Minutes of a Regular Meeting of Council for The Corporation of the Township of North Frontenac Held May 20, 2022 in the Council Chambers, 6648 Road 506, Plevna, Ontario

Present: Mayor, Ron Higgins; Councillor Wayne Good - Ward 1; Deputy Mayor Gerry Martin and Councillor Vernon Hermer - Ward 2; and Councillor Fred Fowler - Ward 3 Absent with Regret: Councillor Fred Perry - Ward 1; and Councillor John Inglis

Call to Order The Mayor called the meeting to order at 9:01 a.m.

Approval of Agenda

Business Arising from the Minutes

a. Resolution #112-22: Seniors’ Housing Update

Resolution #: 205-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Hermer Whereas Council passed Resolution #122-22 at their meeting on March 25, 2022 instructing the Mayor, Treasurer and CAO Back-up to meet with the Central Frontenac Senior’s Housing Team to discuss options if North Frontenac provides a proposal to County Council for North Frontenac’s portion of the County funding be provided to the Central Frontenac Senior’s Housing project to ensure spots are available for North Frontenac residents; Therefore Be It Resolved That Council received an email dated May 13, 2022 from the CAO Back-up advising on April 5, 2022 Central Frontenac advised they will let North Frontenac know when they are meeting again to discuss opportunities and options and that Land O’ Lakes Community Services has expressed a potential interest in providing home maintenance to seniors in North Frontenac as requested by Councillor Hermer. This proposal will be provided to Council after the Mayor, Treasurer and CAO Back-Up have met with the Central Frontenac Senior’s Housing Team if Council wishes to consider this as an option; And That the Mayor send a memo to Mayor Francis Smith requesting a response to the proposal, subject to the County’s approval of the funds. b. Resolution #194-22 - Agreement with Ottawa Valley ATV Club

Resolution #: 206-22 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Proposed 2022 Township Agreement with Ottawa Valley ATV Club (OVATVC); And That Council approves the amended draft Agreement as presented by the MCD and approved by the OVATVC; Page 2 of 11

Township of North Frontenac Regular Council Agenda Minutes May 20, 2022 And That Council will consider a By-law later in the meeting to sign the 2022 Agreement with the OVATVC to honour their trail permit on the Crown Roads within the North Frontenac Crown Land Stewardship Program.

B1. North Frontenac Resident, Beth Reichlmayr re: Turtle Crossing Signage

Resolution #: 209-22 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives an email from Beth Reichlmayr dated April 25, 2022 requesting Turtle Crossing signs on Robertsville Road; And That the Township includes vast areas of potential turtle habitat; And That road mortality is now a major threat to turtles; And That the Township has previously installed a number of turtle crossing signs at various locations; And That the installation of signs needs to be managed in order to avoid a proliferation of signs, that may decrease the effectiveness; And That in the past there were groups or agencies that would comment on appropriate sign locations, provide guidance and supply the turtle crossing signs. These groups no longer provide this service/supplying signs; And That the Township supports efforts to protect turtles, but as a small rural municipality cannot afford extensive studies or reviews. The potential number of individual signage locations is considerable; And That Council approves the following measures by the Public Works Manager to manage the protection of turtles: • The installation of larger information signs at the main entrances to the Township announcing ‘watch for turtles’, and no further signs will be erected on Township roads; Page 3 of 11

• Existing turtle crossing signs will remain in place; however, will be removed when no longer in good shape and not replaced. Carried

B2. AMO re: Association of Municipalities of Ontario 2022 Delegation Form

Resolution #: 210-22 Moved By: Seconded By: Deputy Mayor Martin Councillor Good Be It Resolved That Council receives for information the Delegation Form for the Association of Municipalities of Ontario 2022 Conference; And That Council requests the Mayor and Deputy Mayor register as a delegation to the Ministry of Municipal Affairs and Housing to discuss mandatory septic inspections and deficiencies addressed at the point of sale. Carried

a. Community Planner, County of Frontenac - Application for Site Plan Control for Part Lot 28, Concession 1, Geographic Township of Palmerston, Township of North Frontenac (9630 Road 509), to permit the development of a commercial boat storage site

