Deputations and/or presentations
Marcel Giroux, addressed the Trails Advisory Committee on the motion that he requested, which was adopted by the Township of Central Frontenac to recognize an existing portion of the K&P Trail. The existing portion of the K&P that would be recognized as part of the County Trail consists of 16 kilometers of public property which was owned by the former Township of Oso and transferred to the Township of Central Frontenac by default after the amalgamation of the former townships. Mr. Giroux received approval from the Central Frontenac Township Council to bring a resolution to the Trails Advisory Committee seeking the support of the Committee for the 16 kilometer portion of the trail, from Cannon Road to its northern boundary, becoming recognized as part of the Frontenac K&P Trail. Support from the committee was being sought before the process becomes formalized and goes to County Council. The Resolution passed by Central Frontenac wished that the existing portion of the trail be recognized in honour of Harold Clark, a former Reeve of Central Frontenac who served for two terms from 1976 until 1982 when he retired. The Chair asked Mr. Giroux to clarify how including this section of the trail under the Frontenac K&P Trail would affect or change the formal ownership of the land. Mr. Giroux suggested that this decision would be made by Council. Mr. Moeys addressed the level of repair that would be required to bring this older section up to standard with the newly constructed portion. Mr. Giroux said it would not have to be brought up to the same standard and that only minimal repairs are require, and Mr. Eberhardt mentioned that during the winter months it would be of the same standard. Ms. Young stated that formally incorporating the northern section through Sharbot Lake as part of the current Frontenac K&P would help reinforce the necessity of linking the developed section through South and Central Frontenac up to White Lake Road to the developed section in Sharbot Lake north of Cannon Road. The Committee discussed that the public often believes the trail will end in Sharbot Lake however Sharbot Lake is simply the next focus point; eventually it will reach Renfrew and beyond. Mr. Giroux mentioned the work that should be done to extend the trail to the Road 38 and Highway 7 intersection so that trail users have access to the numerous amenities located here. Ms. Hollywood resumed discussion on the standard of the trail in Sharbot Lake and if it will reflect the same quality as the new portion. Ms. Young stated that formally recognizing this northern section as a part of the County trail will allow for additional funding opportunities to aid in rebuilding and repairing the current trail conditions and in maintaining this segment in the future.

2014-147 Trails Advisory Committee – 2014 Work Plan Update
Ms. Young informed the Committee that the Clerk received approval from Council to allow the current Committees of Council to remain in place until January or February of 2015 once the new Council has settled after the 2014 Election. Regarding the development of the K&P Trail, Ms. Young stated that a third gate may be required on the previous development, to be placed on the north side of Masonville Road to prevent motorized vehicles from using this section of the trail. She also mentioned that acquiring land and consulting with the property owners in Central Frontenac for the second phase of the trail will begin in 2015 after the elections take place. Ms. Young further spoke to a funding opportunity from the Frontenac Community Futures Development Corporation (CFDC) which would be used for the construction of the next 7 kilometres of trail past White Lake Road. Ms. Young indicated that if awarded, the money must be spent by February 1, 2015. Mr. Moeys questioned if the RFP/RFQ bidding process must be redone or if Crain Construction could simply continue north from the previous build. Warden Doyle suggested inquiring with the Finance Department if this is permitted or else determining what is the quickest way to get the RFP/RFQ approved and released for the bidding process. The Chair suggested that a resolution be passed to inform Council of the necessity of moving the development process along quickly in order to have the money spent before the deadline if received. Trails Concept Plan
Ms. Young informed the Committee that she will schedule public meetings in the Townships of Frontenac Islands and North Frontenac in order to gain public input on the first draft of the Trails Concept Plan. She also mentioned that further consultation may be conducted in South and Central Frontenac. Staff will make the appropriate revisions and additions to the draft after receiving feedback from the four townships.

Gate protocol for snowmobile club on the K&P Trail
Mr. Eberhardt stated that he will be in contact with Ms. Young to make a few revisions to the protocol including removing and updating some items. Moved By: Seconded By:

Ms. Young noted that a “Friends of the K&P” group is planned to be created in the year 2015 to assemble volunteers to help with maintenance of the trail, such as garbage removal. Mr. Moeys suggested that the Historical Society may have an interest in the remnants of the former railway, such as the Signal Boxes, which could be refurbished and presented as points of interest along the trail. 9.

Background At the October 16, 2013 regular meeting of County Council, Council approved the Trails Advisory Committee Work Plan for 2014. Goal/Vision The vision of the County of Frontenac stated in Directions for Our Future is Fresh with Opportunity Growing Vibrant, Innovative, Natural, Sustainable Places. Within the context, the Vision shared in the Frontenac Trails Master Plan can be read: Trails in the County of Frontenac promote sustainable and healthy communities by encouraging residents and visitors to get active while appreciating the natural beauty and rich heritage of Frontenac County.
Mandate
To provide input and suggestions regarding the execution of Implementation Plan for the Frontenac K&P Trail.

