[image] Minutes of a Special Meeting of C The Corporation of the Township of N Held June 20, 2023 in the Council Chambers, 664 Present: Mayor Gerry Lichty; Counc Councillor Stephanie Rege Huetl and Councillor Verno Mayor John Inglis and Cou Also Present: Corey Klatt, Chief Adminis Watkins, CAO Back-up / T Participation); Tara Mieske (CPM); and Brooke Drech the Planning Manager (Zo 1. Call to Order; Purpose of Meeting; and Chair The Chair called the meeting to order at 9:02 a.m. The purpose of the meeting is to consider entering into the Municipal Service Corporation; and discuss a potential acquisition of land, specifically with respect to Seniors' Housing. 2. Approval of Agenda a) June 20, 2023 Resolution #: 283-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved That Council approves the Agenda for the Special Meeting dated June 20, 2023, as circulated. Carried 3. Disclosure of Pecuniary Interest and Genera None declared. 4. Business Arising from the Minutes Rules of Procedure Resolution #: 284-23 Moved By: Seconded By: Deputy Mayo Councillor Hu Be It Resolved That Council suspends the rules of procedure to permit public comments on this matter. Carried a) Resolution #257-23: Municipal Services C Resolution #: 285-23 Moved By: Seconded By: Councillor Hu Councillor Fo Whereas, at their meeting on June 9, 2023, Council passed Resolution #257-23 receiving for information the presentation from Kelly Pender, CAO, County of Frontenac, and Joe Gallivan, Director of Planning and Economic Development, County of Frontenac regarding Frontenac Communal Services; Therefore Be It Resolved That Council receives for information an email dated June 12, 2023, advising the anticipated five (5) year requirement of the Municipal Service Corporation (MSC) is $696,800; and that theestimated financial contribution for North Frontenac is $97,294, with 20% of the municipal share due within 30 days of incorporation, with the balance due over five years as determined by the shareholders; And That Council agrees to join the proposed MSC and instructs the Treasurer to providethe initial 20% payment of approximately $19,500, within 30 days of incorporation to be funded from the Contingency Reserve Fund. And That Council commits the remaining dollars to be funded from the Contingency Reserve Fund for future payments, with a plan to replenish funds through the budget process during 2024 budget deliberations. Closed Session a) Closed Session Resolution #: 286-23 Moved By: Seconded By: Councillor Fo Councillor He Be It Resolved That Council retires to Closed Session at 10:45 a.m. to discuss a Proposed or Pending Acquisition of land by the Municipality, specifically with regards to Seniors Housing. Carried 7. Rise and Report The Mayor advised there was nothing to report. 8. Confirmatory By-law a) Confirming By-law #40-23 Resolution #: 287-23 Moved By: Seconded By: Councillor Hu Councillor He Be It Resolved That By-law #40-23, being a By-law to confirm all actions and proceedings of Council for its Special Meeting held June 20, 2023 be read a first, second and third time and finally passed. Carried 9.