Resolution #: 212-22 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives for information the Clerk/Planning Manager Administrative Report entitled “Request to Extend Agreement for Integrity Commissioner”; And That By-law #52-18 appointed Aird Berlis through its lead John Mascarin as the Township’s Integrity Commissioner, pursuant to Part V.1, Accountability and Transparency, of the Municipal Act; subject to an Agreement executed by the Mayor and Clerk and John Mascarin, Aird Berlis; Page 4 of 11

Township of North Frontenac Regular Council Agenda Minutes May 20, 2022 And That the Retainer Agreement began on November 1, 2018 continuing until September 30, 2022; And That Council approves the extension of the Retainer Agreement for one year from October 1, 2022 to September 30, 2023, with Aird & Berlis for the services of an Integrity Commissioner; and authorizes the Mayor and Clerk to sign the Extension. c. Clerk/Planning Manager - Four (4) Shore Road Allowance Applications for Approval in Principle - Ritacco-Atwood, Best, Radtke and Hanville

Resolution #: 214-22 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives for information the Director of Emergency Services, Fire Chief’s (DESFC) Administrative Report entitled “Bill 88, Working for Workers Act 2022 - Naloxone”; And That Council instructs the DESFC to bring back additional information to Council regarding training, cost and legislative requirements; And That Council defers this request until additional information has been provided at an upcoming Council meeting. Carried

e. Manager of Community Development - Proposed Township Branding Material Program

Township of North Frontenac Regular Council Agenda Minutes May 20, 2022 Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Proposed Township Branded Material Program”; And That as per the Township’s Notice By-law #101-19, Council instructs the Clerk to provide Notice of a Public Meeting on June 17, 2022 with the intent to pass a By-law to amend the Fees and Charges By-law with respect to Schedule ‘A’ mapping and merchandise at the Regular Council Meeting following the Public Meeting; And That Council approves in principle, the Township Branded Material Program at a maximum cost of $5,000 and directs the Treasurer to transfer funds from the Promotions/Marketing Reserve Fund; And That Council approves the MCD entering into Consignment Agreement with local businesses for the purposes of selling Township branded merchandise; And That Council approves in principle, the consigning of goods to businesses participating in the Township Branded Materials Program and agree that for each item sold, businesses will earn the consignment rate as set out in the Fees and Charges By- law.

g. Manager of Community Development - 2022 North Frontenac Community Grants Proposals

Resolution #: 217-22 Moved By: Seconded By: Councillor Good Councillor Fowler Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “2022 North Frontenac Community Grants Proposals”; And That Council approves $1,000 for the Land O’Lakes Garden Club to help fund and create an Indigenous Commemorative and Healing Garden in remembrance of the children lost to and survivors of the Residential Schools at the Barrie Hall grounds; And That Council approves $1,000 for the Lions Club of Land O’ Lakes to assist with the cost of a marching band and new reindeer display for the 2022 Santa Claus Parade; And That Council approves $1,000 for the Back Roads Studio Tour to advertise and promote their 2022 Studio Tour; And That Council approves $1,000 for the North Frontenac Historical Society and Archives (NFHSA) to assist with Preservation Projects they are completing in 2022 as described in their Application for funding; And That Council approves of the request from the NFHSA to install signs at the St. Johns Anglican, Harlowe United and St. Marks Anglican Cemeteries and Council directs the Public Works Department to have them installed this fall or spring 2023. h. Manager of Community Development - Proposed Annual Events

Resolution #: 218-22 Moved By: Seconded By: Councillor Hermer Deputy Mayor Martin Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) Administrative Report entitled “Proposed Annual Events”; And That Council supports the development of a Farmer’s Market and Christmas- themed Weekend Marketplace in 2022 and directs the Treasurer to transfer $6,250 from the Economic Development Reserve Fund; And That Council directs the MCD to facilitate the Events. DEFEATED

i. Treasurer - Asset Management Plan Update
