Call to Order; Purpose of Meeting; and Chair The Mayor called the meeting to order at 5:00 p.m. and read the opening remarks. The purpose of the meeting is to consider amendments to the Township’s Zoning By-law #55-19.   2. Approval of Agenda   a) June 29, 2023    Resolution #: 289-23 Moved By: Seconded By: Councillor Hu Councillor Fo Be It Resolved That Council approves the Agenda for the Public Meeting dated June 29, 2023, as circulated. Carried   3. Disclosure of Pecuniary Interest and Genera None declared.   4. Zoning By-law Amendment Application   a) File #Z02/23 - Part of Lot 20, Concession 7 Barrie - Recreational Commercial to Rural Dmitry Kurylovich, County Planner, provided an overview of the Zoning By-law Amendment application. He advised the rezoning of the subject property from Recreational Commercial (RC) to Rural was required as a condition of a severance approved in 2022. He noted the Rural designation reflects the residential use of the subject property, which the RC designation does not permit as a principle use. Kurylovich noted the proposed new lot is located within 300 metres of an At-Capacity Lake Trout Lake. He advised no new lots can be created unless the septic system to service the lot is located outside the 300 metre setback or the system is located in an area that drains away from the lake. Kurylovich advised County Planning staff worked with the Ministry of Environment, Conservation and Parks (MECP) to identify a suitable location for a septic system, on the west side of the proposed lot. Kurylovich advised planning staff received no objections regarding the severance application from MECP, South Frontenac (as septic approval authority) or Mississippi Valley Conservation Authority (MVCA). He recommended approval of the Zoning By-law Amendment application. There were no public comments regarding the application.    Resolution #: 290-23 Moved By: Seconded By: Councillor Fo Councillor Hu Be It Resolved That Council receives for information the Planning Report from the County Planner regarding Application File #Z02/23 for a Zoning By-law Amendment; And That Council will consider the Zoning By-law Amendment later in the meeting. Carried   5. Zoning By-law Amendment - Housekeeping B   a) County of Frontenac Planner’s Report: Zo Housekeeping Amendment Jennie Kapusta, County Planner, provided an overview of the proposed changes to the Township’s Comprehensive Zoning By-law #55-19. Andrew Waywell, resident, advised he owns a water access only property on Palmerston Lake. He advised the proposed parking requirements for water access lots may preclude some owners from applying to create new lots.    Resolution #: 291-23 Moved By: Seconded By: Councillor Hu Councillor Fo Be It Resolved That Council receives for information the Planning Report from the County Planner and public comments regarding the proposed amendments to the Township’s Zoning By-law #55-19; And That Council instructs staff to review the public comments received and provide an updated Zoning By-law for consideration to Council at a future Council meeting. Carried   6.
