_Po Public Meeting of Council Minutes — Fees and Charges May 28, 2021 Township of* ij orth Frontenac MINUTES OF THE PUBLIC MEETING OF COUNCIL May 28, 2021 A Public Meeting of Council for The Corporation of the Township of North Frontenac, held May 28, 2021 in the Council Chambers, 6648 Road 506, Plevna, Ontario via Electronic Participation regarding the Fees and Charges By-law — Building Administrative Fees and Sale of Masks with Township Logo. Present: Mayor Ron Higgins; Deputy Mayor Gerry Martin and Councillor Vernon Hermer — Ward 2; Councillor John Inglis and Councillor Fred Fowler — Ward 3 Absent with Regrets: Councillor Fred Perry and Councillor Wayne Good - Ward 1 Also Present: Tara Mieske, Clerk/ Planning Manager (CPM); Corey Klatt, Manager of Community Developrnent/CAO Back-up (MCD); Darwyn Sproule, Public Works Manager (PWM); Eric Korhonen, Director of Emergency Services/Fire Chief (DESFC); and Kelly Watkins, Treasurer
- Call to Order and Purpose of Meeting The Mayor called the meeting to order at 9:00 a.m.

- Approval of Agenda a) Approval of Agenda for May 28, 2021 Public Meeting Resolution #: 233-21 Moved By: Councillor Fowler Seconded By: Deputy Mayor Martin Be It Resolved That Council approves the Agenda for the Public Meeting of Council regarding Amendments to the Fees and Charges By-law dated May 28, 2021, as circulated. Carried
- Disclosure of Pecuniary Interest and General Nature Thereof None noted.
- Business Arising a) Resolution #189-21: i. Chief Building Official’s Administrative Report re: Building Code Act — Building Administrative Fee; ii. Draft Schedule ‘C’ — Building Permit Fees. Resolution #: 234-21 Moved By: Councillor Hermer Seconded By: Councillor Fowler Whereas Council passed Resolution #189-21 at their meeting on April 16, 2021 receiving for information the Chief Building Official’s Administrative Report entitled “Building Administrative Fee”; and that Council instructed the Clerk to amend Schedule ‘C’ of the Fees and Charges By-law to include a Penalty Surcharge of 100% of the normal Building Permit Fee; And That Council will consider comments from the Public on the proposed amendment; And That Council will consider a By-law during the Regular Meeting to amend the Fees and Charges to update Schedule ‘C’. Carried Note: Councillor Good — Ward 1 joined the Meeting at this time. b) Resolution #220-21: i. Community Emergency Management Coordinator’s (CEMC) Administrative Report re: Sale of Masks with Township Logo; ii. Draft Schedule ‘A’ — Administrative and Finance Councillor Fowler asked if the masks have already been made. Mayor Higgins advised they have already been made. Deputy Mayor Martin asked what the costs are. Mayor Higgins advised the cost for the Township to purchase them is $10 and that is what the proposed sale price is. Resolution #: 235-21 Moved By: Deputy Mayor Martin Seconded By: Councillor Inglis Whereas Council passed Resolution #220-21 at their meeting on May 7, 2021 receiving for information the Community Emergency Management Coordinator’s Administrative Report entitled “Sale of Masks with Township Logo”; and that the fees for the selling of masks be added to the Fees and Charges By-law; And That Council will consider comments from the Public on the proposed amendment; And That Council will consider a By-law during the Regular Meeting to amend the Fees and Charges By-law to update Schedule ‘A’. Council will consider the by-law at the Regular Meeting later today, following the Public Meeting being held at this time. I will ask the clerk to read the resolution for each matter and then invite Council and then the Public in attendance to provide their comments on the proposed by-law amendment.
