Minutes Of The Regular Meeting Of Council May 7, 2021 Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac, held May 7, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario via Electronic Participation. Present: Mayor Ron Higgins; Councillor Wayne Good – Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer – Ward 2; Councillor John Inglis and Councillor Fred Fowler – Ward 3 Absent with Regrets: Councillor Fred Perry – Ward 1 Also Present: Cheryl Robson, Chief Administrative Officer (CAO); Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, Manager of Community Development/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC) and Kelly Watkins, Treasurer 1 Call to Order The Mayor called the Meeting to order at 9:02 a.m. 2 Approval of Agenda a) Regular Meeting - May 7, 2021. Carried 3 Disclosure of Pecuniary Interest and General Nature Thereof None. 4 Presentations a) Alec Knowles, WSP Consulting – Communal Services Governance Model Study Regular Meeting of Council Minutes May 7, 2021 Resolution #: 211-21 Moved By: Councillor Good Seconded By: Councillor Inglis Be It Resolved That Council receives for information the presentation from Alec Knowles, WSP Consulting – Communal Services Governance Model Study; and thanks him for his time spent today; And That Council approves the Municipal Service Corporation option and approves undertaking a Business Case Study. Carried Business Arising from the Minutes a) Manager of Community Development (MCD) – Response to Council Comments regarding the Community Improvement Plan (CIP) Resolution #: 213-21 Moved By: Councillor Inglis Seconded By: Council Good Whereas Council passed By-law #23-21 at their meeting on April 16, 2021, adopting the Community Improvement Plan (CIP) for the Township of North Frontenac; and Council requested clarification from the Manager of Community Development (MCD) regarding:

the use of CIP funds by a community group for a project on Township property; and

the use of CIP funds to expand a Maple Syrup business including purchasing equipment. Therefore Be It Resolved That Council receives for information an email dated April 21, 2021 from the MCD advising:

Currently the CIP only allows for a Business to submit an application for funding. This was discussed extensively by the EDTF both for the original CIP as well as the updated CIP and it was recommended that the CIP remain focused on Businesses, especially at this time and the current climate with Covid-19. Businesses continue to really need financial incentives to help them through these difficult times.

A Community Group, however, is able to apply for projects within our Community Grants Program which is released annually (deadline April 30th annually). This would include the ability to apply for fencing around a cemetery that is on Twp property. The maximum request for funding for this Program is $1,000.

Expansion of a business is covered in the CIP to an extent under the Commercial Space Funding aspect of the CIP “this program provides financial assistance to new or existing businesses for projects creating new commercial employment opportunities within existing buildings or the expansion of existing buildings or uses on commercial properties. Some existing residential properties may also be desirable for conversion into new businesses to increase the overall business activity in the Township”. B2 - Cunningham Swan - Administrative Monetary Penalties Resolution #: 216-21 Moved By: Councillor Fowler Seconded By: Councillor Inglis Be It Resolved That Council receives for information the Cunningham Swan Municipal Group Spring Update, including an article entitled “Administrative Monetary Penalties – An Innovative Solution for Deterring Non-Compliance with Municipal By-laws” ; And That Council instructs the CAO to research Administrative Monetary Penalties and report back to Council. Carried d) B3 - Ministry of Municipal Affairs and Housing (MMAH) - Consultation on Code of Conduct Resolution #: 217-21 Moved By: Seconded By: Councillor Fowler Deputy Mayor Martin Be It Resolved That Council receives for information a letter dated April 27, 2021 from the Ministry of Municipal Affairs and Housing (MMAH), advising the Ontario Government is consulting on how to strengthen accountability for Municipal Council Members; and that Town Hall Sessions will be held with Municipal Representatives from Eastern Ontario on May 20, 2021; And That as the date to register for the session is prior to the Council Meeting, the Mayor has registered to attend and will provide an update to Council at the May 28, 2021 Council meeting; Regular Meeting of Council Minutes May 7, 2021

