Minutes of a Public Meeting of Council regarding the 2022 Proposed Budget for The Corporation of the Township of North Frontenac Held March 25, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:00 a.m. The purpose of the meeting is to consider the 2022 Proposed Budget.

Resolution #: 105-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Be It Resolved That Council receives the Treasurer’s Power Point Presentation and instructs the Clerk to attach it to the March 25, 2022 Minutes for public information purposes; And That Council will consider approving the 2022 Budget and set the estimates for sums required from property taxation for 2022 and to adopt Tax Rates at the Regular Council meeting today. Carried
Council Comments and Questions The Mayor asked for details on the Asset Management Plan (AMP) update. The Treasurer advised the original AMP was prepared in 2013 and changes to the legislation need to be implemented by July 1, 2022. The Treasurer will provide an Administrative Report for Council’s consideration in May/June
Councillor Inglis advised there is a large decrease in the Reserve Funds and asked if this is normal (i.e. fluctuation in different years). The Treasurer advised $400,000 plus has been placed in Reserve Funds from grants provided for municipal modernization which is intended to be spent. She also advised the capital spending for this year is up but is lower for next year. Councillor Good asked if Council should consider adding more funds to the Reserve Funds in this budget. The Treasurer advised when the new AMP is prepared, Council may need to consider a new financial strategy. She noted the current plan is still acceptable and recommended considering this in 2023.

Page 3 of 4 1 of 1 TOWNSHIP OF NORTH FRONTENAC - MAYOR’S OPENING REMARKS 2022 BUDGET - PUBLIC MEETING – MARCH 25, 2022 Good morning, and welcome to the Public Meeting being held today to present the Township of North Frontenac’s 2022 budget. We continue to mange our assets, reserves, and expenses in an effective manner. There have been challenges this year due to an inflation rate of near 5% indirectly caused by COVID and other worldwide issues. This year we are keeping our levy below the inflation rate and we came in at 3.64% I thank Council and management for their continued commitment and management of our fiscal responsibility. As was the case last year we have had several Provincial fund allocations provided to North Frontenac to offset our increased costs related to the Pandemic. Now, I would like to turn this Public Meeting over to our Treasurer, Kelly Watkins to present the overview of the budget. Then I will ask Council and then the Public for their questions and/or comments. Page 4 of 4
