Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held July 15, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario
Present: Mayor Ron Higgins; Councillor Wayne Good - Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer - Ward 2; Councillor John Inglis and Councillor Fred Fowler - Ward 3
Also Present: Tara Mieske, Clerk/ Planning Manager (CPM); Brooke Hawley, Manager of Community Development (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); Kelly Watkins, Treasurer; and Laura Manion, Public Works Administrative Assistant (PWAA)
Call to Order The Mayor called the meeting to order at 9:00 a.m. The Mayor requested a minute of silence in honour of Councillor and friend Fred Perry.

b. Cambium: Kashwakamak Waste Disposal Site - Action Plan Requirement

Be It Resolved That Council receives for information the Public Works Manager’s
Administrative Report entitled “Ministry of Environment, Conservation and Parks –
Action Plan (Kashwakamak Waste Site)”;
And ThatCouncil approves proceeding with new wells, enhanced sampling and testing
to determine if there are any off-site impacts and the extent of any such impacts, at an
estimated cost of $40,000;
And Thatan Action Plan will be prepared and submitted to the Ministry of Environment,
Conservation and Parks, and subsequent findings will be reported;
And ThatCouncil approve retaining Cambium Inc to complete the extra work required to
address MOECP requirements;
And That the Public Works Manager will report the findings and required next steps to
Council at a future meeting;
And That Council instructs the Treasurer to transfer the estimated $40,000 for the
additional expenses from the Contingency Reserve Fund.

B1. Weiss Point Residents ‘Association re: Private Lane Upgrading Assistance Program
Resolution #: 287-22 Moved By: Seconded By: Councillor Good Deputy Mayor Martin Whereas the Township received an email dated June 23, 2022 from a Resident’s Association proposing a Private Lane Upgrading Assistance Program; And Whereas the existing program in South Frontenac was referenced with some program details provided; And Whereasthere has been an increase in the number of requests received by the Township regarding assistance with private lane maintenance; Therefore Be It Resolved That Council requests the Public Works Manager to review the South Frontenac program as well as programs that may be available in neighbouring municipalities; and report back to Council at a future Council meeting.

B2. Tyson Myers, Public Works Manager, Township of Central Frontenac re: Request to Rent Waste Compactor
Resolution #: 288-22 Moved By: Seconded By: Councillor Good Deputy Mayor Martin Be It Resolved That Council received an email dated July 11, 2022 from Tyson Myers, Public Works Manager for Central Frontenac requesting to rent a Waste Compactor from North Frontenac; And That Council approves the request subject to the following conditions: • Central Frontenac is responsible for all delivery / transportation costs, using a float service identified by NF, • North Frontenac will provide the Operator for the Compactor, • The schedule will be coordinated to reflect North Frontenac’s demand for the Compactor and Operator, • The waste site will be inspected by North Frontenac in advance to determine if use of the Compactor is appropriate, • An acceptable hourly rate (including Operator) will be negotiated, • Central Frontenac will carry appropriate insurance for the rental equipment, and • A rental agreement will be required. And That Council will consider a By-law later in the meeting to delegate Council’s
authority to the CAO for possible restricted actions after Nomination Day in the case of
Lame Duck only.

Carried
c. Clerk/Planning Manager: Shore Road Allowance Closure and Sale By- law - Hanville
Resolution #: 291-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Shore Road Allowance Closure and Sale By-law – Hanville”; And That, as required by By-law #22-15, • All That Part of the Original Road Allowance lying in front of Lot 13, Concession 6, geographic Township of Miller, being Part 2 on Registered Plan 13R-8722 (Wensley (Brule) Lake). be declared as surplus and sold to the adjoining owners. Appraisals of these properties are not necessary as this is a Shore Road Allowance; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of the Shore Road Allowance. d. Clerk/Planning Manager: Severance Application - Road Widening Condition
Resolution #: 292-22 Moved By: Seconded By: Councillor Inglis Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Severance Application – Road Widening Condition”; And That Council agrees to survey the Martin Road for the maintained distance at 66 feet width; and provided the Martins are agreeable to transferring the road to the Township in accordance with Agreement in 1960; And That the costs be from the Contingency Reserve Fund. e. Director of Emergency Services / Fire Chief: Recognition of Firefighters for Exemplary Service
Resolution #: 293-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the Director of Emergency Services. Fire Chief’s (DESFC) Administrative Report entitled “Recognition of Firefighters for Exemplary Service”; Page 5 of 11
Township of North Frontenac Regular Council Agenda Minutes July 15, 2022 And That Council will present a Certificate of Recognition to the Firefighters for their dedication and exemplary service for saving lives, on behalf the Township, and the Residents of North Frontenac at a later regular meeting of Council; And That Council instructs the DESFC to invite the individual’s whose lives the Firefighters saved through Cardio Pulmonary Resuscitation (CPR) to the 2022 Firefighters Annual Christmas Party and Awards Ceremony, to present in-person to the Firefighters, their Lightning Bolt Award; And That Council instructs the DESFC to continue to investigate and pursue opportunities to recognize Firefighters for their accomplishments and efforts; And That Council instructs the DESFC moving forward, to present Certificates of Recognition for Exemplary Service as soon as practicable after Firefighters have provided exemplary service, and to continue to invite any future individuals whose lives have been saved to the annual Firefighters Annual Christmas Party and Awards Ceremony, to present in-person to the Firefighters, their Lightning Bolt Award. Be It Resolved That Council receives for information the Manager of Community
Development’s (MCD) Administrative Report entitled “By-law to Approve Municipal
Community Hall Rentals and repeal By-law #30-19”;
And That Council will consider a By-law later in the meeting to repeal By-law #30-19
being the Municipal Community Hall Rental Agreement By-law; as Council deems it
appropriate for the MCD, in consultation with the CAO, to prepare and amended the
Agreement, including the Rules and Regulations.

g. Manager of Community Development: Radon at Plevna Fire Hall
Resolution #: 295-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Radon at Plevna Fire Hall”; And That Council directs the MCD to have the Radon Mitigation work completed at the Plevna Fire Hall; And That the Treasurer be instructed to take the estimated $19,252 plus HST to complete this project from the Infrastructure Sustainability Tangible Capital Asset Reserve Fund. h. Manager of Community Development: Donations for Fishing Tournaments that are not Catch and Release

Township of North Frontenac Regular Council Agenda Minutes July 15, 2022 Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Donations for Fishing Tournaments that are not Catch and Release”; And That Council approves donations to fishing tournaments that are not catch and release; And That Council instructs the Treasurer to remove the wording “with the exception of fishing tournaments if they are not live-release” under Sundry (190-50370) – Grants/Donations/Ceremonies effective the 2023 Budget. Carried
i. Manager of Community Development: Rental Agreement between the Township of North Frontenac and the North Frontenac Historical Society & Archives (NFHSA) to Occupy the Office Space at the Lavant Garage

Development’s Administrative Report entitled “Rental Agreement with the First
Resource Management Group Inc. (Mazinaw-Lanark Forest Inc.) for Rental of Office
Space at the Barrie Community Hall”;
And That Council will consider a By-law later in the meeting to authorize the Mayor and
Clerk to sign the Agreement with the First Resource Management Group Inc.;
And That Council agrees to amending the Agreement to a one year term at the request
of the First Resource Management Group Inc.
