Minutes of a Joint Meeting of Council for The Corporation of the Township of North
Frontenac and the Council of the Township of Addington Highlands, held January 30,
2020 in the Council Chambers, 6648 Road 506, Plevna, Ontario.
Present: North Frontenac Council - Mayor Ron Higgins; Councillor Fred Perry Ward 1;
Councillor Vernon Hermer and Deputy Mayor Gerry Martin – Ward 2; and Councillor
John Inglis and Councillor Fred Fowler – Ward 3.
Also Present:
Addington Highlands Council: Reeve Henry Hogg; Deputy Mayor Tony Fritsch;
Councillor Helen Yanch; and Councillor David Miles.
Kaladar/Barrie Fire Department Staff: Casey Cuddy, Fire Chief. North Frontenac Staff:
Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning
Manager (CPM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC);
and Kelly Watkins, Treasurer. Addington Highlands Staff: Christine Reed, CAO/Clerk-
Treasurer; and Natalie Tryon, Deputy Treasurer.
- Call To Order The Clerk called the meeting to order at 2:00 p.m.
- Appointment of the Chair It was the consensus of both Councils Mayor Higgins would assume the role of Chair, as the Township of North Frontenac was hosting the meeting. Note: Per Section 4.4 of the North Frontenac Procedural Policy, “Each Council shall consider an independent Motion at or following the Joint Meeting regarding any recommendation made during the Joint Councils Meeting which may be accepted by a Majority of Council.”
- Approval of Agenda Moved by Councillor Perry, Seconded by Councillor Fowler
#33-20 Be It Resolved That Council approves the Agenda for the Joint Council Meeting with the Township of Addington Highlands dated January 30, 2020, as circulated. Carried 4. Disclosures of Pecuniary Interest and General Nature Thereof None declared. Note: Councillor Good arrived at this time. 5. Presentations a) Trent Gervais, President and CAO; and Terry Gervais, Consultant – The Loomex Group re: Final Report – Independent Study on Level of Fire Service in Wards 1, as compared to Wards 2 and 3 Moved by Councillor Perry, Seconded by Councillor Fowler
#34-20 Be It Resolved That Council receives for information the presentation regarding the Independent Study on Level of Fire Service in Ward 1, as compared to Wards 2 and 3 Joint Council Minutes – North Frontenac and Addington Highlands January 30, 2020 Page 2 of 2
from Trent Gervais, President and CAO; and Terry Gervais, Director of Training,
Consulting and Fleet, The Loomex Group; and thanks them for their time spent today;
And That the budget process for the Kaladar Barrie Fire Department (KBFD) remain
the same but that an extra step be added to have Chief Cuddy present the budget to
both Councils; whether this is a joint meeting would be left to the Clerks and Treasurers;
And That steps be taken to improve on communications as it pertains to the KBFD;
And That further discussions on the report and its proposed options continue at the
next Joint Fire Committee meeting including the completion of a Financial Audit.

a) Confirming By-law #07-20 for the January 17, 2020 Meeting of Council.

Be It Resolved That By-law #07-20, being a By-law to confirm all actions and
proceedings of Council for its Regular Meeting held January 30, 2020 be read a first
and second time.
