Minutes of a Special Meeting of Council regarding Seniors’ Housing for The Corporation of the Township of North Frontenac Held March 21, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present:

Mayor Ron Higgins; Councillor Wayne Good (Electronic Participation) – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3

Absent with Regret: Councillor Fred Perry – Ward 1

Also Present:

Cheryl Robson, Chief Administrative Officer (CAO) (Electronic Participation); Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, CAO Back-up; Brooke Hawley, Manager of Community Development (MCD); and Kelly Watkins, Treasurer

Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:00 a.m. The purpose of the meeting is to discuss options for Seniors’ Housing in North Frontenac.

Chair’s Opening Remarks None.

Approval of Agenda

a) Approval of the Agenda for the Special Meeting of Council regarding Seniors’ Housing.

Resolution #: 96-22 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Be It Resolved That Council approves the Agenda for the Special Meeting of Council regarding Seniors’ Housing dated March 21, 2022, as circulated. Carried

Township of North Frontenac Special Council Minutes March 21, 2022 Resolution #: 99-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Inglis Be It Resolved That Council instructs the Clerk to amend the Agenda for March 25, 2022 to add the option with Central Frontenac for Seniors’ Housing; and review the $100,000 allocated to Seniors’ Housing. Carried

Ken Foulds, Re/fact Consulting: Seniors’ Housing Update

Resolution #: 100-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Hermer Whereas at their meeting on February 25, 2022, Council passed Resolution #80-22 receiving for information the details provided by Ken Foulds, Re/fact Consulting and the Treasurer regarding Seniors Housing; and that, due to the complexity of the information and to allow Council time to review the options, Council scheduled a Special Council meeting to discuss the details with Ken Foulds and provide direction on this matter;
Therefore Be It Resolved That Council receives for information the update from Ken Foulds regarding options for disposition of the current Request for Proposal (RFP); options for modified incentives and additional RFP flexibilities. Carried

a) Confirming By-law #13-22

Resolution #: 101-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Hermer Be It Resolved That By-law #13-22, being a By-law to confirm all actions and proceedings of Council for its Special Meeting held March 21, 2022 be read a first, second and third time and finally passed.
