Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held March 25, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present:

Mayor Ron Higgins and Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3 Absent with Regret: Councillor Fred Perry – Ward 1

Call to Order The Mayor called the meeting to order at 9:13 a.m.

Resolution #: 108-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Be It Resolved That Council adopts the Minutes as circulated, of: i. Special Meeting of Council regarding 2022 Draft Budget dated February 18, 2022; ii. Public Meeting regarding Zoning By-law Amendment Application #Z01/22 dated February 25, 2022; iii. Public Meeting regarding Amendments to Zoning By-law #55-19 and Proposed Recreational Vehicle By-law dated February 25, 2022; iv. Public Meeting regarding Amendments to the Fees and Charges By-law dated February 25, 2022; and v. Regular Meeting of Council dated February 25, 2022. Carried

Business Arising from the Minutes

a. Resolution #34-22: Hydro One Outages in Mazinaw Area

Resolution #: 109-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Whereas Council passed Resolution #34-22 at their meeting on February 4, 2022 receiving for information a letter dated January 12, 2022 regarding the power outages caused by the December 11, 2021 windstorm and requested the Mayor to contact Hydro One and report back to Council; And Whereas Council passed Resolution #54-22 at their Meeting on February 25, 2022 receiving a verbal update from the Deputy Clerk on behalf of Hydro One’s Area Manager who advised he had visited and investigated the claims in the letter and Hydro have no issue related to the brushing and trimming inside the Park and there are no restrictions in that regard inside the Park. He went on to say that Hydro and Bell did the best they could in an overwhelming situation; Therefore Be It Resolved That Council receives an email from Hydro One Networks dated February 25, 2022 advising a severe windstorm swept through Ontario on December 11, 2021, which had significant impact on our distribution electrical system, especially in heavily forested areas, such as the Bon Echo Provincial Park. Due to the widespread nature of this severe weather event, our crews were required to prioritize the restoration of power to ensure that high priority customers, such as hospitals, and lines that power large number of people are completed first. This major event impacted a total of ~761,100 Hydro One customers which amounts to approximately 52% of our total customers. Regretfully this severe event resulted in power interruptions to customers in the area for an extended period of time. Page 2 of 14

Township of North Frontenac Regular Council Agenda Minutes March 25, 2022 And That Hydro One is a customer and community focused company who are deeply committed to listen to concerns. Over the next few weeks, they will contact the Township with additional details around options available to improve reliability to the area; And That Council instructs the Clerk to respond to the residents.

b. Resolution #26-22: Shrink Wrap Recycling

Resolution #: 110-22 Moved By: Seconded By: Councillor Fowler Councillor Inglis Whereas Council passed Resolution #26-22 at their Meeting on February 4, 2022 regarding the recycling of boat shrink wrap and agricultural bale wrap and twine and the need to make recycling programs more accessible and instructing the Public Works Manager to follow-up with the recycling location near Ottawa and consult with the other Frontenac Public Works Managers and check with other municipalities on options for recycling; Therefore Be It Resolved That Council receives the email from the Public Works Manager dated March 10, 2022 advising they contacted municipalities and businesses (local and otherwise) and included a summary of the responses received and this issue is a Provincial and potentially a National issue and Council’s Resolution #11-22 requesting the Province work with others and move the issue forward is appropriate; And That Council receives the email from the Town of Georgina dated February 11, 2022 providing an update and thanking the Council for their support to improve recycling and address the serious problem of plastic pollution and litter across the Province. Carried

c. Resolution #264-21: Council Portfolio - Lakelands Family Health Team

Resolution #: 111-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Whereas Council passed Resolution #559-18 appointing Councillor Perry as the Lakelands Family Health Team Representative; And Whereas Council passed Resolution #264-21 at their Meeting on May 28, 2021 approving Councillor Perry being absent from Council activities and Meetings until his health return or the term of Council ends; Therefore Be It Resolved That Council receives an email from Deputy Mayor Martin dated March 7, 2022 advising he has been contacted by Lakelands Family Health Team and asked to represent North Frontenac on their Board in the absence of Councillor Perry; And That Council approves Deputy Mayor Martin representing the Township of North Frontenac on the Lakelands Family Health Team until Councillor Perry returns or the end of the Council term. Carried

d. Resolution #99-22: Seniors Housing Update

Township of North Frontenac Regular Council Agenda Minutes March 25, 2022 Seconded By: Councillor Fowler Whereas Council passed Resolution #99-22 at the March 21, 2022 Meeting, requesting to discuss options for Seniors Housing with Central Frontenac and to discuss potential uses of the $100,000 allocated by the Township to be included in the Request for Proposal; Therefore Be It Resolved That Council receives for information the details of the meeting between the Mayor, Treasurer and CAO Back-up and Central Frontenac Senior Housing team previously provided to Council on January 14, 2022; And That Council instructs the Mayor, Treasurer and CAO Back-up to meet with the Central Frontenac Senior’s Housing Team to discuss options if North Frontenac provides a proposal to the County of Frontenac for North Frontenac’s portion of the County funding to be provided to the Central Frontenac Senior’s Housing project to ensure spots are available for North Frontenac residents. Carried

