Deputations and/or presentations
Mr. Knechtel gave a presentation providing information on the current status and future plans of the Cataraqui Trail. He noted that the Frontenac Farmers’ Market will be setting up at the Harrowsmith Junction on Friday afternoons starting in May. Engineering students from Queen’s compiled concept designs for possible gazebo style structures at this location. A cost of $500,000 is estimated to bring the Cataraqui Trail to a standard similar to the K&P Partnerships are important to all trail development. The presentation is attached as Appendix A. 5.

received, that the K&P Trail budget expenditure be increased by $115,000 in 2014 to meet the requirements of the TCT grant. CARRIED There will be a separate report going to County Council regarding the TCT grant. Ms. Young provided an overview of the report. A maintenance plan is being drafted for the Committee to review and provide input. Ms. Young is to circulate the draft prior to the next meeting. There is $15,000 in the 2014 budget for trail maintenance. The committee agreed that a sign frame, which is located at the west split of the K&P Cataraqui Trails and which is empty because the sign was vandalized, should be moved to a more visible location. The committee responded positively to learning of a successful land acquisition which will allow the developed section of trail through Verona to be officially opened. Ms. Young was instructed to circulate possible dates near the end of May for the Committee to consider for the official opening. The venue for the event will take place at the Hardwood Creek Bridge. Mr. Eberhardt informed the committee that because the K&P Trail will be officially open that a contract can now be drawn up with District 1 Snowmobile Association and signage will be provided. Ms. Young was also instructed to circulate possible dates for the Committee to consider for a public meeting for MMM Group to present the first draft of the Trails Concept Plan. Councillor Inglis expressed an on-going frustration that Committee is not spending enough time on other trails in the County and more energy is spent on the K&P Trail than other trails. Ms. Young reiterated that once the Trails Concept Plan is completed it is contemplated that there will be other trail work to be considered.

Committee Recommendation THAT the Trails Advisory Committee receive this 2014 Work Plan Update report for information. AND FINALLY THAT the Trails Advisory Committee recommend that the Council of the County of Frontenac accept the draft Trails Concept Plan in principle. Background At the October 16, 2013 regular meeting of County Council, Council approved the Trails Advisory Committee Work Plan for 2014. Goal/Vision The vision of the County of Frontenac stated in Directions for Our Future is Fresh with Opportunity Growing Vibrant, Innovative, Natural, Sustainable Places. Within the context, the Vision shared in the Frontenac Trails Master Plan can be read: Trails in the County of Frontenac promote sustainable and healthy communities by encouraging residents and visitors to get active while appreciating the natural beauty and rich heritage of Frontenac County.

Mandate
To provide input and suggestions regarding the execution of Implementation Plan for the Frontenac K&P Trail.
To provide input and suggestions regarding other trails initiatives throughout the County including the Townships of North, Central, South Frontenac and Frontenac Islands.
To report periodically to County Council on progress on the committee’s work.
Comment Amendments to the Procedural By-law regarding Term of Citizen Appointments The County of Frontenac Procedural By-law establishes the Terms of Reference for all Committees of County Council – including member’s terms of appointment – and states that members shall hold office from the date of their appointment up to the end of the term of Council, that being November 30th of a Municipal Election Year. Given that the new Council will not officially take office until the inaugural meeting of County Council, scheduled for December 17, 2014, appointments to Committees would not happen until late January or February, 2015. As such, County Council, at its July 16th meeting, approved an amendment to the Procedural By-law that dictates that Citizen Committee members continue to serve on a committee past the expiration of their term, until they are replaced. Council membership on Committees will end on November 30 of a municipal election year. Committee vacancies will be advertised beginning in September, 2014 to ensure a sufficient window for those interested to inquire and submit applications. Work Plan activities realized to date:
- Provide input and suggestions to recognize and realize actions relative to the County of Frontenac Trails Master Plan. As trails are developed a maintenance plan is necessary. A working copy of a maintenance plan has been circulated to committee members to review and provide input. Conversation continues with Eastern Ontario Trails Alliance (EOTA) regarding the new development that is to take place this year and the possibility of EOTA maintaining that piece in the future.
- Target to fully open the K&P section from South Frontenac Rd 38 near Craig Road to White Lake Road in 2014. Crains’ Construction Limited was contracted for the reconstruction of the bridge at White Creek. The bridge is complete as of the middle of August. A Request for Quotation is being prepared for the development of the K&P from north of Verona and east of SF Rd 38 to west of CF Rd 38 across from the White Lake Road access. Public Works staff from South Frontenac measured the trail for ditching requirements and mark the locations where culverts that are needed. This will assist greatly toward a more accurate assessment of the material required for the development and determining the cost. Crains’ Construction Limited was contracted for the development and work is in progress as of this date. Completion date is September 15, 2014. The official opening of the 2013 development was held in Verona on August 9, 2014. Sophie Kiwala, MPP for Kingston and the Islands, Ian Macpherson, Chairperson of Trans Canada Trail spoke at the opening as well as Warden Bud Clayton and Allan McPhail, Chair of Trails Advisory Committee (TAC). Approximately 60 people attended the opening. 3. Work with adjacent landowners and private property owners (in the areas of discontinuity) to establish the trail route in preparation for phasing as outlined the 2013 Frontenac K&P Implementation Plan – Phase 2. There was a telephone conversation between staff and an adjacent landowner who stated that he would be interested in entering into a landowner agreement with the County for trial use. 4. Communicate with other trail organizations and invite them to committee meetings to share best practices and possible partnerships. The $115,000 grant from Trans Canada Trail has been received. Cataraqui Region Conservation Authority (CRCA) and the County continue to partner to allow the Frontenac Farmers Market to set-up on Friday afternoons at the Harrowsmith Junction. Site preparation has been conducted by CRCA through a grant from the Frontenac Community Futures Development Corporation. The vendors have requested an extension to the end of September. A funding opportunity became available this summer through the National Coalition Council of Canada. County Council approved a request to lever $360,000 of the County’s Federal Gas Tax reserve for a funding application to build a bridge at Elbow Creek and an additional 7 km of trail development on the Frontenac K&P. The application was completed in partnership with the Eastern Ontario Trails Alliance and filed by the August 15, 2014 deadline. Successful applicants are to be notified by the first of October. 5. Ensure that the committee’s time is allocated evenly between the implementation of the Frontenac K&P and other initiatives that facilitate the development and/or marketing of other trail systems as identified in the 2014 Trails Concept Plan for the County of Frontenac. A public meeting was held in Verona on May 26, 2014 to receive input from stakeholders and residents regarding possible additions or redevelopment of existing routes to the trail systems in Frontenac. There were representatives from the Cataraqui Trail, Rideau Trail, Kingston K&P Trail, KFL&A Health Unit, L&A Ridgerunners Snowmobile Club and members of the public. The comments received at the meeting along with comments sheets and information received in other various forms were recorded and used in the Concept Plan. County staff met with staff from North Frontenac the first week of June to glean more information for further content in the plan. MMM Group met with County staff to go over a draft of the plan. Staff is to meet with public works staff of the Townships to review the plan. The draft Trails Concept Plan will be presented to members of TAC at this meeting. Interested parties in Frontenac Islands are advancing the first steps for the Wolfe Island Canal concept. Plans are to develop a park at the mouth of the canal and build a shelter and a dock. Canoeing and kayaking are to be encouraged.
Financial Implication Provision for trail related expenses have been included in the 2014 budget.