To provide input and suggestions regarding other trails initiatives throughout the County including the Townships of North, Central, South Frontenac and Frontenac Islands.
To report periodically to County Council on progress on the committee’s work.
Comment Amendments to the Procedural By-law regarding Term of Citizen Appointments The County of Frontenac Procedural By-law establishes the Terms of Reference for all Committees of County Council – including member’s terms of appointment – and states that members shall hold office from the date of their appointment up to the end of the term of Council, that being November 30th of a Municipal Election Year. Given that the new Council will not officially take office until the inaugural meeting of County Council, scheduled for December 17, 2014, appointments to Committees would not happen until late January or February, 2015. As such, County Council, at its July 16th meeting, approved an amendment to the Procedural By-law that dictates that Citizen Committee members continue to serve on a committee past the expiration of their term, until they are replaced. Council membership on Committees will end on November 30 of a municipal election year.
Work Plan activities realized to date:
- Provide input and suggestions to recognize and realize actions relative to the County of Frontenac Trails Master Plan. The application to the National Coalition Council of Canada is being deemed unsuccessful at this time and may be considered under a second round.
- Target to fully open the K&P section from South Frontenac Rd 38 near Craig Road to White Lake Road in 2014. As previously reported the Craig Road to White Lake Road has been completed as planned. An additional build became possible with the successful application by the Eastern Ontario Trails Alliance (EOTA) to the Community Futures Development Corporation. The funding amount approved is $220,000 for a $580,000 project. The County is responsible for $360,000. The project completion date if February 1, 2015 has been extended to February 28, 2015. Letters were sent to adjacent landowners on October 28, 2014 to inform them of the build from White Lake Road to Oclean Lane. In keeping with the funding parameters, a partnership agreement was struck with EOTA whereby EOTA will hire and pay the contractor (which is Crain Construction) and includes gravel and trucking. and grading and the construction of the Elbow Creek Bridge. A RFP was issued for the latter at the beginning of November. The contractor has moved quickly and the trail construction should be completed by the middle of December. This section was to stop just short of a property near Central Frontenac Township road Oclean Lane anticipating that here we could to gain access to Elbow Creek bridge location from the north. As it turns out a one lane bridge on Oclean Lane does not have the load capacity to accommodate heavy equipment and the only access to the Elbow Creek location from the north is through the Fish Creek Bridge, which is not yet constructed. To resolve this complication it was decided to issue an addendum to the existing RFP asking bidders to include a separate bid on the Fish Creek Bridge subject to funding. The bid closes December 4, 2014. In the meantime a beaver dam has been removed from the Elbow Creek bridge location and a geotechnical investigation has been completed at the south end of the proposed structure. Also, with the use smaller equipment to gain access across the Oclean Lane bridge, construction has taken place south to the Elbow Creek bridge location and brushing completed north to the Fish Creek Bridge area. An adjacent land owner has contacted the County to express great concern for endangered reptile species that may be present on the trail from the Oclean Lane access up to Fish Creek. Staff visited the location and met with the landowner. He has asked that Committee recommend to Council that the County divert ATV traffic only to Oclean Lane in order to prevent harm to these reptiles. A map is provided as Appendix A.
Work with adjacent landowners and private property owners (in the areas of discontinuity) to establish the trail route in preparation for phasing as outlined the 2013 Frontenac K&P Implementation Plan – Phase 2. This activity is slated for winter of 2015.
Communicate with other trail organizations and invite them to committee meetings to share best practices and possible partnerships. The L & A Ridge Runner Snowmobile Club is opening the gates on the Frontenac K&P Trail for December 1st as per the approved protocol. Staff is attending a Tri-County trail meeting in Perth on November 28th and will report at the TAC meeting.
Ensure that the committee’s time is allocated evenly between the implementation of the Frontenac K&P and other initiatives that facilitate the development and/or marketing of other trail systems as identified in the 2014 Trails Concept Plan for the County of Frontenac. Further meetings are needed in Frontenac Islands and North Frontenac to gain further information for possible trail scenarios for inclusion in the draft Trails Concept Plan for Frontenac. Re: Letter Received Concerning Development of K&P Trail and Usage Questions Greetings, I have recently received a letter from Ms. Anne Marie Young advising about the next phase of development on the K&P trail that runs adjacent to my property north of Godfrey. I would like to thank the County for advising adjacent landowners of the work that is planned, however there are a number of important questions that myself, and a number of neighbours, continue to have. Specifically, the letter advises that the second section of the trail that has already been completed “…is opened for non-motorized use and for snowmobiles during winter.” And the final sentence of the letter I received notes “This section, as with the previous section, will allow non-motorized and motorized use on the trail.” Can you please be much more specific about what uses are intended? Do you mean that the trail in this new section will only be open to snowmobiles in the winter? I would hope that is the case, but I do not think that is your intention. And it seems that the letter is specifically constructed to avoid using the words “ATVs”. The letter mentions motorized use in a vague way, despite the very serious concerns many adjacent landowners have raised over this issue over the many years. Can you please clarify the exact nature of the intended use? Some specific questions include: •
We had heard that at one point the trail would be open to ATVs. Is that still the case, or only snowmobiles?

If it is to be open to ATVs, can you advise why that is not mentioned in your letter to adjacent landowners?
•
If it is to be open to ATVs, can you advise about the exclusion of two-wheeled dirt bikes?

What are the intended hours of operation? What are the prohibitions on night or Sunday use? 1

Given the County’s decision to proceed despite these concerns, it would be most appreciated if you could advise about the questions I have raised, and provide more detailed information in your communications with adjacent landowners.