Resolution #: 114-22 Moved By: Seconded By: Councillor Inglis Councillor Fowler Be It Resolved That Council wishes to invite Brad Nevin, Quinte Conservation and Sally McIntyre, Mississippi Valley Conservation to discuss programs and services and challenges they are facing with respect to legislative changes. Carried

B1. Quinte Conservation re: Program and Service Inventory

Resolution #: 115-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Fowler Whereas Ontario Regulation 687/21 requires Quinte Conservation to prepare an inventory of the programs and services offered to their participating municipalities. And Whereas the Programs and Services Inventory must be submitted to all participating municipalities within the jurisdiction of Quinte Conservation and to the Ministry of the Environment, Conservation and Parks no later than February 28, 2022; And Whereas the Quinte Conservation Executive Board approved the Programs and Services Inventory at the regular meeting held on February 17, 2022; Page 4 of 14

Council, CAO, and Managers’ Administrative Reports

a. CAO on behalf of Emergency Control Group (ECG): COVID-19 Update and Policy Amendments

Resolution #: 116-22 Moved By: Seconded By: Councillor Fowler Deputy Mayor Martin Be It Resolved That Council receives for information the Chief Administrative Officer’s Administrative Report, on behalf of the Emergency Control Group (ECG), entitled “COVID-19 Update and Policy Amendments”; And That the Council will consider By-laws later in the Meeting to amend the Procedural Policies for Council/Task Forces and Committees removing the Sections regarding Vaccination Status, Testing Requirements, Education Sessions; however, continuing with Hybrid Council, Committee and Task Force Meetings for Council, Staff, Committee and Task Force Members, with the Council Chambers reconfigured to its previous set-up and encourage public participation electronically; And That the ECG continue to work with the Kingston, Frontenac, Lennox, and Addington (KFL&A) Public Health and Municipal Partners to ensure all reasonable workplace control measures are in place, as the current situation is constantly evolving and the ECG will continue to re-assess protocols on an on-going basis as required based on Public Health and Provincial Guidelines. b. Clerk/Planning Manager: Request for Proposal - Internet and Telephone Voting for 2022 Municipal Election

Resolution #: 117-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager Administrative Report entitled “Request for Proposal (RFP) – Internet and Telephone Voting for 2022 Municipal Election”; And That Council authorizes advanced voting in the month of October, as determined by the Clerk; And That Council authorizes the Contract for the provisions of Electronic Voting Services (both internet and telephone) being awarded to Intelivote Systems Inc.; And That Council authorizes the Clerk/Planning Manager the sign the Contract with Intelivote for Electronic Voting Services. c. Clerk/Planning Manager: Shore Road Allowance Closure and Sale By- law - Agic

Township of North Frontenac Regular Council Agenda Minutes March 25, 2022 Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Shore Road Allowance Closure and Sale By-law – Agic”; And That, as required by By-law #22-15, • All That Part of the Shore Road Allowance in front of Lots 16 & 17, Concession 7, geographic Township of Barrie, being Part 9 on Registered Plan 13R-18685 (Kashwakamak Lake); be declared as surplus and sold to the adjoining owners. Appraisals of these properties are not necessary as these are Shore Road Allowances; And That Council will consider a By-law later in the meeting to Stop-up, Close and Sell a Portion of these Shore Road Allowances. Carried

d. Clerk/Planning Manager: To Assume a Portion of the Gull Lake Road as a Highway

Resolution #: 119-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “To Assume a Portion of the Gull Lake Road as a Highway”; And That Council will consider a By-law later in the meeting to assume a portion of the Gull Lake Road as a highway, more specifically described as Part of Lot 20, Concession 2, geographic Township of Barrie, being Parts 2,3 and 5 on Registered Plan 13R- 22577; And That Council instructs the Clerk to have the Township Solicitor register the By-law.

e. Clerk/Planning Manager - By-law to Appoint Fence-Viewer

Resolution #: 120-22 Moved By: Seconded By: Councillor Fowler Deputy Mayor Martin Be It Resolved That Council receives for information the Clerk/Planning Manager Administrative Report entitled “ToAppoint a Fence-Viewer”;
And That Council will consider a By-law later in the meeting to remove Janice Arthur as Fence-Viewer, as she no longer a member of the Committee; and appoint Garry Wood as a Fence-Viewer for the Township of North Frontenac. Carried

f. Clerk/Planning Manager: Recreational Vehicle By-law Amendment

Resolution #: 121-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Recreational Vehicle By-law Amendment”; And That Council instructs the draft Recreational Vehicle By-law remain the same with respect to: Page 6 of 14
