Minutes of a Special Meeting of Council for The Corporation of the Township of North Frontenac Held March 3, 2023 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Mayor Gerry Lichty; Councillor Wayne Good (Electronic Participation) and Councillor Stephanie Regent - Ward 1; Councillor Roy Huetl and Councillor Vernon Hermer - Ward 2; Deputy Mayor John Inglis and Councillor Fred Fowler - Ward 3 Also Present: Corey Klatt, Chief Administrative Officer (CAO); Kelly Watkins, CAO Back-up / Treasurer; Tara Mieske, Clerk/ Planning Manager (CPM); Brooke Hawley, Manager of Community Development (MCD); and Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC)

Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:00 a.m. The purpose of the meeting is to discuss the County of Frontenac’s Strategic Plan and review the 2023 Draft Budget.

Approval of Agenda

a) March 3, 2023

Resolution #: 111-23 Moved By: Seconded By: Councillor Regent Deputy Mayor Inglis Be It Resolved That Council approves the Agenda for the Special Meeting regarding the County’s Strategic Plan and the draft Budget dated March 3, 2023, as amended, to add a Closed Session to discuss a personal matter about an identifiable individual. Carried

Disclosure of Pecuniary Interest and General Nature Thereof None declared.

Township of North Frontenac Special Council Minutes March 3, 2023 Be It Resolved That Council receives for information the presentation from Jason Kipfer and Xiao Xiao, Explorer Solutions regarding the County’s Strategic Plan; and thanks them for their time spent today.

Business Arising

a) Kaladar Barrie Joint Fire Committee - 2023 Budget

Resolution #: 113-23 Moved By: Seconded By: Councillor Regent Deputy Mayor Inglis Whereas at their meeting on February 17, 2023, the Kaladar Barrie Joint Fire Committee passed Resolution #17-23 receiving for information the 2023 Draft Budget for the Kaladar Barrie Fire Department; and the Committee approved the budget with a decrease of $140,000 going into the capital reserves; and the Committee recommended $25,000 come from the reserves to offset the operating expenses; Therefore Be It Resolved That Council approves the Kaladar Barrie Fire Department Proposed Budget for 2023. Carried

Resolution #: 114-23 Moved By: Seconded By: Councillor Regent Deputy Mayor Inglis Be It Resolved ThatCouncil receive the Treasurer’s Administrative Report entitled “2023 Budget changes”; And ThatCouncil approves in principal the 2023 Draft Budget as presented on March 3, 2023 with the following amendments:

Resolution #: 117-23 Moved By: Seconded By: Councillor Huetl Councillor Fowler Be It Resolved That By-law #18-23, being a By-law to confirm all actions and proceedings of Council for its Special Meeting held March 3, 2023, be read first, second, and third time and finally passed.
