Regular Council Minutes March 19, 2021 Page 1 of 14 Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac, held March 19, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario. Present: Mayor Ron Higgins; Councillor Fred Perry (Electronic) and Councillor Wayne Good (Electronic) – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer (Electronic) – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3. Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); Kelly Watkins, Treasurer; and Sandra Lessard, Deputy Treasurer. 1. Call to Order The Mayor called the meeting to order at 9:20 a.m. 2. Approval of Agenda Moved by Deputy Mayor Martin, Seconded by Councillor Fowler #131-21 Be It Resolved That Council approves the Amended Agenda for the Regular Meeting of Council dated March 19, 2021, as circulated. Carried 3. Disclosures of Pecuniary Interest and General Nature Thereof None declared. 4. Presentations a) Sally McIntyre, General Manager, Mississippi Valley Conservation Authority (MVCA) – Easements at MVCA Dams Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #132-21 Be It Resolved That Council receives for information the presentation from Sally McIntyre, General Manager, Mississippi Valley Conservation Authority (MVCA) – Easements at MVCA Dams; and thanks her for her time spent today. Carried b) Stephanie Reeder, Senior Project Manager, Cambium – Annual Update re: Waste Disposal Sites Moved by Deputy Mayor Martin, Seconded by Councillor Fowler #133-21 Be It Resolved That Council receives for information the presentation from Stephanie Reeder, Senior Project Manager, Cambium – Annual Update re: Waste Disposal Sites; and thanks her for her time spent today; And That Council authorizes the Public Works Manager to approve the draft Annual Reports and upon approval authorizes Cambium to submit the 2020 Annual Reports to the Ministry of Environment and Climate Change on behalf of the Township. Business Introduction Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #134-21 Be It Resolved That Council receives for information the Business Profile of Pleasantview Lodge prepared by Councillor Inglis, Chair, and Paul Thiel, Member, of the Economic Development Task Force (EDTF). Carried 7. Adoption of Minutes Moved by Deputy Mayor Martin, Seconded by Councillor Fowler #135-21 Be It Resolved That Council adopts the Minutes of: a) A Special Meeting of Council re: 2021 Draft Budget dated February 19, 2021; b) A Special Meeting of Council re: Zoning By-law Amendment File #Z01/21 – Fred and Francis Pelley dated February 26, 2021; c) A Regular Meeting of Council dated February 26, 2021; and d) A Special Meeting of Council re: Service Delivery Review (SDR) and Municipal Modernization dated March 3, 2021. Carried 8. Business Arising from Minutes a) Resolution #114-21 – Joint Expression of Interest (EOI) - Municipal Modernization Program - Intake 2 Implementation Stream Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #136-21 Whereas Council passed Resolution #114-21 at their meeting on March 3, 2021 receiving for information the CAO and Managers’ Administrative Report entitled “Service Delivery Review and Municipal Modernization”; and that in accordance with the Frontenac Regional Service Delivery Review recommendations, if approved by the other Municipalities, Council supports the submission of a joint Expression of Interest (EOI) to the Municipal Modernization Program - Intake 2 implementation stream, with the County of Frontenac, Frontenac Islands and Central Frontenac to be considered for 65% Provincial funding, for Integrated Digital Strategy / Records Management software required for long-term solutions (i.e. Septic, Land Use Planning, Building, etc.); Therefore Be It Resolved That, as the costs exceed the grant limit and high annual costs, the Frontenacs will not be submitting a joint Expression of Interest (EOI) to the Municipal Modernization Program - Intake 2 implementation stream, with the County of Frontenac, Frontenac Islands and Central Frontenac for Integrated Digital Strategy / Records Management software; And That Staff will continue to look at options for Council to consider. Carried b) Resolution #80-21 – Kaladar Barrie Fire Department 2021 Draft Budget Moved by Deputy Mayor Martin, Seconded by Councillor Fowler #137-21 Whereas Council passed Resolution #80-21 at their meeting on February 19, 2021 approving the Kaladar Barrie Fire Department Proposed Budget for 2021; Therefore Be It Resolved That Council receives for information an email from the Christine Reed, CAO/Clerk-Treasurer, Township of Addington Highlands, advising the Council of Addington Highlands approved the Joint Fire Committee’s recommendation that the Joint Kaladar/Barrie Fire budget be approved as presented. Carried Regular Council Minutes c) Resolution #47-21 – Proposed Date for Public Meeting re: Community Improvement Plan Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #138-21 Whereas Council passed Resolution #47-21 at their meeting on February 5, 2021 receiving for information an email from the Manager of Community Development (MCD) dated January 5, 2021 advising the Clarendon Miller Community Hall was tentatively booked for February 23, 2021 for a potential Open House for the Community