Whereas Council passed Resolution #490-21 at their meeting on November 19, 2021,
objecting to the reduction in the level of service by the EPRA ; and requesting the Mayor
send a letter to the Minister regarding the changes resulting from the program, the
associated reduction in the level of service, and requesting that the future transition of
other programs maintain the existing levels of service;
Therefore Be It Resolved That Council receives for information a letter dated
December 22, 2021 from Minister David Piccini advising Ontario implemented a new
producer responsibility framework requiring individual producers of Electrical and
Electronic Equipment (EEE) to set up free collection networks and ensure collected
materials are managed through reuse or recycling activities; and that there are
additional Producer Responsibility Organizations (PRO) the municipality could contact
to arrange collection of the EEE;
And That the Ministry is consulting on changes to the EEE Regulation, specifically to
expand the requirement for producers to provide on-demand collection services to
additional sources that have collected at least four tonnes of equipment;
And That Council requests Council Fowler and the PWM meet to determine if a
delegation should be requested at the OGRA Conference and report back to Council.

c. Paramedicine in North Frontenac
Resolution #: 6-22 Moved By: Seconded By: Councillor Good Councillor Fowler Whereas Council passed Resolution #557-21 regarding the Strategic Plan 2022 which included adding Enhanced Paramedicine as one of the strategic objectives; Therefore Be It Resolved That Council receives for information the Mayor’s Administrative Report prepared for County Council entitled “Paramedicine North Frontenac” and an email from the County of Renfrew regarding programs provided by their paramedics which are funded by the Province. Carried

Whereas Council passed Resolution #454-21 at their meeting on October 22, 2021,
receiving an email from the Mayor advising Central Frontenac is interested in meeting to
discuss a partnership with regards to the Seniors Housing Project and following the
meeting will provide an update to Council;
Therefore Be It Resolved That Council receives a report from the Mayor dated
January 10, 2022 advising the Mayor, Treasurer and CAO Back-up met with Central
Frontenac’s Seniors Housing team and outlining four options for Council’s
consideration;

Whereas Council passed Resolution #557-21 at their meeting on December 10, 2021,
receiving for information the Mayor’s Administrative Report entitled “Strategic Plan
2022”; and that Council approved minor edits to the Strategic Plan document as
amended by Council at the meeting; and that Council instructed the Clerk to bring back
the amended plan for Council’s approval;
Therefore Be It Resolved That Council approves the updated 2019-2022 Strategic
Plan, as amended to add Seniors’ Housing back in.

B1. Mississippi Valley Conservation Authority re: Transition Plan
Resolution #: 10-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information Mississippi Valley Conservation Authority’s (MVCA) Transition Plan which will implement new rules regarding levies apportioned to municipalities that will take effect January 1, 2024 and other key steps and timelines; And That MVCA plans to work with adjacent Conservation Authorities to minimize duplication and harmonize processes for member municipalities; and that MVCA will be reaching out to organize information/consultation sessions in early 2022; And That Council instructs the Clerk to provide a copy of this Resolution to MVCA. B2. Township of Georgina - Request for Support re: Plastic Wrap Disposal

Township of North Frontenac Regular Council Agenda Minutes January 14, 2022 Seconded By: Councillor Fowler Be It Resolved That Council receives for information a letter dated November 29, 2021 from the Township of Georgina regarding the lack of options for recycling boat shrink wrap and agricultural bale wrap and twine; the need to make recycling programs more accessible to the agricultural and marine industries across Canada; and requesting the Provincial Government work with municipalities, agricultural and marine groups to implement concrete steps to be implemented to make recycling programs more accessible; And ThatCouncil supports the Resolution of the Township of Georgina, asboat wrap continues to be an issue for North Frontenac with the only option right now being the bulky item bin, which requires payment by the tonne for disposal and there isn’t any management plan after it leaves North Frontenac; And That Council instructs the Clerk to provide a copy of this resolution to The Township of Georgina; the Ministry of the Environment, Conservation and Parks; the Ministry of Environment and Climate Change Canada, the Ministry of Agriculture, Food and Rural Affairs, and the Minister of Agriculture and Agri-Food; Eastern Ontario Wardens Caucus; AMO; and FCM; And That this be included in the discussion with Councillor Fowler and the PWM re: OGRA delegation; and reported back to Council. Be It Resolved That Council receives for information the Public Works Manager’s
(PWM) Administrative Report entitled, “Waste Sites – User Fee for Disposal of Brush
and Yard Waste”;
And That Council supports in principal a user fee of $10 per cubic yard for the disposal
of brush and yard waste, subject to a fees and charges public meeting to be held at a
future date.
