Minutes of Public Meeting July 16, 2021 Page 1 of 3 MINUTES OF THE PUBLIC MEETING OF COUNCIL July 16, 2021 Minutes of a Public Meeting of Council for The Corporation of the Township of North Frontenac, held July 16, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario regarding Zoning By-law Amendment File #Z01/21- Pelley with electronic participation. Present: Councillor Wayne Good (Electronic) – Ward 1; Deputy Mayor Gerry Martin (Chair) and Councillor Vernon Hermer– Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3 Absent with Regrets: Mayor Ron Higgins; and Councillor Fred Perry – Ward 1 Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Tara Mieske, Clerk/ Planning Manager (CPM); Kelly Watkins, Treasurer; Sonya Bolton, Manager of Community Planning, County of Frontenac; and Jennie Kapusta, Community Planner, County of Frontenac 1. Call to Order and Purpose of Meeting Note: In the absence of the Mayor the Deputy Mayor chaired the Meeting. The purpose of the Public Meeting is to consider a Proposed Amendment to Zoning By-law #55-19. 2. 3. 4. Chair’s Opening Remarks (see attached) Disclosure of Pecuniary Interest and General Nature Thereof None declared. Approval of Agenda a. July 16, 2021 Resolution #: 309-21 Moved By: Seconded By: Councillor Hermer Councillor Fowler Be It Resolved That Council approves the Agenda for the Public Meeting regarding the Zoning By-law Amendment – File #Z01/21 – Fred and Francis Pelley dated July 16, 2021, as circulated. - Revised Zoning By-law Amendment Application;

- Report from MVCA. The Applicant, Mr. Pelley, and Agent, Leanne Pelley, were present for the Public Meeting.
Council Comments and Questions Councillor Fowler asked for clarification on the distance between the water and the proposed addition. Kapusta advised it is approximately 20 metres. Councillor Fowler asked about the Shore Road Allowance. Mieske advised the Shore Road Allowance had been purchased; however the mapping has not been updated. Councillor Martin advised the proposal is for a new 10 x 32 foot deck on the lake side. He noted the Committee of Adjustment recommended a 6 foot wide deck. Leanne Pelley advised the 10 foot deck is flush across the front of the cottage and will not encroach any closer to the water than the existing deck. Councillor Martin noted he didn’t want the proposal to be excessive. Mr. Pelley advised the width of the deck could be reduced as per the Committee’s recommendation; however having the deck in line with the existing building seems reasonable. Note: The Mayor arrived at the Public Meeting at this time. Councillor Inglis asked if there were comments from the Committee. The Clerk/Planning Manager (CPM) advised the original proposal for the sleep cabin and the deck was provided to the Committee, who recommended some changes to the size of the proposed deck. The CPM advised the Applicants amended the Application by removing the proposed sleep cabin and including the proposed addition to the side of the existing building. She advised the amended Application was recirculated to Council; however the amended Application was not provided to the Committee. Councillor Inglis advised he is willing to accept the proposed development as shown in the application. 7. Public Comments and Questions None. Report from MVCA; Procedure for Public Meetings under the Planning Act Respecting Proposed Amendments to the Township of North Frontenac’s Zoning By-law Opening Remarks
- The Council of the Township of North Frontenac is conducting a Public Meeting, today July 16, 2021, under the Planning Act with respect to Proposed Amendment to the Township of North Frontenac’s Zoning By-law related to a Zoning By-law Amendment Application from Fred and Francis Pelley for their property at 1671 East Bay Road.
- Any persons who wish to receive a copy of the minutes of the public meeting, a copy of the report on the proposed Amendments to the Township of North Frontenac’s Zoning By-law or notice of the passing of the proposed Amendment to the Township of North Frontenac’s Zoning By-law, should provide their full name, address, postal code, email address and contact numbers to the Clerk following the meeting. If a person or public body does not make oral submissions at the public meeting or make written submissions to the Township of North Frontenac before the proposed Amendments to the Township of North Frontenac’s Zoning By-law being approved the person or public body: is not entitled to appeal the decision of the Township of North Frontenac to the Ontario Land Tribunal ( formerly the Local Planning Appeal Tribunal); and may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the tribunal, there are reasonable grounds to do so. Procedure for Public Meetings under the Planning Act Respecting Proposed Amendments to the Township of North Frontenac’s Zoning By-law #55-19 Closing Remarks Once all of the submissions have been heard, announce: The public meeting is now concluded. I would remind any persons wishing to receive additional information to provide their full name, address, postal code and contact numbers to the Clerk following the meeting.