Improvement Plan (CIP); Therefore Be It Resolved That Council receives for information an email from the MCD advising the Open House was held on February 25, 2021; and requesting the Public Meeting be held on April 16, 2021; And That Council schedules the Public Meeting for the CIP for April 16, 2021at 9:00 a.m.; And That Council instructs the Clerk to provide Notice of the Public Meeting. Carried d) Resolution #349-20 – CRINS ON70160 - Snow Road Station – Notice of Completion Moved by Deputy Mayor Martin, Seconded by Councillor Fowler #139-21 Whereas Council passed Resolution #349-20 at their meeting on September 11, 2020 receiving an email from Todd White, Executive Director, CRINS-SINCS, advising he would be preparing a report to Council for the proposed Snow Road Tower; Therefore Be It Resolved That Council receives for information the Land Use Authority Recommendations Report and Conditions with respect to the Radio Communications Facility proposed by SBA Communications Corporation, designated ON70160-S-“Snow Road Station”; And That Council authorizes the Clerk/Planning Manager to sign the report on behalf of the Township of North Frontenac. Carried e) Resolution #233-20 and Resolution #234-20 – Letter of Intent from Clark Richards, Bon Echo Provincial Park Superintendent re: Shabomeka Lake Dam Moved by Councillor Fowler, Seconded by Deputy Mayor Martin #140-21 Whereas Council passed Resolution #233-20 at their meeting on June 19, 2020 receiving for information the presentation provided by MVCA regarding the Mazinaw Lake Dam Gate and Easement showing the amended preferred location for the proposed gates; and that Council approved the installation of the proposed gate at the Mazinaw Lake Dam; and that Council approved-in-principle an easement for MVCA to establish safety buffers and operating areas at the Mazinaw Dam; And Whereas Council passed Resolution #234-20 at their meeting on June 19, 2020 approving-in-principle an easement for MVCA to establish safety buffers and operating areas at the Shabomeka Dam; Therefore Be It Resolved That Council received a presentation today from Sally McIntyre, Mississippi Valley Conservation Authority (MVCA), and approves the proposed location on the provided sketch for the easement at the Shabomeka Lake Dam; and Council approves the proposed location over Part 1 and 2 on Plan 13R- 11759 at the Mazinaw Dam; March 19, 2021 Page 3 of 14 Regular Council Minutes March 19, 2021 Page 4 of 14 And That Council receives for information the Letter of Intent from Clark Richards, Superintendent, Bon Echo Provincial Park, regarding the Shabomeka Control Structure Access, which provides the following contact information for any Bon Echo Provincial Park inquiries:  Email Address for Clark Richards clark.richards@ontario.ca  Telephone Number (613) 336-2228 ext. 224 Carried f) Resolution #431-20 – Eastern Ontario Regional Network (EORN) Gig Project. Moved by Councillor Inglis, Seconded by Deputy Mayor Martin #141-21 Whereas Council passed Resolution #431-20 at their meeting on November 20, 2021, receiving for information Section A of the Clerk’s Administrative Report entitled “Communications of Interest”, including Item #50 - North Frontenac Lake Association Alliance (NFLAA) letters of support for Eastern Ontario Regional Network’s (EORN) Gigabit proposal for improved internet service in the Eastern Ontario regions; Therefore Be It Resolved That Council receives for information Council of the County of Frontenac Resolution #55-21 advising EORN has submitted a comprehensive regional project to deliver a Gig (up to 1,000 Mbps) of speed that will serve our residents and businesses long into the future and County Council requests the federal and provincial government immediately fund the EORN Gig Project; And That Council supports this request and instructs the Clerk to provide a copy of this Resolution to The Honourable Maryam Monsef, Minister for Women and Gender Equality and Rural Economic Development; The Honourable Laurie Scott, Minister of Infrastructure; Scott Reid, MP, Lanark-Frontenac-Kingston; Mark Gerretsen, MP, Kingston and the Islands; Randy Hillier, MPP, Lanark-Frontenac-Kingston; and Ian Arthur, MPP, Kingston and the Islands. Ministry of Natural Resources and Forestry (MNRF) re: Draft Mazinaw-Lanark Forest 2021-2031 Forest Management Plan Moved by Councillor Inglis, Seconded by Deputy Mayor Martin #144-21 Regular Council Minutes March 19, 2021 Page 6 of 14 Be It Resolved That Council receives for information the Review of Draft Forest Management Plan (FMP) - Mazinaw –Lanark Forest 2021-2031 Forest Management Plan, advising comments on the draft FMP must be received by May 17, 2021. Quinte Conservation Authority re: Quinte Region Drought Management Plan Moved by Councillor Inglis, Seconded by Deputy Mayor Martin #145-21 Be It Resolved That Council receives an email dated March 8, 2021 from Mark Boone, Hydrogeologist, Quinte Conservation, providing the final version of the Quinte Region Drought Plan; And That, in addition to the Plan, two surveys are attached that the Federation of Canadian Municipalities to be completed for the project; And That Council instructs the Public Works Manager complete and return the two surveys before March 26, 2021.
