Minutes of a Public Meeting of Council regarding Amendments to the Fees and Charges By-law for The Corporation of the Township of North Frontenac, held January 15, 2021 through Electronic Participation. Present: Mayor Ron Higgins; Councillor Fred Perry and Councillor Wayne Good — Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer — Ward 2; Councillor John Inglis and Councillor Fred Fowler — Ward 3. Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); and Kelly Watkins, Treasurer.

- Approval of the Agenda Moved by Deputy Mayor Martin, Seconded by Councillor Hermer #01-21 #01-21 Be It Resolved That Council approves the Agenda for the Public Meeting of Council regarding Amendments to the Fees and Charges By-law dated January 15, 2021, as circulated. Carried
- Disclosures of Pecuniary Interest and General Nature Thereof None declared.
- Administrative Report a) Treasurer — Proposed Amendment to the Fees and Charges By-law Moved by Councillor Good, Seconded by Deputy Mayor Martin #02-21 #02-21 Be It Resolved That Council receives for information the Treasurers Administrative Report entitled “Proposed Amendments to the Fees and Charges Bylaw”; And That Council will consider comments from the Public on the proposed amendments; And That Council will consider a By-law during the Regular Meeting to amend the Fees and Charges to update the following Schedules: B — Dog Tags, Licence and Animal Control; E — Planning Fees; L — Community Hall Rentals; M — Recreation Vehicles; N — Disposition of Land; and Q — Part 8 On-Site Sewage System. - Adjournment Moved by Councillor Hermer, Seconded by Councillor Good #03-21 Be It Resolved That Council adjourns the Public Meeting at 9:09 a.m. Carried ayor Clerk Public Meeting re: Fees and Charges By-law January 15, 2021 Page 2 of 2 MAYOR’S SPEAKING NOTES PUBLIC MEETING JANUARY 15 2021 FEES & CHARGES BY-LAW Good morning everyone. Today we are conducting a Public Meeting to review and consider amendments to our Fees and Charges By-law. The fee changes relate to the following Schedules; Schedule ‘B’ - Dog Tags, Licence and Animal Control. Schedule `E’ - Planning Fees Schedule I’ - Community Hall Rentals. Schedule ‘M’ — Recreational Vehicle. Schedule ‘N’ — Disposition of Land. Schedule ‘Q’ — Part 8 — On Site Sewage System. The Clerk has provided an Administrative Report outlining the proposed amendments and the reasoning behind these. Due to COVID-19 our meetings are required to be virtual and as such we do not have a formal sign in sheet. For any members of the Public on the call today, please ensure you have provided your name and contact information with the Clerk’s department. Only persons who make an oral submission at today’s meeting, or who make written submissions before the new Fees and Charges By-law is adopted, are entitled to appeal the decision of Council. Council will consider the By-law at the Regular Meeting later today, following this Public Meeting. I now invite the Treasurer to go through the logistics of conducting a virtual public meeting.