a) Clerk/Planning Manager – Amendments to the Noise By-law - Penalty Section

Resolution #: 218-21 Moved By: Seconded By: Councillor Good Councillor Hermer Be It Resolved That Council receives for information the Clerk/Planning Manager’s Administrative Report entitled “Amendments to the Noise Control By-law – Penalty Section”; And That Council will consider a By-law later in the meeting to amend Schedule ‘A’ of By-law #40-20 being the Noise By-law, Schedule A, Section 5.2 Penalty Section to read as follows: “Every person who contravenes any provision of this bylaw is guilty of an offence and upon conviction is liable to a fine as provided for by the Provincial Offences Act, R.S.O. 1990, Chapter P.33, as amended”. Carried Note: Councillor Inglis left the meeting at this time. b) Director of Emergency Services/Fire Chief – Regulating Fireworks in North Frontenac Resolution #: 219-21 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the Director of Emergency Services/Fire Chief’s (DESFC) Administrative Report entitled “Regulating Fireworks in North Frontenac”; And That Council does not approve a fireworks ban; And That Council instructs the Clerk to respond to Valerie Ivak advising her of their decision; And That Council instructs the DESFC to monitor and record Fire Department response to emergency 911 calls for fireworks complaints as they relate to the Open Air Burn By- Law #53-19; and report to Council in his annual report; And That Council instructs the CAO to continue to track complaints regarding fireworks for excessive noise as it relates to Noise By-Law #70-20; and report to Council in the annual By-law Enforcement Report. Carried c) Director of Emergency Services/Fire Chief/Community Emergency Management Coordinator – Sale of Masks with Township Logo Resolution #: 220-21 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives for information the Community Emergency Management Coordinator’s (CEMC) Administrative Report entitled “Sale of Masks with Township Logo”; Regular Meeting of Council Minutes May 7, 2021

Page 7 of 11 And That Council instructs the CEMC to provide Township Logo Masks to the Treasurer to be sold at the front counter at a price to recover all costs associated with the masks. And all revenue will be placed back into the COVID-19 Reserve Fund; And That the Clerk be instructed to advertise a Public Meeting to add the fees for the selling of the Township Masks (with logo) to the Fees and Charges By-Law. Carried Note: Councillor Inglis returned to the meeting at this time. Director of Emergency Services/Fire Chief - Administrative Report - Replacement of Tanker 531 Clarendon Miller Fire Station Resolution #: 221-21 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Be It Resolved That Council receives for information the Director of Emergency Services, Fire Chief’s Administrative Report entitled “Replacement of Tanker 531 Clarendon Miller Fire Station”; And That Council instructs the Director of Emergency Services, Fire Chief to proceed with the purchase of 2021-22 Fire Tanker from Safetek; And That Council instructs the Treasurer to transfer the estimated additional expenses in the amount of $96,718 for the 2021-22 Fire Tanker from the Infrastructure Sustainability TCA Reserve Fund; And That Council instructs the Treasurer to make partial payment within 120 days of the signed Purchase Order to take advantage of $7,500 discount as well as to make payment within 14 days of delivery to receive additional $2,000 discount. Carried e) Manager of Community Development – Request to Hire Economic Development Officer on a Full Time Basis in North Frontenac Township Resolution #: 222-21 Moved By: Seconded By: Councillor Inglis Deputy Mayor Martin Be It Resolved That Council receives for information the Manager of Community Development’s Administrative Report entitled “Request to hire Economic Development Officer (EDO) on a full-time Basis in North Frontenac Township”; And That Council approves an additional 3 year contract of the EDO on a full–time Basis for 37.5 hours per week, effective July 15, 2021 and the EDO shall continue to report to the Manager of Community Development; And That the Treasurer be instructed to take the estimated $18,000 in 2021 to extend the EDO position from the Contingency Reserve Fund; with the additional funds being budgeted through taxation.
