A working draft of the 2014/2015 Sustainable Actions Booklet is below as Appendix B. With discussion and comment from the committee, staff will work to present a second draft at the December committee meeting. 7. Raise awareness and solicit contributions through Community Partnerships and Citizen Commitments. Food ½ hour late and cold. Lots of talk on how hard the County is working / has worked / is planning on doing, but nothing concrete was explained on successful truly sustainable results (programs). Disappointing! Typical government – lots of talk Thank you for all the work that goes into promoting sustainability in Frontenac County. We do need to get new faces out to these meetings – eg. everyone who attends has to bring someone new next time I got a bit of raw beef in Sheppard’s Pie I was really impressed with the day! The County is doing this right. Loved the awards aspect. – Daniel Shipp (City of Kingston) Thank you! Ability to hear well was an issue even when sitting close to speaker. Acoustics made participating in small table discussions practically impossible. – Patsy Henry Well organized! Much more to go! Keep it up! A splendid day! Bravo to Staff. Although it was perhaps not evident, I think some participants needed a sound system to fully participate. Getting more community people to attend is always a challenge. Any new ideas to entice the public? Would like to see an Economic Development Committee at the County with reps from all 4 municipalities to share ideas and best practices Very valuable program – ICSP continuity is vital to helping stimulate thought and move communities forward Lovely spot – nice to have different location. Sustainable Actions 2014/2015 County of Frontenac Abbreviated Guide to Sustainability October 22 DRAFT

In 2009, after two years of extensive community consultation, the Council of the County of Frontenac adopted the Integrated Community Sustainability Plan, Directions for Our Future, as its 50 year vision for a sustainable future in the Frontenacs. Every year since then, an implementation plan, Sustainable Actions, has been developed and published to guide short-term actions toward long-term sustainability. You now hold in your hands the condensed version of Sustainable Actions 2014/2015, which includes only two parts: (1) the list of community-generated opportunities for sustainability in the Frontenacs, identified as priority and non-priority, and (2) the Community Partnership Agreement, which represents the community involvement that is essential to the realization of a sustainable Frontenacs, 50 years into the future.

Priority Opportunities for 2014/2015 The group of community members who gathered at the 2014 Sustainability Workshop identified 23 opportunities as priority for 2014/2015. Grouped by pillars – Cultural, Social, Environmental, and Economic – following are:   

8 “Red” Priorities: should be lead by the community with some involvement from the County, 12 “Yellow” Priorities: should be lead by the County with some involvement from the community, and 3 “Blue” Prirorities: should be completely driven by County Council
