Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac, held July 17, 2020 through the use of Electronic Participation due to the Covid-19 Pandemic.
Present: Mayor Ron Higgins; Councillor Fred Perry and Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor Inglis and Councillor Fred Fowler – Ward 3.
Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Kelly Watkins, Treasurer; Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Eric Korhonen, Director of Emergency Services/Fire Chief (DES/FC); and Darwyn Sproule, Public Works Manager (PWM).
Call To Order The Mayor called the meeting to order at 9:00 a.m.
Approval of Agenda Moved by Councillor Perry, Seconded by Deputy Mayor Martin
#262-20 Be It Resolved That Council approves the Agenda for the Regular Meeting of Council dated July 17, 2020, as amended. CarriedDisclosures of Pecuniary Interest and General Nature Thereof Councillor Perry declared a Pecuniary Interest in 9. Communications Item B3.
Delegations Note: Brooke Hawley, CAO Executive Assistant (CEA), arrived at the meeting at this time.
Presentations a) Ken Foulds, Re/fact Consulting – Procurement of Seniors Housing in North Frontenac Moved by Councillor Fowler, Seconded by Councillor Inglis
#263-20 Whereas Council passed Resolution #246-20 at their meeting on June 19, 2020 to hire Re/fact Consulting to provide Council with a Business Plan on the Options for Consideration regarding Existing Not-for-Profit Entity or Private Developer for an estimated cost of $10,480 for Steps 1-3 coming from the Contingency Reserve Fund; Therefore Be It Resolved That Council receives for information the presentation from Ken Foulds, Re/fact Consulting regarding Procurement of Seniors’ Housing; and thanks him for his time spent today; And That Council request Re/fact work with the working Committee on drafting an RFP for Council’s review. Carried

Lake Condominium Development.

Be It Resolved That Council receives for information the Presentation from Megan
Rueckwald, Manager Community Planning, County of Frontenac (Contract Planner) and
her Administrative Report entitled “Ardoch Lake Draft Plan of Vacant Land
Condominium – Submission of Amended Application and Public Meeting”;
And That Council directs the Contract Planner to provide Council with a
recommendation of draft plan approval and draft plan conditions for consideration at the
August 14, 2020 Township Council meeting.

Business Arising from Minutes a) Resolution #243-20- Public Meeting re: Re-division of Wards and Changes to Council’s Composition Moved by Councillor Inglis, Seconded by Councillor Perry

Whereas Council passed Resolution #243-20 at their meeting on June 19, 2020
receiving for information the Clerk/Planning Manager’s Administrative Report entitled
“Process to Re-divide Wards and Change Council’s Composition: and that Council is
considering changing from three Wards to two, being Ward 1 as a Ward and Wards 2 &
3 as a Ward; and reduce the number of Council Members from 7 to 5; and that Council
instructed the Clerk to schedule a Public Meeting at a later date; and that Council will
discuss at each meeting when to hold the public meeting taking into consideration the
pandemic situation;
Therefore Be It Resolved That as the Provincial Emergency Order has been amended
under Regulation 364/20 effective July 17, 2020 at 12:01 a.m. to 50 persons, if the
meeting or event is indoors; or 100 persons, if the meeting or event is outdoors;
And That Council sets the date for the Public Meeting for August 29, 2020 at 10:00
a.m. at a location determined by the Clerk based on availability, provided there are not
any Provincial Orders in place prohibiting the meeting and the meeting will comply with
all Public Health and/or Provincial Orders in place at the time (i.e. masking);

And That Council encourages the Public to provide written comments to the Clerk if they are unable to attend the Public Meeting which will be provided to Council in this Public Meeting Agenda; And That the Clerk shall provide Notice in accordance with the Procedural Policy. Carried Note: Councillor Fowler declared a Pecuniary Interest in Item 8b and refrained from participating in the discussion and voting.
b) Resolution #197-20 –Community Grant Applications 2020 – North Frontenac
Backroads Studio Tour
Moved by Councillor Perry, Seconded by Deputy Mayor Martin

