Minutes of a Special Meeting of Council regarding a Request for Exemption from
Cemetery By-law #08-12 for The Corporation of the Township of North Frontenac, held
March 13, 2020 in the Council Chambers, 6648 Road 506, Plevna, Ontario.
Present: Mayor Ron Higgins; Councillor Fred Perry and Councillor Wayne Good - Ward
1; Councillor Vernon Hermer – Ward 2.
Absent: Deputy Mayor Gerry Martin – Ward 2; Councillor John Inglis and Councillor
Fred Fowler – Ward 3.
Also Present: Cheryl Robson, Chief Administrative Officer (CAO); and Brooke
Drechsler, Deputy Clerk/Assistant to the Planning Manager.
- Call to Order and Purpose of Meeting The Mayor called the meeting to order at 8:15 a.m.
- Chair’s Opening Remarks The Mayor read his opening remarks (see attached).
- Approval of Agenda
Moved by Councillor Good, Seconded by Councillor Hermer
#115-20 Be It Resolved That Council approves the Agenda for the Special Meeting of Council regarding a Request for Exemption from Cemetery By-law #08-12 dated March 13, 2020, as circulated. Carried - Disclosures of Pecuniary Interest and General Nature Thereof

Waive Procedural Policy
Moved by Councillor Good, Seconded by Councillor Hermer
#116-20 Be It Resolved That, due to the urgent nature of a request to Council, Council waives Section 4.10 b. of the Procedural Policy By-law #99-19 Notice Requirements for Special Council Meetings, which requires the Clerk to give notice to the Public no later than 48 hours prior to the Meeting date. Carried - Communications
a) Exemption from Cemetery By-law #08-12 – No Internment between December 1
and March 31;

Request from Darwyn Sproule, Private Resident;
ii.
Cemetery By-law #08-12.

#117-20 Be It Resolved That Council receives for information an email dated March 12, 2020 from Darwyn Sproule, Private Resident, requesting an exemption from the Township’s Cemetery By-law #08-12 which states: Special Meeting Re: Request from Exemption of Cemetery By-law #08-12 March 13, 2020 Page 2 of 2
“No Interments shall be made between December 1 and March 31, except in the case
where the deceased has died from a contagious disease”
And That Council approves this request and agrees to provide an exception, in this
circumstance, to By-law #08-12 - Interments Section #9 to allow the burial prior to April
1, 2020.

Amend Cemetery By-law #08-12
Moved by Councillor Good, Seconded by Councillor Perry

Be It Resolved That Council instructs the Clerk to bring back an amending By-law
authorizing the CAO, in consultation with the contractor, to approve any further
winter burials; and, until the amending By-law is approved, Council authorizes the
CAO to approve any future winter burials prior to April 1, 2020.

Be It Resolved That By-law #26-20, being a by-law to confirm all actions and
proceedings of Council for its Special Meeting regarding a Request for Exemption from
Cemetery By-law #08-12 held March 13, 2020 be read a first and second time.

March 13, 2020 Special Meeting of Council
I have called this special meeting today to address a request from a resident to bury his deceased
spouse. Out of compassion for the family, some of whom are visiting from the US, I have called this
special meeting to allow the family to take care of their affairs while they are all together at this time.
I also take full responsibility for calling this meeting without providing for the three days meeting notice
requirement. I did this since the three-day meeting notification period would not allow for the family to
adequately plan and implement the services and burial in this instance.
