Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:00 a.m. The purpose of the meeting is to discuss the County of Frontenac’s Strategic Plan and review the 2023 Draft Budget. 2. Chair’s Opening Remarks None. 3. Approval of Agenda a) March 3, 2023 Resolution #: 111-23 Moved By: Seconded By: Councillor Re Deputy Mayo Be It Resolved That Council approves the Agenda for the Special Meeting regarding the County’s Strategic Plan and the draft Budget dated March 3, 2023, as amended, to add a Closed Session to discuss a personal matter about an identifiable individual. Carried 4. Disclosure of Pecuniary Interest and Genera None declared. 5. Presentations a) Explorer Solutions re: County’s Strategic Resolution #: 112-23 Moved By: Seconded By: Councillor Re Deputy Mayo Be It Resolved That Council receives for information the presentation from Jason Kipfer and Xiao Xiao, Explorer Solutions regarding the County’s Strategic Plan; and thanks them for their time spent today. Carried 6. Adoption of Minutes None. 7. Business Arising a) Kaladar Barrie Joint Fire Committee - 2023 Resolution #: 113-23 Moved By: Seconded By: Councillor Re Deputy Mayo Whereas at their meeting on February 17, 2023, the Kaladar Barrie Joint Fire Committee passed Resolution #17-23 receiving for information the 2023 Draft Budget for the Kaladar Barrie Fire Department; and the Committee approved the budget with a decrease of $140,000 going into the capital reserves; and the Committee recommended $25,000 come from the reserves to offset the operating expenses; Therefore Be It Resolved That Council approves the Kaladar Barrie Fire Department Proposed Budget for 2023. Carried 8. Council, CAO, and Managers’ Administrative a) Treasurer: 2023 Budget Changes Note: Sandra Lessard, Deputy Treasurer, arrived at this time. Resolution #: 114-23 Moved By: Seconded By: Councillor Re Deputy Mayo Be It Resolved ThatCouncil receive the Treasurer’s Administrative Report entitled “2023 Budget changes”; And ThatCouncil approves in principal the 2023 Draft Budget as presented on March 3, 2023 with the following amendments:
- Add $2,000 to the Admin Training;
- Add Economic Development Four Season Scenic Enhancement Route Signs at $1200;
- Add Waste - Contracted Services for Cloyne clean-up at $2,000; and
- Add $400 for replacement of hockey nets to Recreation; And That Council instructs the Treasurer to advertise the Public meeting regarding the 2023 Budget for March 17, 2023 at 9:00 a.m. prior to the Regular Council Meeting. Carried Note: The Deputy Treasurer left the meeting at this time.
Closed Session a) Closed Session of Council Resolution #: 115-23 Moved By: Seconded By: Councillor Hu Deputy Mayo Be It Resolved That Council retires to Closed Session at 12:15 p.m. to: a. Discuss Personal Matters about an Identifiable Individual, including Municipal or Local Board Employees. Carried Open Session Resolution #: 116-23 Moved By: Seconded By: Councillor Fo Councillor Hu Be It Resolved That Council returns to Open Session at 1:12 p.m. Carried 10. Confirmatory By-law a) Confirming By-law #18-23 Resolution #: 117-23 Moved By: Seconded By: Councillor Hu Councillor Fo Be It Resolved That By-law #18-23, being a By-law to confirm all actions and proceedings of Council for its Special Meeting held March 3, 2023, be read first, second, and third time and finally passed. Carried 11. Adjournment a) Adjournment of Council Meeting Resolution #: 118-23 Moved By: Seconded By: Councillor Fo Councillor Hu Be It Resolved That Council adjourns the Meeting at 1:13 p.m. until March 17, 2023 or at the call of the Chair.