Whereas Council passed Resolution #197-20 at their meeting on May 8, 2020 receiving
for information the Manager of Community Development’s Administrative Report entitled
“Proposal to Extend Deadline for Community Grant Applications for 2020”; and that
Council approved extending the deadline for Community Groups to apply for funding to
July 31, 2020 as a result of COVID-19 restrictions;
Therefore Be It Resolved That Council receives for information an email dated June
26, 2020 from the Manager of Community Development advising he has received a
Community Grant Application from the North Frontenac Backroads Studio Tour for their
7th year for the Studio Tour, requesting a grant of $750, which meets the criteria set out
in the Community Grants Policy; and that the group is asking what will happen if they
are awarded the grant and the studio tour has be cancelled due to COVID-19;
And That as it is unknown at this time what Covid-19 restrictions may be in place in the
fall, if the 2020 North Frontenac Studio Tour does not happen the Organization will not
need to return the money as the advertising funds will need to be spent prior to the
event.

c) Resolution #195-20 – Student Attendance at Council Meeting during Local Government Week Moved by Councillor Fowler, Seconded by Councillor Inglis
#269-20 Whereas Council passed Resolution #195-20 at their meeting on May 8, 2020 receiving for information the Clerk/Planning Manager’s Administrative Report entitled “Local Government Week 2020”; and that Council instructed the Clerk to look into options of having students attend a Council meeting either in the Council Chambers; or at North Addington Education Centre and Granite Ridge Education Centre; Therefore Be It Resolved That Council receives for information an email from the Deputy Clerk advising the cost for busing students from the two schools to the Municipal Office will be approximately $490 to $610 plus HST; And That due to the uncertainty regarding in-person Council Meetings and school attendance due to the Covid-19 Pandemic, Council will not be inviting the students to attend a Council Meeting and will not be attending the schools in 2020; And That Council instructs the Clerk to include this as a recommendation for the 2021 Local Government Week. Carried

d) Resolution #293-20 – Delegation Request with the Ministry of Natural Resources
and Forestry – Water Erosion and Control Infrastructure (WECI) Funding
Moved by Deputy Mayor Martin, Seconded by Councillor Inglis

Whereas Council passed Resolution #239-20 at their meeting on June 19, 2020
directing the Mayor to request a delegation at the Association of Municipalities of
Ontario (AMO) 2020 Annual Conference with the Ministry of Natural Resources and
Forestry (MNRF) to discuss Water Erosion and Control Infrastructure (WECI) Funding;
And Whereas, in an email dated July 13, 2020, Sally McIntyre, General Manager,
Mississippi Valley Conservation Authority (MVCA), requests North Frontenac Council
send a letter to the Province requesting increased funding of the Water and Erosion
Control Infrastructure (WECI) program; and administrative changes to allow grant
allocations to extend to the next fiscal year, and reallocation of unspent funds to WECI
projects on the waiting list. Almost 20% of program funds went unspent in 2019 due to
current program restrictions;
And Whereas the Province reaffirmed its commitment to “continue its cost share
funding arrangement with municipalities to support high priority repairs to conservation
authority infrastructure” in its March 2020 Ontario Flooding Strategy;
And Whereas the Province allocated $5 million annually for this purpose in 2003 and
has not increased or indexed the funding envelope in 17 years;
And Whereas demand for replacement and upgrade of water and erosion control
assets is ever increasing due to aging infrastructure and the impacts of climate change;
And Whereas critical infrastructure within the Mississippi Valley watershed that serves
this municipality did not receive funding this year and there are no guarantees that it will
in the foreseeable future based upon current program demand;
And Whereas, should funding not be received from the province for these and other
MVCA capital projects, infrastructure will continue to decay and become a danger to the
public;
Therefore Be It Resolved That Council instructs the Clerk to provide this Resolution to
the Minister of Natural Resources and Forestry; the Minister of Environment,
Conservation and Parks; and the Minister of Municipal Affairs and Housing supporting
MVCA’s request that the WECI Funding program be significantly increased and that the
program rules be adjusted to allow for reasonable construction periods and the carry-
over of funds between fiscal years.
